The prosecution, which put under scrutiny the criminal group headed by, by their own admission, Svetozar Marović, took over the case of the construction of a rural road after MANS filed a criminal complaint against the former mayor of Budva, Rajko Kuljača, and five municipal officials - members of the tender commission, for alleged abuse of official position.

Kuljača received the status of a key cooperating witness and spoke in detail before the prosecution about eight corruption cases, which were prosecuted by Katnić's team so far.

The construction of the lower boulevard, ceremonially opened a decade ago, and which was built by the company "Gugi commerce", is still under the scrutiny of the prosecutor's office, primarily because of the role of municipal officials in that work, because an agreement has already been concluded with Savić's construction company and a final judgment has been passed. .
