Since July, the company "Rekreaturs" has forcibly collected one and a half million euros from the Municipality of Ulcinj, and that money can be disposed of by Vlatko Rašović, the former driver of Duško Knežević who became an associate witness in the proceedings against his former boss.
Due to account blocking, 186 workers of the Municipality of Ulcinj have not received their salaries for three years, as well as about 50 employees in public institutions, and such a situation could last for months.
Rašović is the director and sole authorized representative of the company "Rekreaturs", which owns 33 square meters of the former workers' resort on Kamenovo beach.
The owner of the company is the bankrupt Atlas banka, but the bankruptcy administration could not take over the company from the until recently loyal associates of the fugitive businessman Duško Knežević.
"Rekreaturs" is a former company from Pristina that was moved to Budva during the war in 1999 under unclear circumstances. It was bought by the Atlas Group in 2002 for 60 euros.
In 2003, "Rekreaturs" from Budva sued the Municipality of Ulcinj for demolishing the camp of the former "Rekreaturs" from Pristina in 1983 on Velika plaža. Last year, she legally received compensation of six million euros, which she collects by blocking her account.

The legal representative of "Rekreaturs" Velibor Marković told "Vijesta" that according to the power of attorney from 2003, the money from the forced blockade is paid into his account, and that he should, after collecting his expenses, transfer it to the company's account.
"Rekreaturs only had an account in Atlas bank, which was blocked due to the opening of bankruptcy in that bank, as well as all the accounts of its other clients. I believe that it was arranged illegally and that the bank should have continued to provide services to clients even during the bankruptcy because its recovery was possible. I transferred all the money collected so far, in cents, to the safe of Lovćen Bank. The process of opening a new company account is underway, to which the money will be transferred and the company's management will be able to dispose of it in order to pay its obligations," said Marković.
The only member of the board is director Rašović.
When asked by "Vijesti" whether the bankruptcy administration of Atlas Bank, as the owner, can take over the money, Marković said that "Rekreaturs" is an independent company and that it is not in bankruptcy even though its owner is.
"Next year, when the financial report for this year is adopted, the owner can make a decision on the distribution of the realized profit and direct it to Atlas Bank in bankruptcy for the payment of creditors from the bankruptcy estate," explained Marković.
The mayor of Ulcinj, Ljoro Nrekić, said that he expects the problem of blocking the account to be resolved soon, so that the municipality would give the government a plot of eight thousand square meters in an attractive location between the former hotel "Galeb" and "Albatros". The government would pay three million euros to the Municipality for the plot and guarantee another two million with the banks, which would close the debt according to the aforementioned verdict.

Rašović, who is the only one with a seal and signature for millions, was one of the Atlas Group drivers who participated in the exchange of around 2016 thousand dollars for euros in 100, and that money ended up with the then mayor of Podgorica, Slavoljub Stijepović.
The drivers were arrested at the end of September 2017, and the Prosecutor's Office then first announced that the money was intended for the illegal financing of the Democratic Front.
Knežević later published a video showing Stijepović receiving an envelope with that money to finance the DPS campaign. That party later admitted that it had received half of that amount.
In February of this year, the Agency for the Prevention of Corruption determined that the party had violated the Law on Financing Political Parties and ordered it to return 47.500 euros to the state budget, collected contrary to the Law, and to pay a fine of 20 euros.
In the continuation of the investigation, after the video was published, the Prosecution also suspected Stijepović, who has been the chief of staff of President Milo Đukanović since July last year, for helping to launder that money. He is still in office, regardless of the prosecution's case against him.
Kosovo disputes the legitimacy of Rekreaturs in court
MP for Force from Ulcinj and member of the ruling coalition Genci Nimanbegu recently stated that the blockade of Ulcinj Municipality could last for ten months and have enormous consequences for its development, as well as the material and social position of its employees.
He said that "Rekreaturs" from Budva falsely presented itself as the legal heir of the company of the same name from Pristina, in order to take over a valuable real estate on Kamenova and collect money from Ulcinj for a dispute from 36 years ago.
"Rekreaturs was at that time a self-governing community of interest for rest and recreation of the workers of Kosovo. In Montenegro, it was registered in a completely disputed procedure, since the registration was done by a few employees of that company who fled to Montenegro in 1999".
Nimanbegu stated that the Privatization Agency from Kosovo is conducting proceedings before the Court in Kotor to challenge its legitimacy.
He also said that the demolition in 1983 was not carried out by the Municipality of Ulcinj, but by the then Republican Committee for Urban Planning.
