Marijana Petranović, the assistant to the executive director of Podgorica's "Tržnica i pijaca", will have to return all the wages she received in that company, because the Inspection determined that she could not perform that function.

Despite such a finding by the Administrative Inspection, which checked the employment of the assistant director in July, labor inspector Razija Vujović found Petranović in that position on November 4.

On that day, she ordered the director of "Markets and Markets", Ranko Jovanović, to remove the irregularities and inform them within seven days about the measures and actions taken.

"The labor inspectorate has taken all the measures and actions within its jurisdiction, and as far as the wages paid to Marijana Petranović are concerned, it is up to the employer to claim the amount of wages paid to the named person, given that there has been damage to the employer," the labor inspector for the field of labor relations and employment writes in the finding.

Yesterday, Jovanović did not answer the questions of "Vijesta" about the status of his assistant, nor whether he will order her to compensate the company. He did not answer whether and when the Administrative Inspection pointed out irregularities to them.

On September 24, that company claimed that on July 5, when the inspection was carried out, "no irregularities were noted in the minutes regarding the issue of the announced public tender." "In the event that the competent authorities determine possible irregularities and illegalities and inform us about it, the company 'Tržnice i pijace' will act in accordance with the law," they said.

Inspector Jovana Nišavić stated on July 5 that the Decision on Petranović's selection is final and can only be reviewed before a court, but she found that she submitted false information during her employment:

"Because it was established on the basis of the inspection supervision of Administrative Inspector Jovana Nišavić, that Marijana Petranović did not perform volunteer work in the Protection and Rescue Service of the Capital City of Podgorica, and that the certificate issued as proof that Marijana Petranović performed volunteer work in the Protection and Rescue Service cannot be treated as proof of work experience when establishing an employment relationship, given that the Administrative Inspection contested her credibility and the administrative inspector submitted the case files to ODT Podgorica , in order to take criminal responsibility against the director of the Protection and Rescue Service and the appointed Marijana Petranović, who used a certificate of volunteer work to establish an employment relationship," reads the finding of inspector Vujović.

"Vijesti" previously announced that Petranović came to office with the help of a falsified certificate about volunteer work in legal affairs in the Protection and Rescue Service (SZS) of the Capital City.

This follows from the minutes of the Department of Administrative Inspection, whose inspectors found in the control procedure that there is no evidence that Petranović was in any way employed in the SZS.

The certificate that Petranović, a specialist in legal sciences, volunteered in the SZS from June 25, 2015 to November 1, 2016, was issued to her by the former commander of that service, Andrija Čađenović.

However, under the reference number under which her conviction was filed, a letter sent to the Secretariat for Culture of the Capital City was filed in the SZS books, according to "Vijesti" sources from that company.

At that time, Petranović did not want to answer "Vijesta" whether and if so, when she volunteered at the Podgorica Fire Station:

"I would not give any information regarding that topic. We have already provided information where it was necessary," she said at the time. Unlike her, Čađenović also then claimed that Petranović volunteered: "If I gave confirmation that someone volunteered, then it certainly did, and no one from the police contacted me about it."

However, in the record of the extraordinary inspection, which is signed by administrative inspector Jovana Nišavić, it is written that there is no evidence of Petranović's involvement in the SZS.

The certificate states that it was issued on September 20, 2017 and registered under number 26-D1-228-1177/17, and Čađenović guarantees with his signature and the seal of the SZS that Petranović volunteered as an independent consultant and for legal affairs: "The named person performed the mentioned tasks professionally and with quality and thus gained a total of one year, four months and five days of work experience in the mentioned tasks".

It was explained that the certificate is issued upon personal request and serves only for applying to a public advertisement.

The Basic State Prosecutor's Office in Podgorica then replied that the case was in the investigation phase.

"The acting prosecutor has given an order to the police to collect data in order to verify the allegations of the criminal complaint and determine whether the actions of the accused contain elements of criminal offenses for which prosecution is undertaken ex officio".
