In the past period, officers of the Police Administration filed a total of 741 criminal charges against 994 people due to the existence of reasonable suspicion that they had committed 896 criminal acts against people's health and other acts related to the COVID-19 infectious disease.
This is written in the document on activities to deal with the COVID-19 pandemic, which was prepared by the Government and sent to the Assembly.

"The police administration, due to objective circumstances, attaches special importance and has attached preventive activities, so in order to prevent the spread of the new coronavirus, within the patrol activity, or in another appropriate way, independently or in coordination with communal police services, protection services and rescues, etc., an organized tour of the area of territorial jurisdiction, especially public areas where citizens gather (parks, etc.) in order to warn citizens and prevent gatherings of citizens," the text states.

As no less important, they state that the officials of that institution undertook activities aimed at preventing the spread of panic and disorder: "Among other things, by filing criminal charges."

"And at the same time, (UP) successfully and plannedly communicated with the public, as a response to the situation, primarily with the aim of general prevention. Communication with the public took place in accordance with the guidelines, the aim of which was to shape a positive attitude and send messages that prevented panic and indicated the readiness and determination of the Police Administration, i.e. the state, to protect health, but also to preserve peace and protect the personal and property security of citizens".

They point out that, due to its specificity, the engagement of significant police resources during the successful implementation of the blockade, i.e. control of exit/entry from certain areas in connection with the epidemic, stands out from the numerous activities.

"In the first place is the implementation of the order of the Ministry of Health, which prohibits the entry and exit of citizens from the territory of the municipality of Tuzi, then the implementation of the corresponding order in relation to the area and residents of the village of Biokovac in the municipality of Bijelo Polje, as well as the implementation of measures in relation to the residents of 23 residential buildings in in the settlement of Vrela Ribnička in the area of the capital, but also assistance to the Administration for the Execution of Criminal Sanctions by undertaking measures to secure the Police Academy facility in Danilovgrad as a temporary facility for the execution of detention measures according to quarantine rules, primarily for persons who did not comply with mandatory (self) isolation and other appropriate measures provided for by the current orders".
From 25.000 to 1.100 state border crossings
As a consequence of the ban on international passenger traffic, the police state that the number of crossings of the state border has significantly decreased:
"In February 2020, before measures were taken, a total of 743.872 passengers or over 25.000 passengers per day were registered at the border crossings, while in the first half of April the average was around 1.100 passengers per day".
"Most of all, it concerns the drivers of cargo motor vehicles used to transport goods. The border police officers, together with the officers of the Customs Administration, implemented and are implementing accelerated procedures of border checks of the drivers of these means of transport, with a high priority in relation to the smooth transport of medical equipment, medicines, energy sources, food products and other goods of special importance in the circumstances of the epidemic," the text states.
They conclude that the past period has confirmed that the behavior of the police in the circumstances of the epidemic is extremely important and that it indisputably goes beyond the scope of the jurisdiction prescribed by law - so that the need to engage the police was in some cases even greater than their powers.
"Of course, this was also contributed to by personnel training, material and technical equipment, management style and training for responding in emergency situations. The results clearly show that the Police Directorate made a very significant contribution to the provision and implementation of the protection of the population against the new coronavirus and the implementation of the measures ordered by the Ministry In the end, in short, it is necessary to state that, in addition to the mentioned, specific jobs and tasks caused by the circumstances that were the subject of this information, the Police Administration also successfully undertook tasks and tasks from its basic competence, which resulted in a favorable security situation".
In the afternoon, the Government sent to the Assembly the document "Response to the COVID-19 Pandemic" - material for the preparation of deputies for the discussion on the first item on the agenda of the Second Session of the First Regular (Spring) Session in 2020, which will be held on Wednesday, April 22.
