The group of voters Civic Action submitted criminal charges to the Special State Prosecutor's Office against Prime Minister Duško Marković, former Ministers of Sustainable Development and Tourism Pavel Radulović and Branimir Gvozdenović, as well as the current and former mayors of Budva Marko Bata Carević, Dragan Krapović and Srđa Popović because they did not prevent the falsification of planning documents DUP "Bečići" and amendments to DUP "Budva – center".
"We inform the public, representatives of foreign embassies and the EU Delegation that, due to well-founded suspicions of abuse of official position and falsification of amendments to the Detailed Urban Plan "Budva Center" and DUP "Bečići", criminal charges have been filed against the Acting Minister of Sustainable Development and Tourism and the Prime Minister Duško Marković and former ministers Radulović and Gvozdenović, who abused their official duties by doing nothing, because they did not prevent the falsification of plans in the period from 2014 to 2020," said Božidar Vujičić, representative of the Citizens' Action Voter Group, at a press conference held in front of the Budva Municipality building.
Vujičić said that criminal charges have also been filed against Carević, Krapović and Popović, because for the past six years, since the plans ceased to be valid, they have been signing decisions for the collection of fees for city-building land, utilities based on falsified detailed urban plans.
"Criminal charges have also been filed against officials of MORT and the Municipality of Budva, who issued urban planning technical conditions, various consents, permits, and decisions on building applications over the past six years on the basis of falsified DUPs "Budva centar" and "Bečići" , emphasized Vujičić.
He added that a report on endangering the public interest was submitted to the Anti-Corruption Agency, a request to determine environmental damage was submitted to the Environmental Protection Agency, while an initiative was submitted to the Prosecutor's Council and the Anti-Corruption Committee in the Parliament of Montenegro in order to prevent further falsification of detailed plans. .
"A complaint about endangering the public interest was submitted to the Ministry of Sustainable Development and Tourism (MORT). We informed the EU ambassador in Montenegro Aiva Orav about everything by email. The illegal construction of buildings based on falsified plans in the previous six years caused enormous damage to the environment and it is significant decreased the possibility of further sustainable development of Budva. Along with the criminal complaint, we also submitted copies of documentation, issued on the basis of forged public documents, which are available on the official websites of MORT and the Municipality," Vujičić pointed out.
He expects the Special State Prosecutor's Office, other state institutions as well as the ambassador of Orava to urgently undertake activities in accordance with their competences, in order to stop further falsification of planning documents and continue to cause damage to the environment and sustainable development of Budva.
"We demand that Acting Minister of Sustainable Development Duško Marković and President of the Municipality of Budva Marko Carević urgently prohibit further falsification of planning documents," concluded Vujičić.
