Hearings, recordings from surveillance cameras, expert reports... and everything else that prosecutors have undertaken so far in the investigation of the murder of Kotor resident Veselin Vesko Vukotić (69) did not help them find his executor.
This stems from the response of the Higher State Prosecutor's Office in Podgorica, from which they say that they will continue to work on solving the murder and identifying the perpetrators.
The father of the alleged leaders of the Skaljar criminal clan - Jovan and Igor Vukotić, was killed on April 20, 2019 in the Dobrota neighborhood of Kotor, in front of the family apartments "Vukotić".
The attacker approached him while he was getting out of the "Audi" that he had parked in front of the apartment around 20:45, fired several shots at him, and then ran away towards the Sveti Stasije settlement.
"In the Higher State Prosecutor's Office in Podgorica, a case was formed regarding the murder committed to the detriment of VV, which case is in the investigation phase, during which numerous measures and actions were taken, the prosecutor's office issued an order for the autopsy of the body, as well as orders for all necessary expert reports, notifications were collected from a large number of persons, and the measures and actions taken so far, as well as the ordered expert reports, did not yield results in elucidating the criminal offense in question, so in the further course of the procedure, all necessary measures and actions will be taken, all with the aim of clarification of the criminal act in question and the identification of the perpetrators of it", the spokeswoman of VDT Podgorica, prosecutor Lepa Medenica, replied to "Vijesta".
Even now, it has not been answered whether four alleged members of the Kavac criminal clan from Nikšić, close to the high-ranking member of that clan, Duško Roganović, were questioned in the investigation of Vukotić's murder. It was not answered whether the statement was taken from that man from Novlja, who lost both his legs in the war of the Montenegrin criminal clans, his father Niko and his uncle Vladimir's brother.
The sixty-nine-year-old man from Kotor lost his life in the war of Montenegrin criminal clans.
Since the end of 2015, more than 40 people have been killed in that mafia confrontation. Among them are at least five accidental victims.
An explosive device was activated in front of the house of the murdered Vukotić seven years ago. There were no injuries then.
It was speculated that he was the target on April 16, 2016, when shots were fired at a black Mercedes driven by Nenad Popović in the Kavač neighborhood. Allegedly, Popović's car was broken by mistake, because Vukotić was driving an identical one.
A month and a half before Vukotić was killed, the police officially announced that in May 2016, he was in the car with his son, when Jovan allegedly tried to kill Tamara Zvicer, the wife of the alleged leader of the Kavak criminal clan, Radoj Zvicer.
Those accusations have still not been proven.
After the shooting, Tamara Zvicer publicly accused Jovan Vukotić of shooting in her direction in the presence of her father. Vukotić denied this, claiming that he was in Slovenia that day. Then he submitted his passport to the editorial office of "Vijesti" which confirms his statement. Less than a year before the murder, Veselin Vukotić publicly accused people from the National Security Agency (ANB) of harassing his family, telling them that they would never be "anyone's poltroons, spies and mercenaries".
"If you want to present us to the enemies of the state, know that you will not succeed, because in this country we have many honest friends and comrades who tell us something important and essential about what you are able to prepare for us. It is known who among the high-ranking ANB and police officials is on the payroll of your favorite bars and how much their salary is. We also know who from ANB visited the leaders of the Kavčan almost every night for a period of almost half a year, who found refuge with their friend on the outskirts of Cetinje, and after being tipped off to leave Kotor because of the raid that was about to take place," said Veselin Vukotić in in July 2018.
His son Jovan Vukotić was extradited from Serbia to the pre-trial detention center in Spuška at the beginning of February. He is in custody on suspicion of having tried to kill the alleged members of Kavac, Vojin Stupar and Miloš Radonjić.
Igor Vukotić, who is on the run, is suspected by the prosecution of having formed a criminal group with Ranko Radulović from Nikšić and Albanian citizen Erogen Brajović, which planned more liquidations.
