Police Directorate: We did not force Grujičić, he admitted after failing the polygraph

The police administration claims that it did not force Jovan Grujičić to admit that he planted bombs in front of the "Grand" bar and the house of inspector Duško Golubović, but that he did so after failing the polygraph test.

This is written in the answer they submitted to the Council for Citizen Control of Police Work, which was checking the proceedings in that case, after Grujičić's mother addressed them.

"With the request to check the behavior of the police towards her son JG, especially his removal from hospital treatment, with the appeal to ensure adequate treatment for him".

Earlier today, the NGO Action for Human Rights (HRA) announced that Grujičić was brutally tortured in the premises of the Podgorica Security Center, in order to confess that he planted bombs in front of Grand and the house of a former employee of the National Security Agency.

The Council explained that on May 29 they asked to visit Grujičić in the detention facilities, but he was already taken to UIKS after the hearing before the judge.

"The Council immediately took an interest in the state of health and further treatment of JG at the Basic Court in Podgorica. The President of the Basic Court informed the then President of the Council by phone that his complete medical documentation was submitted by the Court through the competent prosecutor to the Administration for the Execution of Criminal Sanctions. He was examined by a doctor and will be referred for further specialist examination by a psychiatrist. The then President of the Council, Aleksandar Saša Zeković, requested that the Special Hospital in Dobrota declare whether they have objections to the application of police powers during the treatment of patient JG and that for the purposes of the procedure, the appropriate documentation confirming the orderly stay be submitted and discharge from treatment. The Council was particularly interested in whether the police officers exerted pressure in any way on the doctors regarding the treatment and discharge of JG from the hospital," they told "Vijesta".

They point out that they informed the complainant about all the available information, who after a few days supplemented her basic complaint: "Which she initially focused on the state of health and treatment of JG, questioning the behavior of the police in her apartment. One of the police officers showed a badge and said that they have to go in to check if she is in the apartment. They didn't show her the warrant".

The Council points out that even then they asked the Police Administration for detailed information on the procedure, with accompanying documentation.

They explain that they were told by that security institution that in order to shed light on criminal acts in the area of ​​fires and explosions, to the detriment of the "Grand Caffe" bar and the Golubivić family home, operational work in the field and collection of information from the citizen led to facts indicating that Grujičić activated improvised explosive devices on the property of several citizens of Podgorica.

"In order to verify the accuracy of the information and shed light on the aforementioned crimes, on May 25.05.2020, 26.05.2020, the police officers of CB Podgorica conducted additional consultations with the acting state prosecutor in the Basic State Prosecutor's Office in Podgorica and announced that JG is in the Special Psychiatric Hospital in Dobrota, and in agreement with the prosecutor, with the consent and approval of the director and medical staff, took G from the hospital on May XNUMX, XNUMX, with a previously submitted written request. Upon arrival at the premises of CB Podgorica, citizen JG voluntarily agreed to undergo a polygraph examination on the circumstances of the aforementioned events, as well as events where, in the previous period, improvised explosive devices and hand grenades were activated by unknown persons in the yards of family houses, as well as business premises in the territory of the municipality of Podgorica, and considering that the JG agreed and signed the agreement, it had reactions in relation to the mentioned events, i.e. criminal acts. Since the polygraph is not a means of evidence, the JG was called to collect information on the Record when he admitted to the commission of the mentioned criminal acts, describing the time, place and manner of execution, and after that he duly signed the record," the Council explains .

They add that in the UP's response, it was pointed out that at no time were any means of coercion applied to him: "Nor did he, under any threat or coercion, give a notification in his capacity as a citizen regarding the above and other events, which was also stated in the minutes about which the competent state prosecutor was informed, who was informed all the time about the implementation of all police-prosecutor activities".

Explaining that the prosecutor, after being informed of the content of the statement, ordered that the police officers deprive him of his liberty due to the existence of grounds for suspicion that he committed two criminal offenses of causing general danger from Article 327 of the Criminal Code of Montenegro in conjunction with the criminal offense of illegal possession of weapons and explosive substances from Article . 403 paragraph 2 of the CCCG to the detriment of Ž.G. and DG from Podgorica.

The UP responded to the Council that they told Grujić why he was being arrested and that he demanded that his aunt's brother, lawyer PT, be informed about everything.

They were also informed that they had communicated with the doctor who monitors his health condition in the Special Hospital for Psychiatry in Dobrota - "On whose order the therapy was taken and given to him for use according to the established procedures of the doctor".

"The police administration here also noted that the named citizen was ordered to be detained by order of the competent prosecutor, and after being examined by the investigating judge of the Basic Court in Podgorica and detained in the Investigation Prison, which facts indicate the legal actions of the police officers in this case," he writes in UP documentation, which Vijesti had access to.

The Council delivered their response to Grujičić's mother for her to familiarize herself with the content and to make a statement.

"After being appointed as a member of the Council, Dr. Aleksandar Mugoša is in charge of the subject in the Council," they said.

Mugoša invited Grujičić's mother to a meeting in order to directly discuss the case. He asked her to bring all the medical documentation about her son to the meeting: "For a full and complete insight into the case."
