The Basic State Prosecutor's Office in Podgorica filed an indictment against Dušica Vulić, a member of the Podgorica committee of the Democratic Party of Socialists (DPS), on suspicion of having committed a criminal offense of violating freedom of choice when voting, prosecutor and ODT spokeswoman Milica Mandić told "Vijesta".
According to the Criminal Code, the mildest punishment for this criminal offense is a fine, and the most severe is imprisonment for up to three years, which depends on the court's decision.
Vulić can be heard on the recording published by the In18s portal on August 4, stating that a candidate for professional engagement in the Army of Montenegro must support the Democratic Party of Socialists for the parliamentary elections held on August 30.
In the response of the ODT, it is stated that they did not open an investigation regarding Marković's allegations, which were presented through the lawyer Vladan Bojić, that Colonel Zoran Vukadinović is the person who from the Ministry of Defense submits information about candidates for the army to the local DPS committees in order to check their eligibility.
"...After the investigation, it was assessed that in the case formed on the occasion of newspaper articles, published in the daily newspaper "Vijesti", under the title "Military security submits data on candidates for the VCG to the DPS" and in the daily newspaper "Dan", under the title "It is not the secret that the army conditions young people", there is no basis for undertaking criminal prosecution against any person, for any criminal offense for which prosecution is undertaken ex officio". In order for candidates to become professional soldiers, they need a positive opinion from the local DPS board and that they declare themselves as Montenegrins. Also, they should show sympathy for the ruling party, that is, promise to vote for it. This is the essence of the video published by the portal and whose authenticity was previously confirmed.
On the recording, you can hear a conversation between Dušica Vulić and two other people, one of whom is a candidate for engagement in the VCG and her father.
In the meantime, it has been confirmed that they are VCG non-commissioned officer Slavoljub Marković and his daughter Marija.
The Ministry of Defense (MoD) previously denied that a DPS membership card is required for promotion to the Croatian Army: "Apart from those who are responsible for this, no one else in the Croatian Army can give consent for any promotion in the Army, which is clearly prescribed" , states the Ministry of Defense in its response to "Vijesti" to the question "Do local DPS committees give consent to engagements in the Army?".
"We remind you that members of all nations are represented in the Army of Montenegro, who love and respect the country whose flag they carry and defend. That's why we say that all attempts to compromise VCG, which have intensified since the beginning of this year, are in vain. The army is recording a constant increase in trust, which, we are sure, will continue," the MoD replied.
To the questions of who are the people heard on the recording, whether they are still in the Army of Montenegro and in what positions, and whether Minister Bošković knows Dušica Vulić, the Ministry of Defense stated: "Slavoljub Marković is a non-commissioned officer in the Army, in the logistics battalion in Danilovgrad. Marija is his daughter who served in the army as part of the voluntary military service program and applied to become a contract soldier, for which the selection is ongoing.
Slavoljub and Marija Marković were questioned during the investigation, it was confirmed by "Vijesta".
Minister of Defense Predrag Bošković announced after the publication of the video that if its authenticity is established, criminal charges will be filed against her and she will be excluded from the DPS.
Lawyer: Vulić's last link in the chain, the public must know who the principals are
Lawyer Vladan Bojić, who represents Slavoljub Marković, told "Vijesta" that "the outgoing government wants to get rid of the disgrace of civilization in a legally fair way."
"Every sane person knows that Dušica never thought of doing it alone. It is clear to everyone that it was a mechanism installed a long time ago and that it was producing results until it went off the rails. That is why I believe that Dušica could be a good cooperating witness, since it is pointless for her to accuse herself," he told "Vijesta".
The lawyer also wondered about "who gave Vulić the task of identifying soldiers in the field?"
"It is certain that she is the last link in the chain and the public of Montenegro must know who are the principals, both in the DPS from Dušica and upwards, and in the Ministry of Defense, because decades ago the DPS with the executive power and the prosecutor's office grew into one organism . Dušica Vulić cannot be stopped, and that is why I encourage the competent state prosecutors to move upwards, towards the top of the government and expand the investigation both in the Ministry of Defense and in the DPS. By prosecuting only Dušica, serious criminal clues are being misled and the public is being thrown dust in the eyes," said the lawyer.
