Jovan Vukotić asked the Special State Prosecutor's Office to prosecute several police officers who, on October 22 last year, ordered him to come to the local police station in Kotor, where he was allegedly being stalked by a hired killer.
This is written in the criminal report submitted to the prosecutor's office, which "Vijesti" had access to.
One of Vukotić's legal representatives, lawyer Damir Lekić, described the events of that day in the report, stating that the police asked the man from Kotor to immediately report to the Security Department, but that no one asked him anything there, he just waited in the corridor.
"Given the unusual actions and events in the Police Directorate in relation to Jovan Vukotić, who has been legally acquitted of all charges, and against whom no proceedings are being conducted, he was forced to address several addresses in writing, in the forms provided for by law, contact the competent institutions - primarily in order to protect himself, and to prevent any possible unwanted and harmful consequences that may occur for him. Of course, to examine the work of the police, where it is necessary to work exclusively in accordance with the law, and especially to remove and clean up all irregularities, illegalities and inconveniences that can happen to anyone, not just him, as a result of such actions by the police." lawyer Lekić told "Vijesta", who filed a criminal complaint on behalf of Vukotić to the SDT and the Basic State Prosecutor's Office in Kotor.
"On that day, October 22, Jovan Vukotić was stopped by the traffic police of the Kotor Security Department, without any reason, before entering the tunnel from the Kotor side, while he was driving his vehicle. After a short conversation, and after it was undoubtedly established that there was no omission on the part of Vukotić, that patrol nevertheless informed him that, on the order of their superiors, he had to go with them to OB Kotor, in order to collect certain information. As no omission was found, Vukotić asked the police why he had to go to the police station, but they did not give him an answer. As he was correct, and as he did not receive an answer from the policemen, which is why he has to go with them to the police station, Vukotić, which is his right, demanded to receive a written summons from OB Kotor, all with the aim of determining the reason and verifying the authenticity of this patrol, because in a short period of time, she stopped him for the second time, in the same place, in an identical manner, without reason," the criminal report says.
It is added that the alleged leader of the Skaljar criminal clan did not receive an answer from the patrol, and that they did not allow him to leave the scene.
"They constantly insisted that he must not move, and that he must go with them to the station on the order of his superiors, who insisted that he appear at OB Kotor. Vukotić stood at that place with the patrol, waiting for a written summons, for almost an hour, after which, in some way, that written summons appeared from OB Kotor, in which it was stated that he was obliged to report immediately, without any other close or distant clarifications. After that, accompanied by this police patrol, he headed towards OB, where they allowed only Vukotić to enter, while his escort had to wait outside. At the police station, Vukotić did not give any explanation, nor was he asked to do anything, but simply sat and waited in the corridor", describes the lawyer.
Mujović was lurking at the entrance
While Vukotić, accompanied by the police and his private staff, was walking towards the entrance to the police station, Lekić further states, Petar Mujović was standing right in front of the main entrance, armed with a firearm and with an encrypted phone in his hand.
"Ready waiting and lurking for Jovan Vukotić to appear in order to kill him. However, as there were more people around Vukotić, both policemen and his private escort, and he was moving very quickly, he managed to enter the police station. After Vukotić entered the station, Mujović was still waiting in front and in the same place, directly in front of the main entrance. The very place where Mujović was, manifests his audacity, recklessness and persistence in committing the crime, because he was waiting for Vukotić armed and with an encrypted phone at the main entrance of the station full of policemen... through which the policemen constantly enter and exit," the report states.
It is emphasized that despite the fact that the police officers were circulating every now and then, none of them noticed the armed Mujović, nor anything suspicious, which, he claims, is extremely worrying.
The most memorable thing is when in Bar on October 2 last year, Vukotić was thrown out of his vehicle onto the street by CB Bar policemen, and his vehicle was confiscated... He was allowed to walk, even though this is a person whose life is more than threatened and who he uses that special vehicle to protect himself," the report says
"Vukotić's entourage had already done that, who noticed Mujović's encrypted phone and asked him what he was doing there, when the conflict arose. They managed to subdue him, report him and bring him to the police, who were a meter or two away. During that time, Vukotić was in the police station waiting and doing nothing, because the policemen, on whose order he had to come, did not pay attention to him, nor did they ask him for anything. The police were surprised when the escort first overpowered and then reported Mujović. Vukotić then asked the police officers what they wanted from him and what he should do, because he had been waiting a long time, to which they replied that he did not need to do anything and that he was free and could go, which surprised Vukotić, considering that stopped in front of the tunnel, where he waited for an hour to receive a written summons and thought that he had something important to do at the police station," the report says.
Who gave the orders?
It turned out, as it is emphasized, that "one of the people from the Police Directorate just wanted Vukotić to come to the police station on that day and at that time and to go the way he was going"...
All this, the lawyer states, despite the fact that he was immediately, without a single word or explanation, dismissed to go, in the same way he was brought...
"This behavior of the police is really worrying. This is not the first time that the same traffic patrol has acted on the orders of one of its superiors since Vukotić was released from the pre-trial detention center after the acquittal. The same patrol acted in an identical manner previously, they stopped Vukotić for no reason, they did not give him any explanation, but only (said) that by order of superiors they had to take him to OB, and there, as this time, they exchanged just pub stories. Vukotić waited, then was fired. Amazing, especially since the second time he came, and very possibly the first time, there was an armed man at the front door of the station. Apparently, the superiors gave such orders to subordinates to bring Vukotić to a place where his life was threatened, which is why they created conditions and removed obstacles, and acted in complicity with the intent to have Vukotić killed," the report states.
The report summarizes the behavior of the police that day, starting with stopping and holding Vukotić in an open area for an hour, which "made him an easy target", to the fact that they did not notice Mujović armed at the entrance to the station.
Lekić states that such behavior of the police indicates the existence of well-founded suspicion regarding their actions and that by opening an investigation, it is necessary to listen to the police officers who took actions towards Vukotić that day:
"And especially those on whose order he was brought to the police station, as well as all the policemen who were in the station that day, and especially those on whose order they insisted that he be brought for no reason. It turns out that Vukotić was deliberately exposed to danger, and was lured to the police station, at the entrance of which an armed person was waiting for him, who was ready to kill him, and who was not noticed by any of the policemen and who stood there calmly for a long time. This did not happen the first time, but the second time by the Kotor police, and twice before by the policemen of other OBs. It is concluded that from all of the above it follows that the authorized police officers of OB Kotor made several omissions and oversights and requested SDT to act immediately on the criminal complaint.
Who forces false confessions?
Vukotić asked the Minister of the Interior Sergej Sekulić, Acting Police Director Vesko Damjanović and the Department for Internal Control of Police Work to check the actions of the inspectors of the Sector for Combating Organized Crime and Corruption who, according to the claims of two Nikšić residents - Jovan Mrvaljević and Milo Jovanović, tried to they force a false confession from them that the alleged head of the Skaljar criminal clan ordered them to kill someone.
"On January 3 of this year, a text was published on the Vijesti portal in which Mrvaljević and Jovanović made several statements that are worrying and cast doubt on the legality of the actions of authorized police officers of the Sector for the Fight against Organized Crime and Corruption and some of their officers , because it follows that they have committed several criminal acts for which prosecution is undertaken ex officio", the request for immediate action reads.
