Madonna still in the prosecutor's office

Concert of the pop queen Madone - the icing on the cake of multimillion-dollar affairs of the Budva organized criminal group, has not yet received the prosecutor's epilogue, despite suspicions that behind the scenes of the musical spectacle on the Jaz, multimillion-dollar malfeasance is hidden.

Even after two years, the Special State Prosecutor's Office (SDT) has not moved beyond the investigation.

SDT did not respond to "Vijesti" questions regarding the case.

Madonna's performance at Jaz and her fee of around five million euros marked the beginning of a deep financial crisis that shook Budva for years.

It is suspected that the multimillion-dollar embezzlements, as in some other cases, are signed by an organized criminal group led by the fugitive today Svetozar Marovic.

There are numerous actors in the affair - from the Municipality of Budva, which he managed at the time Rajko Kuljaca, the "Budvanska Riviera" hotel group, the Tourist Organization of Budva and its company TOB CO, to Prva banka, through which millions of transactions went.

After being the leader of the Budva Democrats Mijomir Pejović disclosed the contract that utilities for the Petrovac Hotel "Cristal" of two million euros were negotiated with the Municipality through the "Budvanska Riviera" Hotel Group, all in the name of Madonna's concert, the then Supreme Prosecutor Ivica Stankovic announced in 2019 that the investigation was ongoing.

Pejović announced in December 2017 that there are serious indications that the Municipality of Budva has been deprived of two million euros of unpaid utilities by "EUROMIX TRADE", which is building the "Kristal Riviera" hotel in Petrovac with HG "Budvanska Riviera".

"Inspecting the documentation, it was irrefutably established that the debt that EUROMIX had to the Municipality magically became the debt of HG Budvanska Riviera to EUROMIX, and by the statement that in the budget for 2011, the Municipality provided 2 million euros for the company TOB Co (which in the 2011 budget does not exist) preconditions have been created for the company EUROMIX TRADE not to pay the multimillion-dollar amount to the Municipality of Budva, and for HG Budvanska Riviera to put the burden of paying for the Madonna concert on the account of the citizens of Budva".

He assessed that it was illegal and harmful to the Municipality of Budva that the harmful scenario was obviously prepared over a long period of time by means of contracts containing provisions on non-existent fictitious claims and obligations of the contracting parties.

"The confirmation of the existence of a prepared scenario, which was realized over a long period of time, is also proved by the following: Agreement on joint investment concluded on May 20.05.2011, XNUMX. year between Budva Riviera and EUROMIX TURS starts from the untrue claim that HG Budva Riviera has claims from the Municipality of Budva, so these alleged claims are assigned to EUROMIX, so that it can use the funds acquired in this way to settle its obligations on the basis of the fee for equipping the construction land according to the Municipality of Budva. In the joint investment agreement, it is clearly stated that EUROMIX TURS bears all the costs of the project development and fees for arranging the construction land - utilities. The contract also states that EUROMIX TOURS has no financial obligations towards the Budva Riviera. Due to the aforementioned illegal business, the budget of the Municipality of Budva was deprived of the amount of utilities that EUROMIX, as an investor and their obligee, was obliged to pay, and he avoided his debt by means of a statement of compensation and bookkeeping. And all that was not enough for the company EUROMIX to finish the construction of the mentioned hotel, but the citizens of Petrovac and the Municipality of Budva were left with an urban Frankenstein right on the seashore", stated Pejović, and two years later, Stanković replied that they were in the process of expert evaluation and that controlled documentation.

At that time, "EUROMIX TRADE" rejected Pejović's allegations, claiming that they had fully settled the compensation for the communal equipment of the land from real, not "fictitious" claims against HG "Budvanska Riviera", and that in accordance with the provisions of the Law on Obligations.

However, how was the money transferred to Madonna and what is the role of the First Bank of Businessmen Aca Đukanović, the president's brother Milo Đukanović, was presented to the public from documents obtained by the network of investigative journalists Organized Crime and Corruption Reporting Project (OCCRP). "Vijesti" previously published the OCCRP research according to which Prva banka paid 7,5 million dollars (5,3 million euros) for Madonna's 2008 performance in Budva. The money was allegedly paid at a time when the bank did not have enough funds to execute the orders of its clients. In the days after the payout, more than 200 orders at the request of clients who had sufficient funds in their accounts were rejected, never-before-released Central Bank documents show.

Despite the organizers' statements that citizens' money will not be used to bring Madonna, the bank was reimbursed 4,3 million euros, which it subsequently invested from the budget of the Government and companies that are majority owned by the state.

Controllers of the Central Bank wanted to investigate why First Bank paid Madonna's agent, but were denied an answer.

In the inspection report obtained by the OCCRP network, it is stated that Prva banka never presented the inspectors with a contract, or any other document that would show the purpose or motive of the bank to order the transfer of money and enter into that business.

Instead of Zagreb and Belgrade, the pop icon Madonna chose Jaz beach for her first performance in the Balkans, and 50 to 60 thousand fans and more than 400 journalists, photographers and television crews from all over the former Yugoslavia and Europe came to witness one of the most important events in the musical history of Montenegro.

Madonna stayed in the luxurious presidential suite of the hotel "Splendid" in Bečići.

She performed on a stage the size of a football stadium, accompanied by 20 dancers and a twelve-piece band. Madonna's "Sticky & Sweet" tour was among the five best-selling concert tours worldwide that year, with a total of 281,6 million dollars (200 million euros), and the Queen of Pop's fee was reportedly the highest for a performance in Budva.

Officially, the concert was organized by the Municipality of Budva, the National Tourist Organization and the Tourist Organization of Budva, with the contribution of Svetozar Marović, the former vice president of the then ruling Democratic Party of Socialists.

4,9 million was withdrawn from the account of Prva banka Madona

According to OCCRP research, just a few days before the official confirmation of Madonna's arrival, on June 2 and 3, 2008, two transactions were made in the amounts of 4,3 million dollars (2,8 million euros) and 3,2 million dollars (2,1 ,XNUMX million euros). The money was transferred from Prva Barika's account to the account of Madonna's agent.

"There is no initial document that indicates that the bank is a participant in this project," according to the report of the Central Bank of January 15, 2009.

A portion of the 66.000 tickets that were released for sale were sold at the bank's counters. The report of the Central Bank states that on this basis the bank earned 50.000 euros, or 5 percent of each ticket sold. Ticket prices ranged from 35 to 200 euros. However, at the beginning of September, the bank fell into a severe liquidity crisis. Money had to be obtained urgently. According to the report of the Central Bank, on September 15, 2008, TOB CO, whose founder is the Tourist Organization of the Municipality of Budva, and Prva Bank entered into an agreement on a short-term loan in the amount of 3,8 million euros.

Controllers of the Central Bank later concluded that the bank tried to return the invested funds in this way. The purpose of the loan was the organization of Madonna's concert. On the same day, the private company "Zavala invest" paid one million euros in the name of sponsorship. Four days later, 500.000 euros were paid to Prva banka from the state treasury account.

Two months after the concert, on December 4, 2008, TOB CO, HTP Budvanska riviera, the Tourist Organization of the Municipality of Budva and the Municipality of Budva entered into an agreement in which it was agreed that HTP Budvanska riviera would repay the debt that TOB CO had on the basis of a loan from Prva banka .

TOB CO later undertook to repay the debt to the Budva Riviera. As of February 2012, the debt has not been fully repaid. The board of directors of the Budva Riviera was chaired by Svetozar Marović...
