For more than a year, the organizers and members of the Slovenian cell of the Kavac criminal clan failed to cooperate with undercover investigators, whose task was to pretend to be buyers of large quantities of drugs or couriers, according to the documents of Slovenian investigators.
One of the agents on assignment also "worked" as a truck driver, transporting money for drugs or receiving...
This stems from the criminal complaint against 48 known and several unidentified members of that clan, for which Milan Vujotić (39) from Podgorica allegedly procured cocaine.
The leaders of the clan did not suspect them because the agents were suspicious of other members loyal to that criminal organization.
During that time, they collected evidence and discovered the clan's scheme, cocaine suppliers, buyers, who is the boss and who is the courier, where the money is hidden, where the drugs are, how they market it and to whom...
Back in August 2020, at least three secret agents were tasked with finding out who in that group is in charge of procuring and selling heroin and through which channels this drug arrives in Slovenia.
Through secret surveillance measures, the investigators discovered that at the beginning of that month, Luka Arapović, whose secret nickname is Dal, and Darko Nevzatović - Burgos talked about a supplier of cocaine, who used the nickname Notorius Big on the encrypted application "Sky".
The handover was carried out in such a way that Stojoski called secret agent 7006 into his car. "The undercover agent sat in the passenger seat, after which Stojoski made a small circle and while driving with facial expressions and eyes focused on the handbrake area, he showed him a package, which he put in his pocket," it is written in the files of the Slovenian police.
On the same day, they agreed on the purchase and sale of heroin, because Nevzatović told Arapović that he had spoken with a possible buyer from Italy, whom he called "Zabar".
Allegedly, two kilograms of heroin packed in five bags - four of 250 grams and two of half a kilogram - should have been prepared for him.
Arapović said that he does not sell heroin, but that he knows who sells it and asked Nevzatović - if "Zabar" is interested in cocaine.
"Arapović told Nevzatović that the price of a kilogram of heroin is 16.000 euros and that the money must be given before taking the drug... It follows from the findings that Luka Arapopović was talking about Mladen Samardžija, who is Arapović's supplier of heroin. As for the heroin delivered by Samardžija, Luka Arapović explained that it is pure heroin that needs to be diluted before being sold to end customers. He also suggested that he send Žabar a sample of heroin, to check if it suits him," the files say.
It is also stated that he asked Nevzatović if Žabar uses the "Sky" application and if he does, to give him his contact information in order to send him photos.
The people of Slovenia did not know that Žabar was also a secret agent.
HEROIN SUPPLIER ON VACATION
Four days later - on August 10, they talked again, but Arapovic then said that he didn't have any heroin so far, because his supplier was on vacation.
"He told him that he had cocaine of excellent quality, and as a confirmation that he could also get heroin, he sent him photos of two different types of the drug and an explanation that one type was 16.000 euros per kilogram, and the other 16.500 euros.
He also told him that a kilogram of that drug costs 18.000 euros in Slovenia, but since he knows the supplier (Samardžija) personally, the price is lower for him.
He also suggested that he pick up the sample in Ljubljana in a couple of days, because the courier can easily bring it.
Nevzatović agreed with that, and then Arapović told him that he did not know who the person (Ivica Stojoski) was who would bring the sample, because it was not his, but the supplier's courier," the report says.
Already on August 13, a courier who had the role of a truck driver in the group, and otherwise a secret agent, marked in the files as "7006", on the order of Nevzatović, waited for Stojoski and took the sample from him.
At that time, he also had the task of the clan - to report in which car Samardžija's courier arrived, which he did.
"Undercover surveillance established that around 15.11:18 p.m. Ivica Stojoski drove a black Ford S-max, LJ7006-UBV, to the agreed place of handover... The handover was carried out in such a way that Stojoski invited undercover agent XNUMX to his car . "The undercover agent sat in the passenger seat, after which Stojoski made a small circle and while driving, with facial expressions and eyes focused on the handbrake area, he showed him a package, which he put in his pocket," the documents say.
The investigators determined that it was high-purity heroin and found the prints of four men on the package.
The undercover agent, who played the role of a buyer from Italy, complained about the quality of the heroin, so he was given the chance to try a new one in order to continue selling. Clan members then agreed that the code for heroin would be 'burek' and that it would be ordered that way. The police found Samardžija's prints on the heroin that the undercover agents were buying, as well as several other people"...
Two days later, Žabar informed Nevzatović that the quality was excellent and made an order, which is why Arapović asked for 5.000 euros as a guarantee.
Also in his team was a secret agent, marked in the files as "7003", who drove him to a meeting with Nevzatović on August 20, and a day later Arapović suspected the courier who took the sample from Stojoski, but he got away with it.
"Arapović expressed doubt about the driver of the truck who took the sample, secret agent 7006, saying that it is not the same driver who previously drove that freighter, and whom he knows, Slađan Karimović - Fisherman, who took cocaine from Radenko Vučenović - About 222. He asked to be photographed and to send him a photo, which he did not do, which is why Arapović asked Nevzatović for an explanation, which he accepted," the documents say.

At the end of August, it is stated, Arapović informed Nevzatović via the Sky application that the searches had begun and that they should wait with the work for a while, telling him to check whether someone had installed GPS in the drug transport vehicles.
The inspectors explain in the report that the reason for concern was the information that Arapović received from the lawyer Aleš Župančić, nicknamed Bazenar, but that he did not have accurate information.
However, in mid-September, he began to inquire again whether Žabar still wanted heroin, asking to meet with him in person.
Nevzatović arranged a meeting on September 30 in Milan - on that day, Žabar, otherwise a secret agent identified in the files as "7007", was waiting for them there.
The police, with the help of their agents and secret escort, recorded the complete handover of the heroin, which was arranged for a few days later.
On that day, heroin was brought by Dejan Pejoski, and secret agent 7006 previously handed over the money to Arapović, because he asked to take his share of the earnings, and to give Samardžija 32.000 euros.
He explained to Nevzatović that, if the supplier sees how much the drug was sold to Žabar, he will raise the purchase price.

The members of the clan then agreed that the code for heroin should be "burek" and that it should be ordered that way.
The police found the prints of Samardžija and several other people on the heroin that the undercover agents were buying.
In mid-May, the Slovenian police broke up the local cell of the Kavačka clan, which they suspect of smuggling at least 790 kilograms of cocaine.
