The Department for Internal Control of Police Work submitted files on the actions of police officers to the Basic State Prosecutor's Office Jovan Grujičić, Marko Boljević i to Benjamin Mugosha, they explained from the Police Administration (UP), stressing that the management of that institution has and will have zero tolerance towards all cases of abuse.
However, they explained that in that case the conditions were not met for the police officers, in relation to whom measures and actions are taken in the reconnaissance, to be temporarily removed from work.
They announced themselves after the director of the NGO Action for Human Rights (HRA) Tea Gorjanc Prelevic a few days ago, she presented the report of foreign experts who determined the torture of those people from Podgorica and invited the director of UP Zoran Brđanin to suspend the officials who participated in it.
Grujičić and Mugoša reported that police officers from the Podgorica Security Center are investigating the bomb attacks on the former "Grand" bar and the house of a police official. Duško Golubović forced confessions from them by beatings, abuse and torture.
The same was reported by Boljević, who was heard as a witness in that investigation.
"Keeping in mind that respect for basic human rights is a fundamental postulate and an indicator of the democratic capacity of the institutions of the system, we especially emphasize that there will be no tolerance for their violation by police officers, and that in all situations where there is any doubt, in violation of the same, act professionally and without exception, which will be formalized through the initiation of appropriate procedures to determine their responsibility. Please note that in this particular case, the activities related to the control of the legality of the performance of police work, especially with respect to the respect and protection of human rights during the execution of police tasks and the application of police powers, were carried out by officers of the Department for Internal Control of the Ministry of Internal Affairs, who are the case files for the purpose determination of further facts important for making a final decision were forwarded to the Basic State Prosecutor's Office in Podgorica", the UP announced.

From that institution, they pointed out that the UP, in accordance with its competences, as well as possible requests from the prosecution aimed at determining the factual situation and undertaking further procedural measures and actions, will act in the manner defined by the regulations governing the conduct of the police.
"In the part that refers to the employment legal status of the officer and the question of temporary removal from work, we point out that the provisions of positive legal regulations define that a police officer will be temporarily removed from work, among other things, for the duration of detention, as well as in the case when it is against him initiated criminal proceedings due to a criminal offense with elements of corruption or a criminal offense committed at work or in connection with work, until the end of the criminal proceedings. Bearing in mind the provisions of Article 19 a of the Code of Criminal Procedure, which regulate the issue of initiating criminal proceedings, we point out that in this particular case, according to the stated basis, the conditions for the police officers in relation to whom measures and actions are being taken in the investigation have not been met removed from work", claim from UP.
In the press release, they emphasize, expressing a clear determination to determine in each individual case all the legally relevant facts necessary for making a legal decision, that all provisions of positive legal regulations will be applied:
"Both the provisions relating to the taking of measures and actions in the event of meeting the conditions for temporary removal, as well as the provisions relating to the consequences for labor legal status if in the conducted court proceedings the responsibility of any police officer for violating basic human rights is established and freedom. In communication with the Basic State Prosecutor's Office in Podgorica, we were informed that prosecutorial measures are being taken against 13 police officers before this prosecutor's office. A certain number of officials were questioned before this prosecutor's office and the investigation is ongoing," they said.
