From the Ukrainian prison, Stefan Đukić, Emil Tuzović and another person unknown for now formed a criminal group whose task was to kill the chief special prosecutor Milivoj Katnić, his associate Saša Čađenović, policemen Zoran Lazović, Petr Lazović and Ivan Đoković, as well as to beat High Court Judge Biljana Uskoković.
This was announced today at the press conference by the special prosecutor Miroslav Turković, explaining that the Special State Prosecutor's Office in cooperation with the police foiled the plan of that criminal group.
At a joint media conference of the SDT and the Police Administration (UP), Turković said that in addition to the liquidation of the holders of judicial office, the members of that criminal organization planned to "arrest" and kill three citizens:
"In order to intimidate witnesses in proceedings against members of that criminal group".
Special Prosecutor Turković explained that while working on the case, they found evidence that on Đukić's order, one of the members of that crime group, Zoran Perović, contacted the then General Secretary of the Government, Božo Milonjić, on December 9 of last year - in order to influence what faster dissolution of SDT.
"The intention of the criminal organization was to act so that its members are freed from any criminal responsibility before the courts of Montenegro through illegal influence on the executive power, and through the previous dismissal of the prosecutors who accuse and prosecute them for criminal acts," said special prosecutor Turković.
He explained that the members of this criminal organization used the SKY application in carrying out their activities, which was used for covert communication between them, and which, as he pointed out, was extremely important for the functioning of that criminal organization.
"It turned out that by intercepting those communications, the competent state authorities obtained appropriate evidence that points to a well-founded suspicion that the criminal acts in question were committed," said Turković.
In order to exonerate Đukić and Tuzović from responsibility for the criminal acts they committed, whose proceedings are ongoing before the competent judicial authorities in Montenegro, first "the activities of the criminal organization were aimed at taking actions aimed at bribing prominent state officials".
"And exerting illegal influence on prominent state officials in order to speed up the dismissal of special prosecutors and the process of disbanding the Special State Prosecutor's Office as the only body competent to prosecute these criminal acts, which these persons saw as one of the main obstacles to their release in these actions," said Turković.
He said that in order to achieve the set goal, which is the acquittal of the organizers of the criminal organization in the proceedings for the acts they had previously committed on the territory of Montenegro, they also planned to attack the representatives of the judicial authorities, i.e. the judge who acted in the case against these persons .
"The goal was to make it impossible for the judge to act in that case by attacking the judge and to make it possible for the case to be assigned to another judge who, according to the expectations of the criminal organization, would make a more favorable decision for them. In addition, the criminal organization's plan included a series of activities aimed at depriving a certain number of citizens of their freedoms. It is about three citizens, whose lives he planned in separate actions, and whose identity we know," said Turković.
He pointed out that the evidence points to the existence of a well-founded suspicion that the deprivation of life of some of these citizens was aimed at intimidating the persons who appear as witnesses in these cases against the organizers of that criminal organization in Montenegro for criminal offenses which were made on the territory of Montenegro. "For this purpose, the organizer, the defendant Đ.S, provided a million euros just for the case against him, which, according to the state of affairs, should be given to the holders of executive power - judges and prosecutors who would take over the case, and after the dismissal of the prosecutor who accused them of the most serious criminal acts, and precisely in that part, bearing in mind the acquaintances that arise from the communications of the organizer Đ.S, it is clearly observed that this suspect as well as the members of his criminal organization exert influence on the political elite in Montenegro, and what characterizes it is the existence of a criminal offense from Article 401a of the Criminal Code of Montenegro".
The special prosecutor said that the members of that criminal group tried to get in touch with the former Secretary General of the Government, Božo Milonjić, in order to speed up the dissolution of the SDT from the position he held at the time.
He also read the messages that the members of that group exchanged, among which was "that Čađenović should be squeezed" because "he is not crazy to hold a grudge when he knows that he is leaving and will be left without support".
He also said that Đukić encouraged the members of that criminal group to kill Katnić and Čađenović via encrypted messages.
"He (Čađenović) and the chief special prosecutor and all the police officers should be kicked," one of the messages reads.
Turković said that Đukić also said that Katnić and Čađenović were "finished as soon as they were replaced", and that they would kill Čađenović and "kill him".
It was Đukić, Turković said, who demanded that Judge Uskoković be "sent to recovery", that is, that her legs and arms be broken.
Photographs were shown showing that they followed the chief special prosecutor (GST) Milivoj Katnić, and that they also followed his public appearances.
Originally, they planned to kill him in the town of Busovnik, and then in Daljma, as far as they would come from Ber, over the hill.
"Because they determined that there are no cameras at those locations," said Turković.
He also said that the organizers at Stari Aerodrom found an apartment where they would stay before and after the murder of Katnić, but also that explosives were prepared for Čađenović.
He explained that they planned to kill that special prosecutor when he leaves the building where he lives.
Chief Special Prosecutor Milivoje Katnić also explained that he, Special Prosecutor Saša Čađenović and former Assistant Police Director Zoran Lazović should have been killed in February.
Katnić also said that the criminal complaint submitted by Prime Minister Zdravko Krivokapić against the former director of the Police Administration, Veselin Veljović, has been delivered to the Basic State Prosecutor's Office, because the criminal offense for which he was reported falls under their jurisdiction.

Čađenović said that Jovan Vukotić from Kotor, according to the data collected so far, is reasonably suspected of being the organizer of a criminal group against whom an indictment has already been filed for planning the murder of Belgraders Veljko Belivuk and Marko Miljković.
He is also accused of inciting members of that criminal group to kill Radoj Zvicer and Slobodan Kašćelan at the end of last year.
Čađenović explained that Jovan Vukotić and the other organizer, Janko Vukadinović, shared roles, i.e., that one was in charge of procuring flats, weapons... and the other was in charge of recruiting members, finding direct executors...
He also said that they had special groups that were in charge of making explosives, training, finding shelters, tracking targets...
The special prosecutor said that in the second case they found evidence that Belivuk and Miljković killed Damir Hodžić and Adis Spahić.
