The Special State Prosecutor's Office (SDT) is investigating why the Municipality of Budva from Marko Ljubiša called Kan bought two plots of land on Crvena glavica, but also whether too much money was given from the local treasury for that plot, which is located opposite the city-hotel Sveti Stefan.
According to the SDT's order, the inspectors of the Special Police Department (SPO) seized the complete documentation about that job, it was announced to Vijesti.
The interlocutor of the newspaper, involved in the investigation, said that the prosecutors were alarmed when they found that the Municipality of Ljubiši was paying 300 euros per square meter.
He explained that the inspectors are also investigating whether and why this man from Budva had a preventive measure with the local government, or more precisely why his plot was bought among the first.
"In the end, the experts will give their verdict on whether Ljubiša received about 172.000 euros for the plot legally or because of certain privileges," said the interlocutor.
The plot that was purchased from Ljubiša by the local Investment Plan was intended for purchase.
The man from Budva, after reviewing that municipal document, offered them his land of around 600 square meters.
The investigation into that business was launched a month ago, when the head of the SPO Dragan Radonjic asked the Secretariat for Property Protection of the Municipality of Budva to provide him with two decisions on expropriation of land, made in the past six months, which refer to the expropriation of plots of 270 and 300 square meters on the route of the future road.
The investment plan for 2020 and the current year envisages the construction of a road, but the expropriation of land on that route.
Ljubiša, whose family is originally from Sveti Stefan, where they have plots of land, submitted a request for exemption, which the Municipality accepted.
SPO inspectors, as the News was told, also came to the Municipality of Budva in order to obtain information from the Secretariat for Investments on whether Ljubiša had an advantage over other owners of plots located on the route of the road.

According to police records, this Budva resident was in close relations with the alleged leader of the Zemun criminal clan. Luka Bojović. He was also on friendly terms with several Budvans liquidated in the war of the Kavački and Škaljar clans.
In Budva, he is recognized as a person who has been politically against the regime of the Democratic Party of Socialists for years. It supports the current municipal government.
Although there are no criminal proceedings against him in Montenegro, Ljubiša has been under police surveillance for years.
This man from Budva has been the target of attacks several times in the past decade, and only in the past two years it was announced that his liquidation was prevented twice.
At the end of July, the Special State Prosecutor's Office (SDT) filed an indictment against Serbian citizens for preparing the murder of Khan. Lazar Ilic, Strahinje Savić i Nenad Milekovića, Beranca Grge Milićević and from Cetinje Miloš Klečak.
Savić and Ilić were arrested at the beginning of the year in Budva, and the special prosecutors and the police then announced that they prevented the liquidation of Ljubiša with that arrest.
After the inspectors handcuffed Savić and opened his encrypted phone, he, it was said unofficially, admitted that he came to Montenegro on the night between January 19 and 20, with the task of following a person whose murder was planned.
Ilić, whom the Serbian authorities suspect of murder Aleksandar Sarac in October 2020 in Belgrade, he allegedly had the task of firing shots in Ljubiš as well.

In April of this year, a Serbian citizen was arrested in Belgrade Jovan Mirkovic (38), whom the Montenegrin authorities suspect of having planned the liquidation of Ljubiša and Slovinić with several people.
