There is no theoretical chance that an expert can now determine the real cause of the fire at the house of the injured Bjelopolje Dragan Madžgalj in 2014, due to an oversight during the investigation.
That's what the fire expert said Radovan Popovic, at the expert trial Milutin Ostojić (76) from Podgorica, who is responsible for the criminal offense - abuse of official position, in conjunction with the criminal offense - giving a false statement.
According to the indictment, on three occasions during 2017, acting in a civil case of the Basic Court in Bijelo Polje, in the capacity of an expert in the field of electrical engineering, he deliberately abused his official position, which made it impossible for Madžgalj to exercise his right to compensation for damages in the amount of of 50 thousand euros.
Ostojić in his report, which he gave in the proceedings of the lawsuit against Elektroprivreda against Elektroprivreda for compensation of damages, stated that the fire started from the room to the left of the entrance, which, as it was established after the photos presented yesterday (except from the recording of Television Vijesti), did not have any traces of fire. .
Elektrodistribucija Crne Gore AD Nikšić was found to be responsible for that short circuit.
Although for him the photographs, as well as witness statements, are not relevant indicators of the cause of the fire, but only material traces on the spot, expert witness Popović said that "if the fire had started from there, there would have to be some material traces, which there are not".
"During the investigation, the remains of electrical installations, fuse cartridges on the switchboard, electrical consumers in the house, rooms, and other parts of the building were not properly or completely inspected. No one analyzed the fuse inserts, they were removed from the switchboard without anyone looking at them, because if they had looked at them, they could have obtained data on whether there was a fire on any of the consumers," Popović said.
Radovic did not rule out the possibility that the fire started on the console on the roof, but he claimed that he could not say that with certainty.
He explained that the connection of the conductors on the console, which was not done properly but by improvisation, is not absolute proof that it was the possible cause of the fire.
Neighbors of the injured Madžgalj, Vlatko Medenica, Miodrag Golubović i Mišo Bulatović, who were among the first to arrive at the scene, said that they saw a fire on the roof around the console, on the upper side of the house, and that there was no fire on the lower side of the house, in the room on the left, near the entrance.
As they pointed out, they remember it well, because everyone ran into that room because they suspected that Dragan's grandchildren were there.
According to the indictment, Ostojić used a false report to help Elektroprivreda avoid paying damages for which it is responsible.
