On the order of the Basic State Prosecutor's Office, several officers of the Police Administration were arrested last night, on suspicion of abusing their official position by lifting the ban on entry into Montenegro of members of a criminal group, Belgraders Veljko Belivuk and Marko Miljković at the end of last year.
According to information from Vijesta, the arrest warrant was issued by the basic state prosecutor Vukas Radonjić, and based on the criminal report of the state secretary in the Ministry of Internal Affairs (MUP) Rado Milošević.
State Secretary in the Ministry of Internal Affairs (MUP) Milosevic works filed a criminal complaint against the border police officer YES due to the suspicion that she abused her official position by lifting the ban on entry into Montenegro for members of the criminal group - Belgraders Great Belivuk i Marko Miljković.
Milošević confirmed to "Vijesta" that he has filed a criminal complaint and, as he says, he expects the investigation to show who ordered the official to illegally lift the ban on Belivuk.
"This case is proof of the connection between organized criminal groups and the former police management, who did everything to cover this up and hide behind collective responsibility," said Milošević.
He stated in the report that on December 28, 2020, the employee, by exceeding the limits of official authority, obtained another benefit, by accessing the information and communication system from the official computer and in it, without a legal basis, deactivated the appropriate decision of the MUP ban on entry to Montenegro for Miljković and Belivuk.
"The State Secretary in the Ministry of Internal Affairs for the control of police work was informed by the Service for Information and Communication Technologies and Information Security and Technical Supervision Systems, by acts dated 04 and 10, that SI employee accessed the information and communication system on June 2021, 08 and March 10, 2021, when the entry ban measure for Veljko Belivuk and Marko Miljković was active, so that on December 04, 06, in 2018:07:03 and 2018:28:12 hours, she accessed the system again and since then the measure has been deactivated," the report says.
Belivuk and Miljković were banned from entering Montenegro for reasons of national and internal security.
The report states that the suspect thus enabled them to enter Montenegro unhindered, where, after entering, they committed several criminal acts for which criminal proceedings are being conducted against them in the Special State Prosecutor's Office (SST).
In doing so, it is alleged, she abused her official position.
In the explanation of the report, Milošević states that on October 11, 2021, the head of the Directorate for Foreigners, Migration and Readmission in the Ministry of Internal Affairs informed him that Belivuk and Miljković did not file an appeal against the decision of the Police Administration that prohibited them from entering Montenegro and that they did not they have the required information that there is documentation on the lifting of the ban.
For this reason, it is stated in the application, "there are grounds for suspicion that the applicant, on her own initiative or at someone's behest", enabled those persons to enter Montenegro by abusing her official position.
The special state prosecution of Belivuk and Miljković, as well as They will not fear Janković, Ratko Živković and several more as yet unidentified members of the Kavac criminal clan, suspected of murdering members of the Škaljar clan Damir Hodžić and his son-in-law Adis Spahić.
Chief Special Prosecutor Milivoje Katnic he said in August that the collegium of the MUP made a decision in January to lift the ban on Belivuk, known as Velja Nevolja, and Miljković from entering Montenegro, and that they are constantly being monitored.
The MUP responded to that statement, saying that the MUP Collegium did not make that decision, as well as that the ban was lifted on December 28, 2020, and that only the collegium or the former management of the Police Administration could have done it.
After that, the SDT announced that Katnić made a mistake, and that the decision to lift the ban on entry into Montenegro for Belivuk and Miljković was made by the former management of the Police Directorate.
Katnić said on TV Vijesti's show "Nachisto" on October 8 that Belivuk entered Montenegro at the request of his colleagues of the highest rank from the police from Serbia "to be followed, as he and one other person were followed", this was decided by the management of the police.
When asked if he considered it the right decision, he answered: "Absolutely".
Milošević said that in that case there are obstructions and that he has no confidence in SDT.
"Even if it is true that Belivuk entered Montenegro at the request of Serbia, the neighboring country cannot ask us for something that is illegal," Milošević said.
Belivuk's group was accused of several brutal murders in Serbia as well.

State Prosecutor Vukas Radonjić informed the Police Directorate yesterday that he has filed a case against the MUP official, "Vijesti" has learned.
According to the same allegations, he demanded from the officials of that institution to immediately collect information from SI in their capacity as a citizen on the circumstances of the criminal complaint, as well as to temporarily confiscate her mobile phone, as well as the official computer, which, as it follows from the complaint, she used for the commission of a criminal act.
According to "Vijesti" information, the prosecutor demanded that the Police Directorate inform him immediately about the actions taken, in order to continue to act in the case in accordance with the Criminal Procedure Act.
