From different e-mail addresses, registered on the domain outlookpro.net, yesterday morning after 8 o'clock, threatening messages with the same content arrived at the addresses of the Government, the Ministry of Interior, the Capital City under the label "IMPORTANT", in which it is written that behind the warning, allegedly , says the Russian organization "Men's State", which is led by the extremist Vladislav Pozdnyakov.

The message contained demands - a change of government in Montenegro and the leadership of the National Security Agency (ANB), followed by a warning if the demands are not met: "We will blow up schools"...

The State Secretary in the Ministry of the Interior, Zoran Miljanić, claims that the police, the Ministry of Internal Affairs and the Prosecutor's Office are doing everything necessary to protect the lives of citizens, but also to find out who is behind the series of threatening calls, text messages and emails, and who has the motive to cause instability and panic in the country...

"Threats by e-mail caused insecurity among citizens, but at this moment we cannot know exactly what type of security threat it is. But it is completely evident that they are trying to cause panic and insecurity among citizens, riots," Miljanić told "Vijesti".

The State Secretary of the Ministry of Internal Affairs revealed the suspicions of the police that the case of a false bomb report in the Budva shopping center "TQ Plaža" from Monday evening and yesterday's emails arrived at the addresses of Montenegrin institutions - they match.

"We believe that the same person or organization is behind the e-mails and the case of the bomb report in Budva," said Miljanić.

He said that at this moment he cannot talk about the nature and motives of the threats sent by e-mails, calls and text messages.

"We don't know if the organization 'Men's Strength' is behind everything, it says so in the content of the emails, but at this moment we cannot know if it is them or someone else," said Miljanić.

Servers abroad

The Police Department announced that the messages were sent via e-mail, that is, domains whose servers are located abroad.

"Through international cooperation, activities are being undertaken to identify the person or persons who sent the threatening messages," reads the UP announcement.

Miljanić assessed that the war in Ukraine can also affect such phenomena.

"Montenegro cannot be an isolated island in relation to events in the world," Miljanić believes.

He emphasized that citizens should trust the security services..."There are certain procedures that must be followed in such cases - the scene is secured, evacuation is carried out, and then the control of the Anti-Sabotage Group. We should believe in our security services that we will comply with all procedures and that everything that can be done in cooperation with the prosecutor's office will be done to find these perpetrators. However, it is not easy because it is simply either phone numbers from the region or IP addresses from abroad. It takes a lot of time for checks to determine the sender, if it can be found at all, because today the equipment in the cyber world is so sophisticated that it is almost impossible," said Miljanić. The police announced that its officers are intensively taking measures and actions in relation to messages sent by e-mail to the addresses of several institutions and institutions in Montenegro, which were conditionally threatened with the activation of explosive devices in schools.

"The competent prosecutor's offices have been notified, and police-prosecutor activities are being carried out in order to determine the circumstances of the threats sent, primarily for the purpose of eliminating possible immediate and serious danger to people and property, but also for the purpose of detecting and elucidating criminal acts in relation to the messages, including criminal the crime of false reporting," the police said.

They will visit schools

Due to fear of threats sent by e-mail and call, the police evacuated the students and employees from the "Marko Miljanov" Elementary School in Bijelo Polje after 10 a.m., and then the Anti-Subversive Inspection team of the police inspected the building and determined that it was a false report.

The mother, who lives near the Bjelopolje school, told "Vijesta" that she got upset when she saw the police, firemen and emergency vehicles parked in front of the school.

"Fear for the children, panic, until the evacuation was completed," she said.

Due to the fear of threats, school leaders, in agreement with the advice of parents, interrupted classes or informed families that afternoon shifts will not even be in many educational institutions in Montenegro.

The Ministry of Education, Science, Culture and Sports told "Vijesta" that they ordered schools to act according to the recommendations of the Ministry of Interior, whose officials contacted the administrations of numerous educational institutions...

Due to a series of threatening emails, the police and the MUP held a meeting where it was agreed that UP officials would visit schools in the territory of Montenegro and give instructions for handling such cases.

"Contact persons have been designated, who will be available 24 hours a day for the contact of these institutions with the police, for the purpose of preventive action, prevention of criminal acts, but also panic," the police announced.

Knežević and Bošković: Scam in the security sector

President of the Security and Defense Committee, Milan Knežević, announced that due to reports of bombs in Montenegrin cities, a session of that parliamentary body should be scheduled urgently.

"The general disarray and silence in the security sector oblige me to urgently schedule a session of the Security Committee, in connection with reports of bombs placed in Montenegrin cities. Whoever is behind this must be arrested and prosecuted," Knežević wrote on Twitter.

DPS Presidency member and MP Predrag Bošković announced that "current events are the result of chaos in the security sector, and that the dominant responsibility rests with ANB and director Dejan Vukšić".

"Everything that is happening these days, regarding the threats of the Russian terrorist Podznjakov and his terrorist organization "Men's State", is a consequence of the total disarray in which the security sector is located, with a special emphasis on the National Security Agency and Dejan Vukšić. We have been warning for a long time that the security services have been drilled, exposed to the influence of third parties, and that the ANB has been put in the position of realizing the interests of the "Serbian world". The events of these days are a direct consequence of such a state of affairs, for which Vukšić himself is mainly to blame," said Bošković.

The Socialist People's Party expressed concern about the events and called on the competent institutions to do everything in order to find and prosecute those who alarmed the Montenegrin public.

"It is unbelievable and shocking that situations occur in which our children and their families are threatened in this way. Children are the most sacred and valuable thing we have, and we must not allow any events of an internal or international nature to pass over their backs," the SNP stated.

Shock, outrage, disbelief

"We are shocked, outraged and in disbelief that situations are happening in the country in which children and families are threatened in the way it was done today," said the Parents Association.

They demanded the maximum efforts of the competent authorities in the investigation and that the perpetrators be punished the most severely.

"There is no parent in Montenegro today who remained indifferent to this information and did not worry about the safety of their child. Games like this must not be played and that must be clear to everyone. We appeal to the authorities to contact parents in such situations in a timely manner, that is, in a short period of time, because misinformation and panic should not be allowed to spread further out of fear for the safety of their youngest".

"Everything was done to minimize the children's discomfort"

The Ministry of Education, Science, Culture and Sports took all the necessary steps, within its jurisdiction, in order to minimize the discomfort of children and the concerns of parents.

They announced this after "unpleasant events related to false reports about explosive devices placed in some of our schools". "Immediately after learning that messages with threatening content appeared, we contacted police officials, as well as the directors of educational institutions, instructing them to cooperate with the officers of the Police Administration and follow their suggestions"

They announced that after yesterday's events, they can proudly point out that the educational system in that organizational part showed great flexibility and efficiency, and the pedagogical leaders showed a high degree of responsibility, professionalism and concern for the safety of all our children.

"School principals and teachers, taking care not to create panic and fear among the children, stopped regular classes and sent the children home where the police officers judged it necessary. In other institutions, following the instructions of the police, classes were not interrupted, but all recommended measures related to the safety of children were taken."

The Ministry said that they are also grateful to the students' parents, because of the way they accepted the sudden situation.

"We are aware that their fear was great, that they were more than worried and upset, but also that they showed that they trust the people who teach and educate their children. With their behavior, they contributed to reducing the panic among the students to a minimum, to not disrupt the school order and pedagogically stimulating atmosphere".
