Junior returned to the secret service by agreement

Petr Lazović was transferred from the secret to the public police by the former directors of those two services - Dejan Peruničić and Veselin Veljović, not long after his father Zoran Lazović was appointed assistant director of UP.

Europol has been sending evidence since July

Europol submitted the first part of the evidence to the Special State Prosecutor's Office in July 2021, and on October 18, a new mail arrived from the European Union's law enforcement agency.

All of these documents contain transcripts of conversations with the Sky application that members of Montenegrin organized crime groups had with each other, as well as photos they exchanged and voicemail correspondence.

"Vijesti" announced in August 2021 that Montenegrin investigators received more than a million messages from a partner service from the European Union that were exchanged by local criminals through the encrypted Sky application.

At that time, it was also announced that the inspectors were combing the messages exchanged by members of organized criminal groups and persons associated with them, including those with police badges.

"The focus is on corrupt police officers who cooperated with them, and that part is a priority. The fact is that the encrypted Sky application was used not only by criminals, but also by some former high officials of the public and secret police. One of them used the nickname Cardinal, and the other Komita. And their messages are combed, as well as their connections with the top of the organized crime group 'Kavači'. That investigation is being conducted by order of the Bureau for Operational Coordination, which asked to determine their possible participation in the protection of that organized criminal group and their dirty business," said an interlocutor from the security sector to "Vijesta" at the time.

Since then, "Vijesti" has asked at almost all SDT and UP conferences whether it has been established who Cardinal, Komita and Junior are, but also who had lunch with the top of the Kavački clan at Grahova. Concrete answers were never received.

Petar Lazović's expensive four-wheelers

The Network for the Affirmation of the Non-Governmental Sector (MANS) published documentation showing that Petar Lazović, son of Zoran Lazović, as a nineteen-year-old, bought a Mitsubishi car worth 2009 euros in 40.000.

In the text of the Law on Confirmation of the Agreement on Operational and Strategic Cooperation between Montenegro and the European Police Office, it is prescribed who are the competent authorities for cooperation and the national contact point.

"For the national contact point, which will be the central contact point between Europol and other competent authorities of Montenegro, the Department for International Police Cooperation, the Police Directorate, the Ministry of Internal Affairs is hereby designated," the text of the Law reads.

In that document, it is written that the exchange of information between Europol and Montenegro defined by the Agreement takes place between Europol and the national contact point, but that this does not prevent the direct exchange of information between Europol and competent authorities.

Competent authorities are state authorities in Montenegro responsible under national legislation for preventing and combating criminal offenses - Police Administration, Ministry of Internal Affairs, State Prosecutor's Office and former administrations - customs, for prevention of money laundering and terrorist financing and tax.

Abazović knows who's who on the Sky app

Special Prosecutor Saša Čađenović made the decision that there is no evidence that Petar Lazović committed a criminal offense exactly six months after Europol delivered the transcripts to them, and only four days before the election of the new Prosecutor's Council.

Former Chief Special Prosecutor Milivoje Katnić told "Vijesti" two days ago that the Special State Prosecutor's Office, and not Čađenović, dismissed the criminal complaint.

"I controlled it and found that there was no reason to initiate criminal proceedings against Petar Lazović, because he acted in accordance with the law and the powers he had and informed his superiors in a timely manner of all actions, which contributed to the detection of perpetrators of serious crimes," said Katnić. .

He added that they never arrest their own agents: "At least they haven't until now."
