New Chief Special Prosecutor Vladimir Novović he will have to wait for the help of three prosecutors, because the Prosecutorial Council must complete a series of procedural steps, but also finish filling the shortage of prosecutors in the Higher State Prosecutor's Office so that they can allow new forces to be sent to the head of the Special State Prosecutor's Office.
On April 26, Novović addressed the Prosecutor's Council with a request to assign a senior state prosecutor to him for a period of two years. Tanja Čolan Deretic, prosecutor from ODT Podgorica Vukas Radonjić and a candidate for prosecutor Jovan Vukotić in order to help him in the next two years in his work on backlogged, as well as new cases in that prosecutor's office.
The problem regarding the referral of prosecutors arose due to the GST's desire to have prosecutor Čolan Deretić in its team, but since there are now only six prosecutors in the Higher State Prosecutor's Office in Podgorica, and according to the Act on the Internal Systematization of Jobs there should be as many as 16. this is not possible at the moment until the elections for two competitions for the admission of four new prosecutors to the VDT Podgorica are completed.
The advertisement for the recruitment of one prosecutor in the Higher State Prosecutor's Office in Podgorica was announced on June 22, 2021, while a new competition for the selection of three prosecutors in the VDT Podgorica, which was announced by the acting VDT Maja Jovanovic, published on March 14 this year in the Official Gazette.
Due to the lack of prosecutors in the Higher State Prosecutor's Office in Podgorica, which already has numerous difficulties in its work due to the fact that it has been working for a long time with a third of its capacity, the TS could not immediately comply with the wishes of the GST, so Čolan Deretić, Radonjić and the future prosecutor Jovan Vukotić will temporarily fill out the SDT only when those elections are over.
Prosecutors are awaiting evaluations
The fact that the GST, in addition to opening numerous investigations in cases and forming new ones, will not soon have new prosecutors available is also clear due to the fact that the new Prosecutorial Council has its hands full and cannot yet schedule interviews for the candidates who have applied. to public advertisements for the Higher State Prosecutor's Office in Podgorica, because many of them do not have grades.
Candidates who want to advance in the prosecutor's organization and move to the Podgorica Prosecutor's Office are mostly prosecutors from the Podgorica Prosecutor's Office: Ana Kalezic, Andrijana Nastić, Maja Knezevic, Snežana Sišević, Jelena Protic, Vukas Radonjic, Romina Vlahovic i Denis Zvrko.
Prosecutors from the Bar also applied to the ads Radmila Gačević i Irena Burić, the wife of the former acting VDT Drazen Burić, which in 2019 transferred internally to ODT Podgorica.
It was announced to the "News" that a new Evaluation Council of the TS has been formed, new framework criteria for evaluations of prosecutors have been adopted, but it is expected that soon the TS will also appoint a Commission for evaluating the work of prosecutors so that they can evaluate the candidates registered for the current competitions.
When the assessment procedure is completed, the TS will be able to schedule interviews and select new prosecutors, and only then approve the referral of Čolan Deretić, Radonjić and Vukotić to the SDT.
"GST's wish will be complied with, but all this must be finished so that we can give a positive approval to his request," was told to "Vijesti" unofficially in TS.

Boricic or Milanovic?
The Prosecutor's Council will finally conduct interviews with the two candidates at the session next Thursday Nikola Boricic i Duško Milanović, who applied to the competition for the head of the Basic State Prosecutor's Office in Podgorica last year.
At the competition of the former TS, on January 30, 2021, for the position of head of ODT Podgorica, applications were submitted by Boričić and Milanović, but the election of the head of ODT Podgorica did not take place because the prosecutor from Podgorica, Nikola Boričić, was undergoing treatment for the coronavirus for a long time. therefore, he could not respond to the interview until June 11, 2021, after which the Law on Amendments to the Law on the State Prosecutor's Office entered into force, which stipulates that all initiated selection procedures in the prosecutor's organization must be stopped.
After that, on June 22, 2021, the convocation of the TS announced a new vacancy for the head of the Podgorica ODT, and the applications were again submitted by Boričić and Milanović, who in the photo finish, before the legal changes, got the position of head of the Cetinje ODT -a.
The former TS scheduled a new interview according to the 7/21 advertisement on August 5 last year, but the session was not held due to lack of quorum, and on the same day the then President of the Parliament of Montenegro Aleksa Becic announced the composition of the new, truncated Prosecutorial Council, which, due to numerous political entanglements within the then parliamentary majority, did not function until January 23, 2022.
They want to stop Radonjić's transfer to SDT
"Vijesti" sources claim that there are currents within the prosecution organization that would like to stop the transfer of prosecutor Vukas Radonjić, whom GST wants to see in the team of the Special State Prosecutor's Office.
Insiders claim that internal signals were sent to TS not to allow Radonjic to transfer to the SDT, citing the reasons that he does not have 10 years of prosecutorial experience to be able to legally transfer to that prosecutor's office.
It was clarified to "Vijesti" that it is not even a question of Radonjić being selected as a special state prosecutor, but that he will only be referred for assistance, according to Article 24 of the Law on Special State Prosecutor's Office, so there are no legal barriers to being in Novović's team.
