The police administration asked the National Security Agency to prepare a new security assessment of the degree of threat of the former chief special prosecutor (GST). Milivoj Katnić in order to know whether, even after three months from the termination of the function, there are reasons for it to be guarded by members of the Sector for the security of persons and facilities.
The former GST's position ended on February 17, when the Prosecutor's Council made a decision that he had acquired the conditions for retirement.
The Government's Decision on the determination of persons, facilities and spaces provided by the Police Directorate stipulates that, upon termination of office, the security protection of protected persons will be extended for three months from the date of termination of the mandate if security reasons require it, based on the assessment of the secret service.
"The police administration promptly submitted a request to the National Security Agency for the preparation of a security assessment of the level of threat of the former chief special prosecutor, Mr. Milivoj Katnić. According to the then made security assessment of the degree of threat of the former GST, the Police Directorate undertakes activities within its competence", the Police Directorate replied to "News".
Article 6 paragraph 2 of the Governmental Decision on the determination of persons, facilities and spaces provided by the Police Directorate stipulates that if the security assessment of the degree of threat indicates the existence of security reasons, the protection can be extended even after the expiration of the three-month period, for as long as there are reasons to security is at risk.
"According to the above, the Police Administration sent a new request to the National Security Agency for the preparation of a security assessment of the degree of threat of the former chief special prosecutor, and we expect it to be prepared and submitted," reads the UP's reply.
The police explained that currently, and in accordance with Article 6 paragraph 1 of the Government Decision on the determination of persons, facilities and spaces provided by the Police Directorate, their officers are taking measures to protect the former GST, because it was required by security reasons, that is, an earlier assessment of the degree threats to ANB.
Data on how many officers are in charge of guarding protected persons are secret, and the Department for Security of Persons and Facilities of the UP adopts a plan, which determines how to perform 24-hour protection of a person who has a police escort for security reasons.
The former GST was at the head of the Special State Prosecutor's Office since July 2015, and during his mandate, Katnić several times presented information that a "special war" was being waged against him, and then in the fall of 2020, a criminal group was also arrested. who was recently accused of planning the liquidation of Katnić and the special prosecutor Saše Čadženovis going, but also the police operatives of that time Zoran Lazović, Petar Lazović i Ivan Djokovic.

At the end of April 2022, the Higher Court in Podgorica confirmed the indictment of the special prosecutor Miroslav Turković against the criminal organization they formed Stefan Đukić and Emil Tuzović, and who are believed to be from a Ukrainian prison where they have been held since May 2020 for the attempted murder of one of the leaders of the Kavaka clan. Radoja Zvicer, planned and organized a group to eliminate two prosecutors, police operatives and the attack on the judge.
And in the summer of 2018, it was announced that an investigation had been opened against the group formed by a resident of Nikšić. Ranko Radulović, and who was suspected of organizing a criminal group that followed the former GST, in order to "catch" an opportune moment based on his movements and habits and carry out the liquidation.
"The most endangered person in the country"
In the middle of September last year, ten days after the operation of the enthronement of Joaniki in the Cetinje monastery, the then GST announced that it informed the director of the UP and the Minister of the Interior that he was canceling the security, so that the members of the police in charge of his security "would not be mistreated because they allowed 4 ... and on September 5 he came to the capital during a high-risk meeting".
"I would go to Cetinje by car, on foot... and there is no way I wouldn't complete the task," said Katnić at the time, stressing that "since Monday, God has been protecting him"...
The provision, however, was not canceled then.
At that SDT media conference, Katnić said that he was "the most threatened person in the country".
ANB is still writing an assessment for Novović
The National Security Agency has not yet completed the preparation of the security assessment of the degree of threat of the new chief special prosecutor Vladimir Novović, to which the Police Directorate, on May 7 this year, after consultation with the top of the Police Directorate and the MUP, the degree of police protection was increased.
On that day, the degree of protection was also increased for the director and editor of the Libertas Press portal Olivera Lakić, who published EUROPOL documents, in which police officers Petar Lazovic i Ljubo Milović labeled as members of the Kavac criminal clan.
After the publication of the secret data of the European police organization, the new GST ordered the formation of a case, and reconnaissance and data exchange through international legal assistance is underway in order to collect evidence.
Only after that, SDT will adopt a work plan in the reconnaissance procedure.
