The President of the Administration and Judiciary Trade Union Nenad Rakočević claims that the current assistant director of the Administration for the Execution of Criminal Sanctions (UIKS) Goran Maraš, the day after Budimir Krstović was detained, violated all regulations, rules and authorities and entered the part of the Investigation Prison and Krstović's cell where he was staying time. A search of Krstović's cell a day later revealed an expensive phone.
Maraš, as stated in the statement signed by Rakočević, was then the head of the Penitentiary.
Budimir Krstović is currently on trial for smuggling 1.206 kilograms of cocaine.
As they claim, on July 28, the union handed over to the Special State Prosecutor's Office (SDT) evidence, information and instructions on how to get everything they need for the formation of the case, investigation and prosecution of the "clearly and unquestionably compromised" Maraš.
In an open letter to Prime Minister Dritan Abazović on July 12, the Trade Union said that if they do not remove Maraš, who, they claim, was proposed informally by Abazović, and formally by Justice Minister Marko Kovač and UIKS director Rade Vojvodić, they will begin publicly announcing "all illegal part and omissions of the aforementioned, which are in the possession of our knowledge", with the aim of putting pressure on those responsible.
"The question arises as to who provided the person in question (Krstović) with a mobile phone, that is, what the then head of the KPD discussed with Krstović. Only the head of the Investigation Prison and the head of the security service have the right to talk with detained persons, without the approval of the investigating judge or the president of the High Court. that in official premises under the escort and supervision of the security service, or in detention premises only when it comes to some unplanned events such as some mutual conflict, then injury, self-harm, strike or announcement of a strike, i.e. hunger strike," explains Rakočević.
He states that Maraš did not have that right, and that he illegally visited Krstovć and stayed with him locked up in his detention room.
"This procedure must have criminal responsibility as a consequence. Going on the annual vacation of the head of the pre-trial prison, Maraš already tomorrow issues a verbal order to the head of the security service of the pre-trial prison to transfer the detained person, nicknamed "Dugi", to the room where finds the detainee Miloš Medenica. By the day of our visit to the SDT on July 28, five mobile phones were found and confiscated in the room where the detainee Medenica is, and after that three more until today, note, according to the information we have."
Rakočević believes that it is symptomatic that after the phones in the aforementioned detention room are taken away, "very soon after that, the assistant director in the premises of the head of the pre-trial prison calls a detained person nicknamed Dugi for an interview."
"By default, no one is present at the conversation except the two of them. Every time after these conversations in the known detention room of the mentioned persons, a new mobile phone must be found and taken away. The public was appalled when the information surfaced that a phone had previously been found in the said detention room unit, however the reality is that it is not one, but eight until today. We emphasize, according to the unofficial information in our possession, which is mostly true. Once again, we call on the responsible levels to react as soon as possible, to remove all responsibility from themselves in any matter , because we still believe that they were uninformed, ignorant and misled by the representatives of certain persons whose basic type of activity is in contradiction with the laws of Montenegro", concludes the Union statement signed by Rakočević.
