The first projectile that hit the Cetinje Vuk Borilović it was fired from a police pistol, according to the investigations of the Higher State Prosecutor's Office in Podgorica.

However, even after three months, the investigators have not determined whose gun fired the remaining four projectiles that hit the mass murderer on August 12.

Borilović was liquidated after a murder spree in the Cetinje settlement of Medovina, in which he killed ten and wounded six of his fellow citizens, including two children.

"From the ballistics report, it appears that the projectiles hit the body of the deceased. VB fired from two firearms - pistols, one of which belongs to an officer of the Police Administration and from which the first projectile was fired into the body of the deceased. In response to the questions of "Vijesti", she stated that in the case that was formed on the occasion of the events in Cetinje on August 12, numerous measures and actions were taken with the aim of fully elucidating the crime.

"Also, by order of the prosecution, an autopsy was performed on the body of VB, from the findings of which it is concluded that the said person suffered injuries in the head and upper half of the body, right shoulder and chest, from five fired projectiles, all of which were fatal," she explained. is the plaintiff Medenica.

The investigators, however, did not determine the time of death of Borilović's victims, which is why it is still unclear how long his murderous spree lasted.

"On the order of the prosecution, autopsies of the victims were performed, and the autopsy findings did not determine the time of death of the victims - the injured parties," replied Medenica.

She also stated that the prosecutor's office will make a decision "after a comprehensive analysis of all the evidence collected so far, and possibly undertaking other actions for which the need arises."

Borilović randomly shot neighbors, emergency medical services, police officers and passers-by with a hunting rifle.

The authorities did not disclose the details and motives that led Borilović to commit the brutal act, and days after the crime, the public condemned the reaction of the police during the murder spree.

"Vijesti" previously announced that the police officers were not obliged, nor were they allowed to wait for permission to use firearms and prevent the thirty-four-year-old from continuing the attack in which he killed and wounded a large number of people in Cetinje.

The police administration claims that they did not wait, but that they used their weapons when the conditions were right.

None of the authorities, however, explains whether anyone was killed after the first police officers arrived at the scene of the crime.

Also, the Police Directorate (UP) had to inform the public about the happenings in the capital as soon as possible, no later than an hour or two after the event, with at least basic information, in order to prevent the public from being disturbed. Experienced Montenegrin police officers, retired, point to this in informal conversations, but none of them wanted to publicly comment on the unprecedented crime in Cetinje, nor the actions of their former colleagues during the crisis in the Medovina settlement.

Experts in security and the conduct of the police after the unprecedented tragedy in Montenegro pointed to three key points and weaknesses of the Montenegrin police in Cetinje, which, they claim, is the result of decades of neglect of the security system and investment and training of the regular - operational police force...

The police administration, claims the "Vijesti" source, does not have prescribed protocols for notification, reporting and alerting, and an undefined system of leadership, command and issuing of orders was also evident that day in Cetinje.

MUP is still silent

The Ministry of Internal Affairs did not respond to questions about the investigation into the conduct of members of the Police Directorate.

That institution did not answer the questions - did the Department for Internal Control of Police Work determine all the facts about the actions of members of the Police Administration on August 12, 2022 in Cetinje? If so, what was determined?

The question of when the incident was reported to the police (the exact time of the report), and when and how many members of the Police Administration came to the scene, remained unanswered.

From the institution headed by Minister Filip Adžić, they did not even answer the question whether it was determined why, immediately after the report, the group of the Intervention Unit of the Police Administration, which was deployed in front of the Cetinje Monastery, did not intervene?

They did not answer the news either if it was established whether any of Vuk Borilović's victims were killed or wounded after the arrival of members of the Police Administration on the scene, nor if the members of the Police Administration who went to the field followed all the necessary procedures and rules of service?

The MUP remained silent, and was it determined how much time passed from when Borilović fired the first shot to the moment when he killed or wounded the last victim?
