He pointed out, among other things, that all information about a possible bomb attack - "who, how, why, in what way, even from which side of the house the attack will take place", was officially reported to the Police Directorate as soon as the information was obtained, but that the police did not show "enough interest" to prevent attacks.
He said that he suspects that someone is "directing this case into a dead end".
"The attack on Predrag Spasojević is an attack on the state, a weak state that does not have the strength to put its services in order, let alone clean up the criminal milieu. It is not known what is worse, given the possibility of a new attack after the explosion of the first bomb, which is most likely, or that the second bomb that was found was thrown before the original explosion, so that the police did not find it, that is, they did not observe the scene properly," said Rakočević.
In the situation when the bomb exploded, on the video from the cameras that were almost installed, he states, it can be seen that the person who got out of the car from the passenger seat from the race waved his hand and threw the bomb "towards the house in the small yard".
"Probably out of great excitement, and therefore recklessness, the attacker assumed, thinking he was going to move the tree that was between him and the concrete yard fence, he actually hooked the tree branches with the bomb, which stopped and directed the bomb to fall from the outside the mentioned fence, where it exploded. If the bomb had fallen in the yard of the house, that is, if the second thrown bomb had exploded, it would undoubtedly have caused catastrophic and unforeseeable consequences, the explosions would have XNUMX% threatened the lives of the householders who were in the house at that moment," he emphasizes Rakočević.

He believes that the attacker's intention was to injure and kill Spasojević or members of his family.
"The bomb that exploded is M52 of Yugoslav production, intended for effective elimination of manpower with exploding shrapnel in a radius of 20 meters. The other bomb is also of Yugoslav production M75 intended for effective elimination of manpower with exploding balls (3000 balls) with a radius of 18 meters. These very dangerous explosive devices, if they had exploded in a small yard, would have had a murderous effect of great destructive power, with serious and life-threatening consequences, which means that the attacker's intention was to injure and kill Predrag Spasojević or members of his family, apparently unimportant criminals for them. who", assessed Rakočević.
He said that this theory "is not fiction, nor is it an exaggeration": "But due to the continued existence of a danger to the safety of the Spasojević family, that is, because of the particularly ridiculous investigation, on this occasion we will not show all the visual representations we have. to see the large space occupied by the window and door panes, and how great was the possibility of tragic consequences for him and his family, and how special the tragedy would have been in the event of an explosion if someone had stayed on the veranda of the house, as they often do".
Rakočević believes that Spasojević is bothering criminals because of his conscientious work.
"How he lived and worked until now, Predrag Spasojević continued in the same way and by being appointed to the position of head of the Investigation Prison. With his above all brave and honest work, he obviously caused a lot of trouble for criminal circles and not only for them, he certainly also caused trouble for criminals working under the guise of the state ".
He reminds that the first attack happened on December 1, saying that the prosecution "did not take the necessary actions that are in their job description", and it concerns the visible activities regarding the circumstances of the bomb explosion, before and after it exploded. "The only reason the Prosecutor's Office called Predrag Spasojević yesterday is to make a statement regarding his publicly expressed suspicions that the Prosecutor's Office and the police are doing poorly, that is, that they are incompetent or corrupt," adds Rakočević.
He said that he suspects that someone is "directing this case into a dead end".
"Representatives of the State Prosecutor's Office did not take any action that, due to the passage of time, jeopardizes the quick resolution of the case, and which, if undertaken in a timely manner, would have resolved it very quickly and simply. Together with the same actions of inaction by certain representatives of the Police Administration, which should have prevented this two attacks already announced by them in advance, it can be said with conviction, based on their actions of inaction, that they are either incompetent or subject to illegal influence, to put it mildly. The actions or failure to take actions so far raise the suspicion that someone is leading this case to a dead end, as the perpetrators and principals of this the heinous act would not be discovered and prosecuted," says Rakočević.
He said that the information, which was "so precise that it described in detail in advance all the elements of these attacks", was obtained through internal activities, "and not through the activities of the police and other competent services", at least twenty days before the attacks took place. . "After learning about the dangers that threaten them, the Spasojević family installed video surveillance around the house, that is, they moved around armed and under close attention," emphasizes Rakočević.
He said that all information about a possible bomb attack - "who, how, why, in what way, even from which side of the house the attack will take place", was officially reported to the Police Directorate as soon as the information was received. "In their further actions, the police obviously did not show enough interest in order to prevent attacks with preventive actions, and in that way ensure and provide for the health and life of the head of the Investigation Prison and his family," says Rakočević.
He said that the behavior of the prosecutor assigned to this case is "identical to the passive behavior" of the police. "In addition to all the above-mentioned information, data and facts, there is an unquestionable doubt even for a layman that all the delegated factors for dealing with the announcement, the cause, as well as the event itself of the first case of throwing a bomb are either totally incompetent or that this is a deliberate failure to take timely actions, and that everything works in favor of the criminals who carried out and those who gave the order for the attack on the Spasojevic family," said Rakočević.
"Doing nothing is also a criminal offense, and we will do our best to make all those who in this case, as in many previous cases related to UIKS, intentionally or out of incompetence, remained silent, passive and inert answer to the letter of the law, when and then. They will answer and those who know and hold the same in their important positions and also endanger people's lives by their actions or inactions," he said.
He believes that the state is powerless to protect "its best personnel", and that it is easy to conclude that "in our country, crime still rules" even at important state levels.
"The declarative public statements of the representatives of the Government, i.e. the relevant ministers after the first dropped bomb, that they, i.e. the state, will protect the threatened Chief Spasojević and his family is just one weak, but promotional moment that needed to convince someone of something and leave an impression on someone Those times have passed, our people who cried out for the rule of law and justice are the ones who will protect all the Spasojevics in Montenegro. We will not let criminals , as well as the obviously corrupt judiciary (Medenica, Jovanić...) determine whether we will live or not just because someone lives and works honorably and honestly," said Rakočević.
He called on the executive director of MANS, Vanja Ćalović Marković, to form a political party "as soon as possible", saying that the citizens "have been waiting for it for a long time". "And then when you are the people's choice, together with Vladimir, take clubs and all the criminals from criminal circles, criminals from institutions, from political parties and the judiciary, hit them, then make them go to Spuža grada in front of you," says Rakočević.
He announced that soon, organized by the trade union, protests in support of Spasojević will be organized.
"With these protests, we will be forced to do what the competent authorities are not doing. The first protest will be in front of the prosecutor's office, then the Government and the Ministry of the Interior, and we will start protesting in front of the houses of those who ordered the attack on Predrag Spasojević, to show our police and the prosecutor's office how honest and brave Montenegrins who love their country should work.The country is not loved only when personal interest is at stake.
"We invite all citizens of Montenegro, trade unions, all NGO sector, as well as all honorable and honest colleagues from the Police Administration and from the judiciary who are surviving or were surviving the same as we from UIKS, to come on Monday, December 12, 12. at 2022:15 p.m. in front of the Prosecutor's Office building in Ulica Slobode, to send a message to the State Prosecutor's Office and to support Predrag Spasojević and his family, because by supporting them, we support ourselves and our families," concluded Rakočević.
