The head of the Investigation Prison in Spuž, Predrag Spasojević, said that he expects the President of Montenegro, Milo Đukanović, at his place very soon and that he will "prepare his cell according to all standards".
Spasojević said this in a guest appearance on TV A plus, and in response to the host's question why Djukanović did not publicly react to the dropping of the bomb, he said that he was "not alone", but that there was a "solid line" of those who did not react.
"He and I are old friends and he's probably guilty that it didn't work out. I'm definitely waiting for him at my place. And very soon, God willing. And he knows that and he's guilty that this didn't work out. That's why he didn't announced. I will prepare his cell very well when he comes," said Spasojevic.
As he said, "Đukanović is a tall man", but that this is not a problem.
"He is two meters tall, but we will find a longer bed, it's not a problem. According to the standards, he should get a room and square footage and everything he needs," he said.
The management of the Administration for the Execution of Criminal Sanctions (UIKS) then announced that it completely distanced itself from those statements.
"The management of the Administration for the Execution of Criminal Sanctions completely disassociates itself from all statements by Spasojević's employees (especially those that contain or may contain any political segment), which are not compatible with the duties and tasks of a civil servant and UIKS employee," they announced. are they.
"Đukanović's cabinet will demand the responsibility of Spasojević before the competent authorities"
The head of the Cabinet of the President of Montenegro, Miodrag Radović, said that Predrag Spasojević, the head of the Investigation Prison in the UIKS, attacked the highest state institution in an extremely inappropriate manner, and that the Cabinet of the President Milo Đukanović will demand his responsibility in the appropriate procedure before the competent authorities for violating the Law on civil servants and employees.
"The head of the remand prison in the UIKS, Predrag Spasojević, attacked the highest state institution, the President of Montenegro, in an extremely inappropriate manner. Such a degradation of the state administration is unremembered. The presenter and participants of the show also blamed him for this," Radović said on Twitter.
Radović said that Spasojević and that show "unfortunately are the true face of the current government and our political scene."
It is particularly surprising, as Radović says, that there was no reaction from the Ministry of Justice, under whose jurisdiction is the Administration for the Execution of Criminal Sanctions.
"The President's Cabinet will demand the responsibility of Spasojević in the appropriate procedure before the competent authorities for flagrant violation of the Law on Civil Servants and State Employees," said Radović.
DPS: Spasojević committed a serious breach of duty with his primitive statement
The Democratic Party of Socialists announced that Spasojević's statement, apart from being worrying from a social, political and civil point of view, also requires an appropriate legal response.
"Mr. Spasojević is an appointed civil servant, not a reality star. Predrag Spasojević's employer is the state of Montenegro. Bearing that fact in mind, and starting from the constitutional division of powers, we unequivocally come to the conclusion that Predrag Spasojević, by acting on the street and uttering disgusting words addressed to the president state, insulted the state itself. In such a way, by behaving at the level of some primitive reality show, Spasojević caused damage to himself, but also to the institution where he is employed," their statement states.
They believe that Spasojević was obliged to perform his duties as head of a state institution in accordance with the Constitution, laws and other regulations.
They assessed that Spasojević committed a disciplinary offense with his "extremely inappropriate behavior that could ultimately lead to the termination of employment".
"The legal basis for such claims of ours is certainly found in the Law on Civil Servants and State Employees. We appreciate that Spasojević, by abusing his official position and making certain comments without any foundation, and behaving as if the Investigation Prison is his back, for reasons known to him , put himself in a situation where he is unworthy of the position he is announcing because, among other things, he committed a serious breach of duty," DPS said.
From that party, they believe that disciplinary proceedings must be initiated against Spasojević for a serious breach of official duty and at the same time temporarily limit the performance of the duties of the head of the Investigation Prison, "without going into the real reasons for such a statement by Spasojević, in which there is certainly a desire for political promotion".
"It is more than obvious that his presence at work harms the interests of the state body in which he is employed. There is no need to waste words on the fact of how it harms, considering the constitutional legal position and competence of the institution of the President of the State, as well as the constitutionally guaranteed inviolability of personal, professional , mental and physical integrity of every citizen, and on the other hand, the authority and job description of the head of the Investigation Prison as a leading person in that institution, whose behavior and attitude towards work must be a benchmark for all other employees of that state body," the announcement reads.
They said that they expect a reaction from Spasojević's employer in connection with "this scandal".
"Because otherwise, it would be possible to conclude that his employer agrees with the statements of the appointee and that he shares his position on the state and the institution of the President of the State," they announced.
After the reactions, Spasojević repeated that he is "very happy" to expect Đukanović in prison
After the reactions to that statement, Spasojević repeated that he is "very happy" to see Đukanović in prison.
"It is clear to all of us that this man has produced all this evil that is happening to us for the last 30 years and he does deserve a prison sentence. I am very happy to see him," Spasojević said in a guest appearance on TV Prva after the Cabinet of the President of Montenegro and the DPS reacted to his statement.
He also said that he is now serving as the head of the Investigation Prison as a civil servant and an employee, and that he is not an official in the sense of the Law on Officials, and, among other things, he is also a free citizen.
"As you know, I was the organizer of the "Resist" protest and you know that I even led some smaller protests with the slogan "He must go", referring to the president of the country who is not the president of all citizens. I personally experienced the feeling that he president of DPS and DPS citizens and in this sense I hope that we will get a new president who will be the president of all citizens of Montenegro and who will treat them equally. As a civic activist in the past and today as a member of one of the political parties also the right to deal with social issues," said Spasojevic.
He still believes, as he said, as when he said that he should be replaced.
"He should resign, he should leave that position and we should free Montenegro from his terror. One way is, of course, for the competent institutions to bring him to a court of law and after that he will receive his well-deserved punishment," Spasojević said.
Commenting on the fact that the Democratic Party of Socialists did not condemn either the first or the second attack on his house, he considers it "very symptomatic".
"An attack on the state, an attack on the institutions is something that is evident in this case. But they did not experience in the true sense of the word that it is a state for all citizens, but the state is "it is us". If someone were to attack them, here you see with one ordinary sentence, and maybe it's not an ordinary sentence, maybe it's prophetic, they reacted immediately, and the rest of the country can all disappear, that's not of much interest to them and that's why they didn't react," said Spasojević.
Commenting on the reaction of UIKS management to his media appearances about Đukanović, he believes that they are right to distance themselves.
"Let them lead the proceedings, I have no problem with that, I said from the heart what I think and I have no problem with that," said Spasojevic.
