Arrested police officer Dalibor Ljekocevic on two occasions he also sold drugs to an agent in disguise, and they mediated that deal Damir Kuč i Stefan Stefanovic, also deprived of liberty on February 8.
This is stated, among other things, in the files of the Higher State Prosecutor's Office in Podgorica, which is handling the case against the group of prime suspect officers of the Podgorica Security Department...
It is clarified that that police officer, in the period from September 2021 to the end of the same month in 2022, the defendant Natalia Konatar sold heroin once a month, and that in November and December last year, he sold the same prohibited substance to an undercover investigator.
"In the way that in the period from September 2021 until September 28.09.2022, 50. once a month, he sold heroin in amounts of 1.500 grams each to the defendant Konatar Natalija, for amounts of 1.800 to 28.09.2022 euros, and the last time on 80/1.500/24.11.2022. sold heroin to the defendant in the amount of about 10.12.2022 grams, for the amount of 11111 euros, which narcotic drug was found during a search of the house where she lives and confiscated with a certificate, and then on XNUMX. year and day XNUMX. in XNUMX, he sold the narcotic drug heroin to the undercover investigator "XNUMX", in which the defendant Kuč Damir and Stefanovic Stefan mediated the sale... in which the defendant helped him David Ljekočević...
Thirty-year-old Dalibor Ljecković, his brother David, who is six years younger, Kuč and Stefanović, were arrested in an operation by the police and the High Prosecutor's Office, codenamed "Lovka". Apart from them, the defendants in the same case are also Kosovar Shut up Turkjan, as well as Natalija Konatar, a native of Belgrade living in Podgorica.
On the day of the arrest, the police announced that during the months-long operation, they seized a total of 230 grams of heroin, about 120 grams of marijuana, money in the amount of 23.345 euros, four vehicles, 105 pieces of ammunition and two scales for accurate measurement.
In the document of the VDT, it is stated that the police officer Ljekočević acquired the herion, determined the price and told Kuč and Stefanović: "With the request to mediate in its sale, which were first met on 24.11.2022." met with the undercover investigator '11111', and offered him for sale the narcotic drug heroin in the amount of 50 grams, informing him of the quality of the drug and that he could continue with its further mixing, which narcotic drug the undercover investigator bought for money the amount of 1.300 euros".
They add that they met that secret agent again on December 10, 2022, at a parking lot in the Zabjelo neighborhood of Podgorica, and sold him 1.500 grams of heroin again for 50 euros.
"For how long in both cases did the defendant Ljekočević David drive his vehicle in front of the vehicle driven by Ljekočević Dalibor, who had narcotic drugs during the negotiation of the price... and with the aim of monitoring whether there were any police and, as the so-called The 'cleaner' informs the accused in case of police presence at the place of handover of narcotic drugs".
In the same files, it is written that Konatar sold heroin several times from September 2021, and for the next 12 months.
"And on September 28.09.2022, 28.09.2022. unauthorized possession of the narcotic drug heroin for the purpose of sale... in such a way that in the said period she sold heroin, which she had previously bought from the defendant Ljekočević Dalibor, to unidentified buyers from the territory of Podgorica for an unspecified amount of money, and on 50,7/34,9/XNUMX. year in a rented apartment, in Vlada Ćetkovića bb Street, kept the narcotic drug heroin, packed in two larger PVC packages with a gross weight of XNUMX grams and XNUMX grams, which she hid in her underwear, and which narcotic drug, as well as a scale for precise measurement were found by authorized police officers during the search of the apartment used by the defendant and confiscated from her with confirmation".
Investigators were waiting for changes in the law...
At the end of 2021, the Police Directorate received a legal basis for the implementation of a series of secret surveillance measures, including the unit for undercover investigators, which were stopped in 2018 by the decision of the Constitutional Court.
This was made possible by amendments to the Criminal Procedure Code.
Due to these legal regulations, for years the police could not use the resources of the organizational unit for undercover investigators and collaborators in their work, nor the opportunities for simulated purchase of objects or persons and simulated giving and receiving of bribes, provision of simulated business services or conclusion of simulated legal deals, establishment of a fictitious business society, recording conversations with prior information...
The suspended measures, the Police Directorate explained at the time, made it difficult for them to carry out activities in the fight against serious and organized crime.
The torture trial is still pending
Police officer Dalibor Ljekočević and several of his colleagues were accused of the criminal offense of extorting testimony from the injured party, Benjamin Mugoša, but the start of the court proceedings was postponed several times in the Basic Court in Podgorica.
Mugoša, Marko Boljević and Jovan Grujičić in May 2020, as they claim, suffered police torture during the investigation of the bomb attacks on the house of police officer Duško Golubović and the bar "Grand".
Inspector Ljekočević was accused of extorting a statement from Marko Boljević by torture, while no one from the police administration has yet been accused of torturing Grujičić.
A Kosovar kept drugs in Zagoric
According to the Prosecutor's Office, from January 20, 2023 until February 8, Turkjan illegally sold heroin twice and marijuana once.
It is written that, during that period, he twice sold 10 and 15 grams of heroin to illegal buyers from Podgorica for 100 euros each:
"While on February 8, 2, in a rented apartment at the address Park šuma Zagorič, he kept 2023 PVC packages with the narcotic drug heroin, total gross weight 140 grams, and 29,1 PVC packages with the narcotic drug marijuana, total gross weight 101 grams, as well as two scales for precise measurement of narcotic drugs and money in the amount of 221,6 euros, which comes from the sale of narcotic drugs, which narcotic drugs and objects were found by authorized police officers during the search of the apartment used by the defendant and confiscated from it with confirmation. it is stated in the case files.
