This was answered by the head of the Basic State Prosecutor's Office to "Vijesta" yesterday Dusko Milanović.
He clarified that the acting prosecutor ordered the Police Directorate to file a criminal complaint against them.
The portal Parents.me announced yesterday that three students of the "Slobodan Škerović" Gymnasium in Podgorica were injured on Monday at around 19 p.m., when they were attacked by a group of teenagers near that educational institution, in front of a nearby cafe.
The portal reported a day later that the same group of boys, with the support of several peers, waited for the high school students on Wednesday, threatened them because of the previous report to the police, called them derogatory names and invited them to fight. The police came at the call of the citizens, so further conflict was prevented.
Peer violence has escalated in recent months, but there is still no adequate response from the state.
The Parents Association organized protests in Podgorica and Bar in mid-March, and submitted demands to the Government, including the introduction of new educational measures for bullies.
"Defining social services and support for victims of violence and their families, amending legislation to clearly define the responsibility of parents, social work, the judiciary, schools; the beginning of the work of security guards in schools and video-surveillance in schools, increased police supervision near schools and patrols, establishment of a program to combat peer violence, more pedagogues and psychologists, provision of more professional workers at the local level, adoption of by-laws and acts that will lead to amendments to the Criminal Code on sexual abuse...", stated the director of the Parents' Association Kristina Mihailović.
The Educational Union of Montenegro (PZCG) has submitted an initiative to the Government and the Ministry of Education, requesting that the secrecy mark be removed from the report on the implementation of the Program for Suppression of Peer Violence and Vandalism in Educational Institutions.
The PZCG reminded that a year ago the 42nd Government, during the technical mandate, made a decision to declare secret a document which, in their opinion, is extremely important for the public.
"The publication of the mentioned document could give us an insight into the positive and negative sides of the Program for the suppression of peer violence and vandalism, on the basis of which a new action plan would be drawn up. "Unfortunately, the irresponsibility of state officials, who were unable to face the truth and admit the devastating results, led to a series of incidents in our schools," the announcement reads.
According to them, in the absence of security guards, students can bring weapons into schools "without any problems".
"There is no mechanism to prevent peer violence, and the schools' hands are tied: the only thing teachers can do is to give a lower grade in governance, which, as expected, has no effect on behavior correction," they added.
NGO "Vršnjak": urgent amendment of the Criminal Code is needed
The NGO "Vršnjak" announced that the latest cases of violence - in Danilovgrad, Cetinje and Podgorica, show that not enough is being done to prevent and suppress such behavior among children and youth.
"The incident in Cetinje worried us a lot, and then this one in Podgorica, which, as we see, was repeated even after the police intervened. We must not allow children to demonstrate any form of violence by doing nothing. "Because of everything that has been happening in recent months, it seems to us that we have not taken a step from the previous unfortunate events, which stirred up the public at the beginning of the year," said the NGO.
They remind that nothing is still being done about removing the "secret" mark from the Strategy on the Prevention of Peer Violence:
"The government has not responded to requests for urgent meetings for a long time. They need to know that children are more important than any other business and that by remaining silent we become instigators of violence. All this, and especially the events in Podgorica, remind us that an urgent amendment of the Criminal Code is necessary in the area of minor perpetrators of criminal offenses and the responsibility of their parents or guardians", said the NGO "Vršnjak".
