The President of the Social Democratic Party, Raško Konjević, said that the borrowing of 750 million euros at the beginning of December 2020 was done in accordance with the Law on the Budget for 2020, i.e. budget rebalancing.
Today, "Vijesti" published the Government's Information on the charge, which they handed over to the Special State Prosecutor's Office (SDT).
The information says that in December 2020, the Government of Montenegro is in debt in the amount of 750.000.000,00 euros, contrary to the provisions of the Budget Law for that year, the amount of credit debt planned by the Budget Law for 2020 was exceeded and there was no authorization for signing, regarding the amount of funds, as well as the need for borrowing.
The SDT combined the Government Information with the already formed criminal case, which was initiated in the investigative phase back in December 2021 based on the criminal charges filed for the criminal offense of abuse of office by Democratic Front MP Nebojša Medojević and the NGO "Montenegro International" against former Minister of Finance Milojko Spajić.
"One thing is whether there was a need for such a charge, and the other is whether it was done in accordance with the law. Among the first, I asked for documentation and a parliamentary investigation. I received the documentation in April 2021, and after that we had a control hearing. For the sake of the public , and it is easy to determine whoever looks at the documentation - the debt was made in accordance with the Law on the Budget for 2020, i.e. the Rebalancing. The Government passed the Decision on debt by issuing bonds. At the time, the majority was silent, and today they allegedly doubt the transaction. In short, by looking at the documentation in April 2021, I believe that everything was formally done in accordance with the Constitution and laws. On the other hand, it's ugly to make a campaign after two years of silence. It's obvious," Konjević wrote on Twitter.
