The prosecutor on duty in Kotor was not presented with all the facts related to the incident in Budva, nor that there was a recording. After viewing the recording, the Basic State Prosecutor's Office (ODT) informed the Higher State Prosecutor's Office.
"Due to media allegations that the Basic State Prosecutor's Office in Kotor did not react adequately in the case of a fight between a young man in Budva and the knocking down of a pedestrian, we inform the public that the facts that were presented to the duty state prosecutor regarding the event itself did not indicate that it was a criminal offense for which prosecution undertakes in his official capacity", stated in the announcement of the ODT.
They add that the officers of the Police Department of the Budva Security Department informed the duty state prosecutor immediately after the event on July 27 that there had been a fight between a group of young men and pedestrians had been knocked down.
"After becoming familiar with the information collected from the persons present, and especially with the fact that he had the information that not a single person was injured, that the participants of the event refused a medical examination and the filing of a criminal report, and that there was a mutual settlement, the duty officer the state prosecutor, solely on the basis of the information available to him at the time, assessed that there were no elements of a criminal offense in the specific incident and ordered the officers of the Police Department of the Budva Security Department to initiate misdemeanor proceedings. The State Prosecutor's Office in Kotor informed the Higher State Prosecutor's Office in Podgorica about the event itself in order to assess whether the actions of a person contain elements of a criminal offense under the jurisdiction of the higher state prosecutor's offices," the statement concludes.

Milošević ran over the best man with a jeep
Serbian citizen Dušan Milošević from Kragujevac was driving a jeep on the night in question, which he used to run over the legs of a young man who was lying in Mediteranska street in the center of Budva.
This was confirmed to "Vijesta" by the police.
"Vijesti" published a video yesterday showing that two groups of young men first clashed, and then there was a traffic incident.
The young man who was run over is Aleksandar P., a Belgian citizen, originally from Serbia.
Milošević and Aleksandar P. are godfathers.
