In conversation with Mladen Bulatović I made it clear that I am the State Secretary of the Ministry of Finance and that my role is to protect the interests of Montenegro and, of course, its citizens.
He announced this to "Vijesta" yesterday Milos Medenica responding to the accusations of the Kolašin businessman - that the state secretary was blackmailing him, saying that he would legalize the "Jovana" hotel for him, if he signed that he would not sue the state for the profit lost during the 11 years he was trying to register his facility in that municipality in the north of the country.

"At the beginning of July, he invited me Bosko Laketić and asked if I could meet him and his friend Mladen Bulatović, to which I replied that I already had several meetings with Mr. Bulatović at the premises of the Ministry of Finance and that at those meetings he was told that the Administration for Cadastre and State Property was responsible for his case, and that the Ministry of Finance would act in that case in accordance with the law and in accordance with its competences. Despite all of the above, and at Laketić's persistent insistence and request, I agreed to informally meet with them on August 1, 8, so it is a notorious falsehood that I demanded a meeting with Mr. Bulatović, but quite the opposite," Medenica announced.
He emphasized that the first and only meeting with Bulatović and Laketić took place on August 1.
"At the aforementioned meeting with Mr. Bulatović, I discussed his case, where he informed me that the Administration for Cadastre and Property issued the seventh decision in a row rejecting his request for the registration of his real estate, and that he also filed an appeal against the said decision, on What I answered was that the competent services of the Ministry of Finance would decide on his appeal within the legal term. I also asked him if there were any changes regarding his case, that is, if he acted according to the instructions of the Cadastre Administration and allowed the geodetic report to be examined, to which he categorically said that he had not, nor would he ever allow it. The subject of a potential compensation claim against the state of Montenegro was just mentioned by Mr. Bulatović, and in further communication I made it clear to him that I am the state secretary of the Ministry of Finance of Montenegro and that my role is to protect the interests of Montenegro, and of course its citizens, if they are in accordance with the law", added Medenica.
He said that he did not find it necessary to inform the minister about it, considering that it was an informal meeting.

Bulatović provided "Vijesta" with audio recordings on which blackmail can be heard, and claims that these are recordings of a conversation with Medenica and the president of the Mojkovac GP URA Municipal Board - Laketić.
"I call people and say 'here's this, find a solution'. And we got to the point where a man came to me and said: '...If we do this, this will require millions in compensation'... When I heard that, I said - let's see with Mladen, if he will sign that they won't sue us and we're going to legalize the building for the man", can be heard on one of the recordings that Bulatović submitted to "Vijesta".
He claims that it is part of a conversation he had with them in a coffee shop in Podgorica.
The day before yesterday, Laketić denied Bulatović's accusations: "I invite Mladen Bulatović to present the accusations against Miloš Medenica and me, those who only wanted to help him, and he, it is now clear, to take advantage if he did not reach the desired goal, in front of the court if he wants them to get some meaning or to apologize publicly for what he said".
On the recordings submitted to "Vijesti", a male person can be heard saying that the complaint has reached them, and on one of them, a male voice also says: "Everyone is ready.. And Koča... Just to guarantee"...
"So everyone is ready. And Koča (Đurišić, author's note) and all, I'm the only one to tell them that after the resolution of the registration, I will never ask for lost profit", says Bulatović, can be heard on one of the recordings.
The man, whom the businessman claims is Laketić, repeats what he needs to write.
"But you must also do this... You renounce. It's not that you don't deserve it, but you're giving up lost profits in favor of the state. For the benefit of the state.”
Bulatović built the "Jovana" hotel in Kolašin 11 years ago, which has not yet opened due to registration problems.
He recently announced that he filed another criminal complaint against the officials of the Administration for Cadastre and State Property, i.e. their Regional Unit in Kolašin, explaining that he did so after recently receiving the seventh first-instance decision rejecting his request for certification of the report and registration of the object.
"After 12 years, I received the seventh negative and illegal decision from the Kolašin Cadastre, which is entirely based on falsification and concealment of key factual evidence, about which I appealed to the second instance authority, that is, the Ministry of Finance, to whom I submitted irrefutable evidence. I asked in the appeal that a decision be made on the merits, after 12 years. "When they read my complaint, Minister Damjanović's first man, State Secretary Miloš Medenica, got in touch with me through a courier, one Boško, whom he asked to meet with me," said Bulatović.
Damjanović: Quickly and according to the law
The Minister of Finance, Aleksandar Damjanović, announced to "Vijesta" yesterday that he will not wait for any case that is under their jurisdiction.
"Everything that is up to the Ministry of Finance and is under the competence of the Ministry of Finance in relation to the procedure will not wait or wait, even when it comes to ten-year cases like the one mentioned, for which there was no will to initiate before. Of course, everything is in accordance with the rules of legality and transparency, as is the practice of the current administration of the Ministry of Finance", said Damjanović.
Prime Minister Dritan Abazović said the day before yesterday that no one in the public administration was given a mandate to work illegally and that all civil servants have an obligation to exclusively protect the national interest of Montenegro.
