For months, the Special State Prosecutor's Office (SDT) has not made a decision on who is from the Police Directorate and why Belgrade criminals Great Belivuk i Marko Miljković removed the ban on crossing the state border and let them walk into Montenegro.
At what stage is that case, the SDT does not respond to the "News" from July 21, when they were also sent a question about whether a decision has been made in that procedure.
According to the unofficial information of "Vijesti", the SDT has almost completed the case and a decision is awaited...
Belivuk, known as Velja Nevolja, and Miljković, whose nickname is Mesar, entered Montenegro legally on January 17, 2021.
Until then, they were forbidden to enter Montenegro for reasons of national and internal security.
In October 2021, two policemen were arrested for removing the entry ban on criminals from Serbia, and the prosecutors were told who ordered them to remove the barrier in the system.
That arrest two years later caused a storm in the prosecutor's organization - the head of the Higher State Prosecutor's Office and the then acting Supreme State Prosecutor's Office Beautiful Medenica i Drazen Burić colleagues accused that they were pressured because of the policemen's arrest.
Special prosecutor Vukas Radonjic, who then issued the arrest warrant for the police officers, said before the Parliamentary Committee that when he came to the SDT, he found out that the case they took over from him ended up being dismissed, but that it was reopened.
Radonjić said that his plan was to interrogate the police officers who gave their statements to their colleagues as suspects and assess whether it is within the jurisdiction of that prosecution or SDT.
"Because they could present a different defense to the prosecutor... I gave the police a verbal order to detain those persons, for fear that they could influence the proceedings. They did not want to act on a verbal order, and they told me that they were doing it on the order of their boss. I personally issued a written order at 23 p.m. to arrest two UP officers and told them to inform me when they were arrested. No one called me, except around midnight the head of the Higher State Prosecutor's Office, who asked me to let the policemen go and said that I was acting illegally. I refused that. "After that, the acting head of the Supreme State Prosecutor's Office at the time called me and told me to submit the case to the SDT," said Radonjić.
Former assistant directors of the Police Directorate were heard in that investigation Enis Baković i Zoran Lazovic, but also high-ranking police officials at the time when the ban on the entry of criminals from Serbia was lifted Milovan Pavićević i Milorad Žižić.
SDT suspects Belivuk and Miljković, as well as They will not fear Janković, Ratko Živković and several more unidentified members of the Kavac criminal clan for the murder of members of the Skaljar clan Damir Hodžić and his son-in-law Adis Spahić who had no criminal record.
The then Chief Special Prosecutor Milivoje Katnic he said in August 2021 that the collegium of the Ministry of Internal Affairs made a decision in January of that year to lift the ban on Belivuk and Miljković from entering Montenegro, and that they were constantly being monitored.
The MUP reacted to that statement, saying that the MUP collegium did not make that decision, as well as that the ban was lifted on December 28, 2020, and that only the collegium or the former management of the Police Directorate could have done it.
After that, the SDT announced that Katnić made a mistake, and that the decision to lift the ban on entry into Montenegro for Belivuk and Miljković was made by the former management of the Police Directorate.
On October 8, 2021, Katnić said in the program "Načisto" on TV Vijesti that Belivuk entered Montenegro at the request of his colleagues of the highest rank from the police from Serbia "to be followed, as he and one other person were followed", and that it was decided by the police management.
When asked if he considered it the right decision, he answered: "Absolutely".
Belivuk's group was accused of several brutal murders in Serbia as well.
Zoran Lazović kept an eye on them, they had lunch with his son
After the murder of Belivuk and Miljković was prevented, the head of the fight against the mafia at the time, Zoran Lazović, said that the police were keeping an eye on the two Serbian criminals.
"At the same moment when we found out that they came to Montenegro, we did everything, brought them and their hosts to the Security Department (OB) Kotor, conducted informative interviews, asked them to tell us the reasons for their arrival. If they are not enemies of Montenegro, there is no need to fear anyone. Belivuk and Miljković will be under the surveillance of the Sector for the fight against crime 24 hours a day, and of course we will prevent them in every attempt to carry out criminal activity", Lazović said at the beginning of 2021 at a joint media conference of the Police Administration and SDT.
He said that there is no need to fear the structure of the population that belongs to criminal groups, if we do not have data that they have a negative attitude towards Montenegro.
"Montenegro will not be intimidated by anyone, I assure you that," said Lazović.
However, a little later, Europol submitted evidence to the Montenegrin investigators that his son, Petar Lazović, was sitting with Belivuk and Miljković in the restaurant in Grahovo.
They were accompanied by the fugitive policemen Ljubo Milović and Nebojša Bugarin, as well as the head of the Kavački clan, Radoje Zvicer, who is also on the run.
The former chief special prosecutor Milivoje Katnić publicly stated several times, in response to Vijesta's questions, that he did not know who had lunch with Belivuk and Miljković in Grahovo.
Although Europol submitted evidence to the SDT in July 2021 that strongly incriminates Petar Lazović and Milović, they became suspects only after the changes in the prosecutor's office.
Initially, the now-arrested special prosecutor Saša Čađenović dismissed the charges against them in January 2022, but the case was re-formed after the portal Libertass published transcripts from the encrypted Sky app showing that they worked for the mafia instead of against it.
Petar Lazović was arrested in July 2022, and Milović eluded his colleagues.
