The owner of the "Jovana" hotel in Kolasin Mladen Bulatović he accused the state secretary in the Ministry of Finance Milos Medenica that he does not protect the interests of the state in the matter of the certification of the elaboration for his object, but his chair "and his friend, the director of the Administration for Cadastre and State Property Koča Đurišić".
Bulatović reacted to Medenica's statement given to Vijesti - that he was protecting the interest of the state, not blackmailing that Kolašinc.
"I deny the state secretary Miloš Medenica in everything... He does not actually protect the interests of the state of Montenegro, but hides behind the state and state institutions, and protects his chair and his friend, the director of the Administration for Cadastre and State Property, Koča Đurišić, who violates the law most terribly , as well as all those who until now worked illegally in the Cadastre and State Property Administration, who are swimming on the basis of suspicion of organized crime together with the former director, and the current Spuška prisoner Dragan Kovačević", said Bulatović.
He again asserted that before their meeting in a coffee shop in Podgorica, Medenica "sent a courier Boška (Laketića prim. author.), gave him illegal tasks, instructions and instructions to me to give up the lost profit".
She also claims that he never mentioned the lost profit and asks if the demands to give it up are "legal protection of the state" or if Medenica "wanted to protect those 'people' who are actually criminals, because they would get a lesser sentence, and if I don't accept it. ..that they will continue to play ping pong with me first and second degree organ, to spin me around"...

He publicly asked the finance minister Aleksandar Damjanović whether Đurišić dictates the explanation of the decision of the second instance authority, but also what he will do because, as he claims, the director of the Administration for Cadastre and State Property does not act according to the minister's binding instructions.
"The first-instance body of the Kolašin cadastre, led by the former director and current Spuz prisoner Dragan Kovačević and the current director Koča Đurišić, never acted on all six termination decisions of the Ministry of Finance, their binding instructions and legal understandings, but did everything contrary and illegal, which shows suspicion of organized crime. Therefore, the second-instance body, the Ministry of Finance, this time, as the law requires, should resolve this case in accordance with the law on the merits, and not return it to the Kolašin cadastre," said Bulatović.
He explained that he only requires that the Minister of Finance act in accordance with the rules, legality and transparency and said that he will closely monitor the adoption of the seventh resolution of the Ministry of Finance:
"And I ask that those who make the decision and sign it act strictly according to the law, and not under anyone's pressure".
"This is no longer about law and documentation in files that are 100 percent clean and complete, in accordance with the law, but whether organized crime will fall and whether the state will be stronger than crime and those who protect crime. I believe in the institutions of the system, especially in SDT, and I ask Minister Damjanović and the Prime Minister (Dritana) Abazović to immediately, as of today, convene an extraordinary session of the Government and dismiss the director of the Administration for Cadastre and State Property, Koča Đurišić, and the State Secretary of the Ministry of Finance, Miloš Medenica".
He told Medenica that, when it comes to lost profits - "there is no such money" that can be used to pay for the stress he and his family have experienced since the hotel was built.

Bulatović previously accused Medenica and URA GP Boško Laketić of blackmailing him, saying that they would legalize the "Jovana" hotel for him if he signed that he would not sue the state for lost profits during the 11 years he was trying to register his facility in that municipality in the north of the country.
Bulatović provided Vijesti with audio recordings on which blackmail can be heard, and claims that these are recordings of conversations with Medenica and Laketić.
In his statement to Vijest, Medenica said that, during the conversation, he made it clear to Bulatović that he was the state secretary of the Ministry of Finance and that his role was to protect the interests of Montenegro, and of course, its citizens.
Laketić denied Bulatović's accusations and called on that businessman to present the accusations against him and Medenica in court if he wants them to gain any meaning or to publicly apologize for what he said.
