No more than five days after he escaped from the police station in Podgorica, a minor LH (2006) killed an elderly woman in the Konik settlement in Podgorica.
This follows from the response of the Police Administration, which they provided to "Vijesta", after the suspect escaped from the Center for Children and Youth "Ljubović" in Podgorica on Tuesday evening.
A seventy-two-year-old corpse FB he was found on June 6 at Vrele Ribnički, and on the same day the police informed the public that they had arrested an older minor on suspicion of having committed that crime.
The Police Administration (UP) is now explaining that this person escaped from their premises on June 1st, and that an officer of that institution will be subject to disciplinary action as a result.
"Regarding your interest in the removal of the mentioned minor from the official premises of the Podgorica Security Department, we inform you that the said event took place on June 1, that the person was in the official premises due to another criminal offense and that proceedings were initiated against one officer for a more serious violation of official duty", answered "Vijesti" yesterday from UP.
The police announced last night that the juvenile was arrested again. "Vijesti" was unofficially told by the police that after escaping from "Ljubović" the same evening, he committed a new crime. For days, the authorities remain silent or shift the blame to each other for, first, the accommodation, and then the escape from the "Ljubović" Center of a young man suspected of serious murder.
LH was placed in "Ljubović" by order of the Podgorica High Court, after his 60-day detention, which he spent in the pre-trial detention center in Spuška, expired. According to the documents that "Vijesti" had access to, the High Court, even when pronouncing the temporary measure of placement in "Ljubović", was aware that LH had been deprived of his liberty before the murder of the old woman and that he had escaped from the detention facilities in Podgorica.
Montenegro does not have an institution for the accommodation of minors in conflict with the law, although it is legally defined.
"Ljubović" is an institution of child and social protection, open type and does not have police security.
Director of the Center for Children and Youth Nina Delevic, announced the day before yesterday to "Vijesti" that they asked the police for help in the case of LH, explaining that they had several problems with him and that he had gotten married arbitrarily before. However, there was no help, and the young man, suspected of a serious crime, escaped from "Ljubović".
From the police he manages Nikola Terzic, answering the questions of "Vijesti", explained yesterday that on August 19 they acted on the letter of that educational institution, which stated that, by the decision of the High Court judge, from August 5, a minor was temporarily placed in the Center until the preparatory procedure was completed.
"Also, it was stated in the letter that the person is under 24-hour increased surveillance by the educational workers and the security service of the institution where he is staying, and that the mentioned person tried to escape by trying to open the blinds on the window of the room where he is staying as and that it sent threats to the employees of this institution", replied the UP.
They claim that the Podgorica police officers came to the Center after that and talked to the employees, who told them that the minor did not threaten them...
"Instead, he tried to break the bars on the window in order to escape from the institution. Also, in the interview, they were told what their legal obligations are for the implementation of measures according to the Act on Treatment of Minors in Criminal Proceedings, and that criminal police officers will periodically visit the said institution in accordance with the powers of the police prescribed by law. As the detention of this minor person expired on August 05.08.2023, XNUMX. year, the juvenile judge of the High Court in Podgorica issued a decision determining the measure of temporary placement in the educational institution Center for Children and Youth 'Ljubović', in which it was indicated that the placed person should be provided with all assistance, protection and accommodation, and care should be taken of the further education of minors until the end of the preparatory or procedure according to the proposal of the prosecution in the institution where the person is placed", added the police.

They explain that the officers of the Podgorica Security Department were informed on August 22 about the escape of minors from "Ljubović".
"On August 22, the police officers of the Security Department in Podgorica were informed by the employees of the educational institution Center for Children and Youth 'Ljubović' in Podgorica, that the aforementioned minor had voluntarily escaped from the said institution. Lawyers previously warned that the juvenile could be returned to the same institution even after a new arrest. As they told "Vijesta", even if he commits a new criminal offense while at liberty, he can be sentenced to detention for a maximum of 60 days, after which he would again end up in that open-type institution.

The person was located and brought to the official premises where, in the presence of employees of the Center for Social Work Podgorica, the criminal processing of the person is in progress, and to collect information on the circumstances of the event in the capacity of citizens from a large number of persons and implement other measures and actions under the jurisdiction of the police in order to complete elucidation of the event in which one person lost his life", the UP announced at the time.
