On June 1, not only a seventeen-year-old escaped from police custody in Podgorica LH (2006), who was then suspected of serious murder, but two more minors, VZ i BZ, "Vijesti" unofficially learns.
According to the same information, on that occasion they stole a mobile phone and an official card from a police officer of the Podgorica Security Department (OB) and left the building unhindered.
The same source states that they could, if they wanted to, allow other detainees to leave the official premises of the OB.
From the Police Administration (UP), of which he is the head Nikola Terzic, previously confirmed the escape of LH to "Vijesti" and said that an employee of that institution would be subject to disciplinary action. They did not answer additional questions from the newsroom regarding the escape and the other two minors. The query was sent on August 28.
Head of the Basic State Prosecutor's Office (ODT) in Podgorica Dusko Milanović yesterday he told "Vijesta" that "the prosecution has not yet established a case related to the actions of police officers in relation to the MLDB. LH, VZ and BZ, and on the occasion of their escape from the detention facilities of UP OB Podgorica".
As an unofficial source told "Vijesta", at the time of the escape, LH was in one, and the other two minors, VZ and BZ, in another detention room. One of them, setting up a "thief's door", helped the other to get out through the ventilation opening, after that he opened the room where he was with his roommate and the one where LH was on the other side.
After leaving the detention rooms, according to the same source, they took a mobile phone and a card that allows unlocking the door from the police officer, who was sleeping. Then, according to the "Vijesti" source, they exited through the garage and thus left the building of the Police Directorate.
The three minors, as unofficially told the newsroom, have known each other for a long time and committed crimes together - theft.
After escaping from custody on June 1, LH was deprived of his liberty five days later, on suspicion of having committed the criminal offense of aggravated murder. A seventy-two-year-old corpse FB he was found on June 6 at Vrele Ribnički, in the Konik settlement, in Podgorica, and on the same day the police informed the public that they had arrested an older minor on suspicion of having committed the crime.
At the time, the UP announced that citizens had informed them about the lifeless body of an elderly woman. The public is not even informed that LH was in custody for another criminal offense five days before the old woman's corpse was found and that he also escaped from the detention premises.
The case became public after LH arbitrarily removed himself from the Center for Children and Youth "Ljubović", where, due to the criminal offense of aggravated murder, after the expiration of 60 days of detention, and until the completion of the preparatory procedure, he was placed according to the decision of the High Court.

"Vijesti", having access to the court files, found out that the court, when pronouncing the temporary measure of placement in "Ljubović", was aware that LH had been deprived of his liberty before the murder of the old woman and that he had escaped from the detention facilities in Podgorica. However, it was not known when exactly this happened in relation to the murder. "Vijesti" then asked questions, after which the Police Directorate confirmed the allegations about the escape and specified that LH escaped from custody on June 1.
At that time, they also said that the minor was staying in the official premises because of another criminal offense and that, due to LH's escape, proceedings were initiated against one official for serious breach of official duty. However, they never mentioned that on the same day, two of his peers ran away from the police with that minor.
From the Ministry of Internal Affairs (MUP), which he heads Filip Adzic, two days ago they told "Vijesti" that the Department for Internal Control of the Police initiated the procedure to determine responsibility for the escape of LH from police custody in Podgorica. They also said that the inspectors of that sector of the Ministry of Internal Affairs are also entrusting the actions of the police, after the request for help from the administration of "Ljubović", where the juvenile, after being suspected of serious murder, was placed, then escaped.
After that escape, LH committed another criminal offense - aggravated theft, and after he was caught after a three-day search, he was ordered to be detained for 30 days.
Due to the escape of a minor from the detention premises, the Council for Citizen Control of Police Work also asked the UP for details and in what sense the responsibility of the police officer was valued.
In connection with the actions of the police, "Vijesti" sent a request for free access to information and requested an insight into all the documentation related to the event of June 1, as well as the documentation in all the procedures that were conducted or are being conducted by the MUP and/or the Police Directorate in relation to the officer who, according to UP, is solely responsible for the escape of minors from custody.
Imprisonment proposed for aggravated theft
The ODT Podgorica told "Vijesti" yesterday that a case has been opened against minors LH, VZ and BZ in that prosecutor's office "because of the well-founded suspicion that they committed the prolonged criminal offense of aggravated theft".
"The aforementioned persons were deprived of their liberty by order of the acting prosecutor, after which it was proposed to the court to order them into custody. On July 4, 7, this prosecutor's office submitted a proposal to the Basic Court in Podgorica against the aforementioned persons to sentence them to juvenile prison," the response to "Vijesti" states.
At the time that proposal was made, LH was in custody on suspicion of having committed the criminal offense of aggravated murder. According to the newsroom's information, the other two minors were on the run at the time.
