The former president of the Municipality of Budva, Marko Carević, said that the night before the demolition of the barricades, ahead of the enthronement of Metropolitan Joaniki of the Montenegrin littoral, the then chief of the Budva police, Zoran Bubanja, and the then assistant commander of the Anti-Terrorist Unit, Petar Knežević, called him and said that they needed a machine from his company - a loading shovel (excavator ).
Tsarević said this today in Cetinje during the hearing against the defendant Miroslav Vuković, reports Cetinjski list.
"Petar Knežević, and then the director of the Police Directorate, Zoran Brđanin, informed me that it was an emergency situation and that by law I had to hand over the machine to them. I asked Knežević to let everything go with as little damage and problems as possible. I followed the machine to Obzovica , where I handed it over to the police, more precisely to Petar Knežević, and they further took over the command. So, the police assumed all further responsibility for the use of the machine, according to their tactics. In the conversation with Knežević and Brđanin, I said that they would bear all responsibility for eventual consequences, because in the end, we were waiting for the decision of the Government of Montenegro to take action," said Tsarević.
He also said that he assumes the responsibility related to Vuković, if, as he emphasized, there is any at all.
"Vuković told me about the events in Cetinje two days after the end. He told me that he skillfully managed to move the tow truck of the company 'Zrnožit', trying to do as little damage as possible, including other vehicles," said Carević.
When asked by the prosecution representative Anđela Radovanović whether he knew on the basis of which law he was asked to hand over the excavator, Tsarević replied that he did not know exactly on the basis of which article and law he was obliged to hand over the machine to the state authorities, but he said that it was and previously did in other circumstances, in the event of a flood and the like.
When asked by Radovanović if the mark on the machine was hidden, Carević said that it was his company's mark and that he thought that someone from the police had suggested it, but that the license plate on the machine was not hidden.
Kneževića said that he had been giving orders to excavator Vuković all the time.
"During this action, at no time did the defendant do anything of his own volition or deviate from the plan and orders that I gave him by gesticulation," emphasized Knežević.
Knežević described the police action of breaking the barricades, stating that the original plan was to go to the Belvedere.
"I changed the route, that is, the command, thinking that this way I would have fewer problems. At dawn, around seven o'clock, the work machine was delivered to Obzovica, where I said goodbye to Tsarević and the defendant Vuković. We moved forward in the direction of the city , and I moved with the command vehicle in front of the working machine until we saw the barricades. When we got to the barricades, I warned the citizens to disperse over the megaphone, but they immediately set fire to the tires and started using chemical agents against the police and oysters. I I gestured to the defendant Vuković to walk slowly towards the fire from the burning tires and he started in that direction. The defendant removed the tires with a work machine, there was huge smoke and fire, and after passing we came across a tow truck with no one in it and I showed Vuković with his hand to move the tow truck from the end. He did so and with the least amount of damage moved the tow truck in the rear part without overturning it. Further there were several passenger vehicles and the construction machine of 'Radoj Dakić'. The defendant removed or moved these vehicles and that machine. He did this with as little damage as possible. He did not throw any vehicle off the roadway. Behind the defendant, i.e. the work machine he was driving, the police with several vehicles and vans followed, because we needed more space to pass. All the time, chemical agents and oysters were thrown at the defendant, i.e. the work machine he was operating. I saw every detail, how the defendant moved and removed the vehicles, and only one vehicle was overturned on its side, gray in color, but the defendant did not lift that vehicle up and throw it, nor was it possible to lift it, but by moving it overturned on its side. There were no people in these vehicles while we were removing them. After we removed these vehicles, everything ended in 10 minutes, approximately, and after that there was no contact with citizens or anyone," said Knežević.
The main trial will continue during December, when witnesses Miodrag Drobac, Milana Bojić and Marinka Šćekić will be heard.
Vuković is accused of damaging several passenger and cargo vehicles on September 5, 2021, during the demolition of the barricade set up by the citizens at the Adžić bend, while driving the excavator of the "Car invest" company. Bagerista Vuković denied guilt, stating that he received a verbal order from Marko-Bat Carević, the owner of the company where he has been employed for years, to prepare a machine, a so-called loading shovel, which would unblock the Budva-Cetinja road.
The total damage according to the indictment is 7.925,23 euros.
