From the position of director of the Agency for the Prevention of Corruption (ASK) Jelena Perović she cared about interest Vesne Medenica, in the proceedings initiated against KAS due to the decision not to prosecute the former President of the Supreme Court due to non-exemption in the selection of candidates for judges of basic courts.
This emerges from the transcripts of their conversations, which are part of a case against the former president of the Supreme Court, who is in custody.
"Tomorrow, a trial is scheduled in the Administrative Court in connection with the Agency's decision that you are not in a conflict of interest regarding candidates for judges. I don't know if they invited you, but it would be good if you showed up or through a proxy", it is written in the message that Perović sent to Medenica on April 21, 2021.
Then the former president of the Supreme Court replies that she does not think of going to the Administrative Court:
"No one told me anything. I will call Branko, but it doesn't occur to me. They repeated everything and there are no consequences even if there was a conflict".
After that, Perović writes to her that he thinks that non-governmental organizations cannot be a party to the proceedings and complains about the judges of the Administrative Court.
“Okay. I think that NGOs cannot be parties to the proceedings. But the Administration will not accept my arguments, nor Article 10 of the Law on Administrative Disputes, who can be a party... At the judge's Medine Mušović is... We hear each other...".
"Okay, those are all 'experts'," Medenica answers her shortly...

On November 26, 2021, Perović boasted to Medenica that the Supreme Court rejected as unfounded the request of the non-governmental organizations HRA and MANS, which requested a review of the decision of the Administrative Court from April 22, 2021. The Administrative Court decided to reject their lawsuit against ASK, filed because of the decision not to initiate proceedings against Medenica and Mladen Vukčević.
On November 26, 2021, nine days after the Supreme Court handed down its verdict, Perović sends Medenica a muštuluk - a photographed first page of the verdict and a heart emoticon.
Menica responds to her with the same emoticon...
Conflict of interest
Before the dispute in the Administrative Court, on August 9, 2019, the non-governmental organizations Action for Human Rights (HRA), the Network for the Affirmation of the Non-Governmental Sector (MANS), the Institute of Alternatives (IA) and the Center for Civic Education (CGO) submitted two requests for establishing violations of the provisions of the Law on Prevention of Corruption with regard to the conflict of interests of the then President of the Judicial Council Mladen Vukčević and members of that body - Medenica.
The requests were submitted because Vukčević and Medenica, when deciding on the selection of candidates for judges of basic courts, did not exclude themselves from the decision on the selection of four candidates - the children of their long-time friends, that is, advisers from the cabinet.
Those four NGOs then assessed that Medenica and Vukčević did not act in accordance with the Rules of Procedure of the Judicial Council, which in Article 10 requires the president or member to be exempted from participating in the consideration of issues and decision-making that concern him, his relatives, his spouse, as and "if there are other circumstances that raise doubts about impartiality"...
"Contrary to this norm, they participated in the examination and evaluation of the persons related to them - candidates in the competition and in making the final decision on their selection. In this way, in addition to the Rules of Procedure, they also violated the Law on the Judicial Council and Judges, which requires impartiality from members of the Judicial Council, as well as the Law on Prevention of Corruption, which requires compliance with regulations on preventing conflicts of interest, i.e. exemption in case of circumstances that indicate a conflict of interest in relation to related parties", announced HRA at the time.
Agency, whose head he was at the time Happy Radonjic, however, rejected requests to initiate proceedings against Vukčević and Medenica, concluding that the selection of candidates was carried out in accordance with the Law and the Rules of Procedure of the Judicial Council...
Not in the "media circus"
Perović, answering a set of questions, wrote to "Vijesta" that she does not accept being part of the media circus:
"I do not accept to be part of the media circus and comment on alleged transcripts of messages, the authenticity of which no one has confirmed and cannot confirm, and for which there is a well-founded suspicion that they were obtained and forwarded to you in an illegal manner".
She did not specifically answer the questions of "Vijesti" as to why, from the telephone number she still uses today, she reported to Medenica, nor did she explain her interest in the state of the case files even after she left the Basic Court of Cetinje, but also why she transmitted the information Honey...
She forgot to have Medenica sign her minutes
Less than a week after she sat down in the chair of the director of KAS, Perović arranged with Medenica by phone to come to KAS and make a statement, and it appears from the messages that she forgot to have the then president of the Supreme Court sign the minutes.
"What you are doing? I have an appointment tomorrow at 12 noon," he wrote in a message sent to Medenica on July 30, 2020.
Medenica replies: "Tell me when to come," and is instructed to do so whenever it suits her.
"Whenever suits you. Shall we at 10 a.m.? Everything is free for me until 12 noon," Perović sends her with a smiling emoticon.
Medenica confirms that she will come at 10 a.m., and they continue their correspondence the next day, when Perović informs her that she did not sign the minutes.
"You didn't sign the minutes for me. Are you still in Podgorica?", asked Perović on July 31 at 11.10:XNUMX a.m.
“I'll send this one of mine now. I'm in the office," replies Medenica, from which it follows that she did not sign the minutes at the Agency.
The Agency expedited cases in the Cetinje court
It is clear from the many exchanged messages that Perović remained loyal to Medenica even after she left the position of president of the Basic Court in Cetinje, from which she regularly reported to her and asked for suggestions on how to proceed in numerous cases, even after the former first lady of the Montenegrin judiciary retired...
Perović was elected as the director of the Agency in July 2020 after consultation with Medenica, as can be seen in the messages they exchanged.
"Good morning. What you are doing? I hope you are resting for the holidays. I should see you if you are free these few days or on Wednesday morning. I received a job offer, so I would like to see and hear your opinion with you", Perović sent her on July 12, 2020.
Medenica tells her that she won't be at work for the whole week and suggests that they talk through the WhatsApp application.
"Hang on. Don't put us down," Medenica sent her on the day when the Council of the Agency elected Perović as the new director after the hearing.
The two of them communicated even after that, and in September about the cases that are pending before the Basic Court in Cetinje.
"I call you when I look. P954/18 scheduled for hearing on 17/9 (postponed due to the expert because he was in isolation), and P829/18 scheduled for 20/10 hearing of the litigants. Postponed due to covid. They will do everything to finish in two months", wrote Perović to the then President of the Supreme Court on September 14, 2020.
