The head of the Kavac criminal clan, Radoje Zvicer, hired associates from the police to enable his wife to obtain a license for weapons and delete her from the list of persons of security interest (BIL).
That task was taken over by the then informal leader of the police team for operational support, Petar Lazović, contacting several people in order to meet the fugitive from Kotoran.
The now-arrested policeman, through the military attaché of Montenegro in Croatia, Ivan Mašulović, and the assistant director of the Police Administration at the time, Enis Baković, urged that the job be ended in favor of his partner.
"Vijesti" has no information on whether and who helped him in that work and whether Lazović was met at all, despite the questions sent to the Police Directorate.
"Professor, how are you, I have one request for you, because I have freedom. Tamara Zvicer, the wife of this Swiss who was wounded in Ukraine recently, submitted a request for weapons down at Banićević's (he wants to have a regular gun in the house, it gives her security) and now she was refused, there is no problem except that she is his wife, and she wouldn't be the only one who got it, there are dozens. So she would submit the request again, and you to help, to tell Goran to approve her, because I don't have freedom with him. They are great Montenegrins and for Montenegro to their graves", it is written in the message sent by Lazović to Mašulović.
He then forwards that phone message, through an encrypted application, to Switzerland in November 2020. He also sends him Mašulović's reply, from which it follows that he will call Banićević and Lazović to inform them back.
It is forbidden to download photos without the consent of the editors.
The latter thanks him, with the message that he wouldn't ask that they don't deserve it: "You know it yourself, and your friends and ours"...
Information about this was provided to Montenegrin investigators by the European Union Law Enforcement Agency (EUROPOL), after they "cracked" the protected Sky application in March 2021...
In his communication with Zvicera, five days before the rejection decision was made, Lazović lays the blame on Goran Banićević, the head of the Herceg Novi Security Center at the time.
The Police Administration did not respond to whether and when they issued a permit to carry weapons to Tamara Zvicer, despite the negative decision number 23-UPI-220/20-11487, passed on November 10, 2020.
“I have two things. The first is that they refused my wife, because he was BIL. Is it possible to take it off and give those weapons, since they gave them to others as well", Zvicer wrote to Lazović on November 5, i.e. five days before the decision was officially written...
The policeman at the time excuses himself, which he does in the following days during the correspondence regarding the issuance of a license to Zvicer's wife.
“Now I'm going to call it. Morons. They couldn't, it's someone from KO, because we gave a positive opinion, because there is no work. It's the Kotor operative... Now I've sent for T to ask if the BIL has been inserted," he writes to him.
Zvicer answers that he did, that Veljović (Veselin) did it, without their knowledge...
The now arrested Veselin Veljović was the director of the Police Directorate at that time.
“Did you see this for my wife, did BILL. To move that bitch. Is there anyone who can finish it for the weapon?” Zviter asks later that day.
"It's down to Banićević down here. Now I'm going to try something," the policeman replies, after which he receives a message from the head of the bar:
"Let one remove the stench, the third time you call him".
Lazović sends him a photo of the phone screen of the message he claims he sent to Masulović, and then the messages sent to Baković.
"Now I will tell father Tamarin to hand it over on Monday, and then I will tell them that I met you and that you said that it is not your level, nor is it of interest to you"...
After the forwarded messages, he also writes to Zvicer that he will personally call Banićević when Mašulović informs him.
"It will be that he didn't see it off, that it was the sector workers...", writes Lazović. Zvicer explains to him that his wife did not receive a solution, but that a woman from the police informed her about it...
Every day, the head of the bar sends that the solution is written: "They refused the woman for weapons. They say in Kotor that they are a branch and they only pay them back from PG".
Lazović explains that she is sitting with Milorad Žižić and that they have sent a request to issue her a permit.
"Mićko is with me now. We sent not to dispute anything, because we don't have any knowledge about her. They called this Banićević, he said that a letter was received to challenge all those who surrendered and the problem of why it is so, because of Slobo, Slobo's wife and someone guarding Slobo who got it... And then it is possible that these kurtons from SKP will start searches. And that what is approved be taken for verification. As for BIL, it is not on the list. Bila, we took her then, she doesn't have a blue warrant, we took her notification", reports the policeman to the head of the clan.
He got the answer from him: "Let them take it for inspection when it is regular, but who should we see to push that permit". After that, Lazović turned to Baković,
"Nobody now, because it's with Baković gli*avago, we have to wait and see who it will be, because they deliberately started this story about T and now, like, because Slobo was walking around PG with a weapon... but we'll see," the policeman explains to him.
Zviter writes to him that Slobo did not walk with a permit...
"I know it's not, but those from SKP are forcing it, we'll see what happens, will everything happen now, they stink, they're scared," he answered.
I'm knocking on your house
Correspondence about the permit to keep weapons continues in the following days, and Zvicer again, at the end of that month, while Lazović orders him to remove the police from Kotor, because his team, which he prepared for the execution of a criminal offense, was scared, he asks that policeman to complete the permit Tamara.
That day, he also sends him photos of the muffler he bought for him, after which Lazović asks to pay for it, which Zvicer refuses.
“I won't brother that. My whims, so just tell me how much... I have your gun, do you want me to send it to you, it's new, I only fired one round to try it out, worn out number", Lazović asked the head of the coffee shop on November 25.
"When you finish the license, then," Zviter replies, and the policeman writes to him that then he will give her a regular pistol, and that this one is for him.
"You will or to send T p010 Nov. And when she gets it, what were you thinking of buying her", asks the policeman.
"No, brother, thank you, as if you sent it, just to get that permission," Zvicer replied.
"He'll get it, he'll have to do it to me," the policeman replies, and then asks Zvicer again which gun he was thinking of buying for his wife and tells him that the one who wanted to honor him is waiting for him...
"I didn't give you a gift so that you would give it back to me, because then that's not it," replied Zvicer.
"No, brother, as a gift, it was an honor when old Montenegrins gave gifts. I have from you, you from me. It doesn't matter what it is, but who it is from," writes the policeman.
He insists that Zvicer tell him which gun he planned to buy for his wife, so that he can do it.
"I'll see when the permit comes, leave it to you," answered the Kotoran.
At the end of November of that year, Lazović now asks the Swiss to send him the decision denying his wife a permit, and after a few days to send him her statement, and then he writes to him:
"Goran Banićević, I called him to see what is controversial about Tamara. I said I don't know you, but I'm glad you're Montenegrin and that I hate schlemp, because he hates me and my friends. Praised you after that".
Zvicer, with derogatory qualifications about Banićević, replies that that chief knows him well and that 20 years ago he threatened to plant heroin on him.
"He knows me well, that's a bitch." They told me 20 g ago that they would put 20 g of yellow in my car. So I told him - now, forever, if someone does that to me, I'll hit you on the house," writes Zvicer.

The police administration did not answer questions about whether, and if so, when they issued a permit to carry weapons to Tamara Zvicer, despite the negative decision.
The question of who issued that decision and how the security obstacles were removed remained unanswered, as well as the question of whether and, if so, when, by whose order and with what explanation, she was deleted from the list of persons of security interest.
They did not even answer the question, given that the Law on Weapons does not deal with it, whether the Police Directorate has a special rulebook according to which the license to carry weapons is issued to "great Montenegrins"...
