We have to put an end to that gang, said the former mayor of Podgorica Ivan Vuković in March 2020 to the then President of the Supreme Court, Vesna Medenica.
This is written in the context of the arrest of several citizens of Podgorica, who prevented communal police officers from removing the barricade set up in Yerevanska Street.
Everything is happening during the covid pandemic and the prohibition of gatherings, and the then first man of Podgorica is asking the head of the judiciary to urge the detention of Vanja Đurišić from Podgorica and his family members...
"After being brought before the judge for misdemeanors in connection with Art. 11 of the Law on JRM persons Đurišić Vanja, Đurišić Savo and Đurišić Danijela - they were released home. Today we packed up the Đurišićs, but it's all for naught with people like this in the system," Vuković sent to Medenica on March 21, 2020, from the number he still uses.
Less than two hours later, he writes to her again: "President, when those detained on criminal charges are detained, it is important that the judge does not release them after two days."
Medenica replied that she had heard from the then Minister of Justice Zoran Pažin - to give instructions regarding the stay in custody.
“It shouldn't. I'm at work on Monday, so I'll follow up. I spoke with Pažina about his stay in custody to give instructions," the President of the Supreme Court replied.
After that, Vuković thanked.
"Thank you. We have to put an end to that gang", he writes, and Medenica replies - "Well, it's only one".
"One by one," answers Vuković.
On March 12, 2020, Vuković complained to Medenica about the prosecutor handling the Đurišić case: 'President, pay attention to this disgrace. The prosecutor urges us to act on the lawsuit of the sleazy Vanja Đurišić. And three months ago, conditions were met for him to go to prison for non-payment of fines, and no one is responding. I will call Ivica tomorrow. What the Basic Prosecutor's Office and the Misdemeanor Court are doing is a shame for the state,' the then mayor said in a message
On the day when Vuković asked Medenica to send the Đurišićs to custody, part of the Đurišić family members were arrested in Podgorica's Yerevanska Street, after they opposed the attempt by communal police officers and employees of the company "Čistoća" to clear the barricade that the family had set up. years before that, claiming it was private property, not city property.
On that day, the Police Administration announced that they provided assistance to the Municipal Police and detained several persons who had gathered and prevented the officers of the Municipal Police and the Municipal Inspection from carrying out official actions.
"The police detained several people and informed the Basic State Prosecutor's Office in Podgorica about the incident. V. Đ., D. Đ. and S. Đ, while a misdemeanor charge was filed against B. M. for the same offense in the regular procedure. In addition, due to the violation of the temporary measure prohibiting the gathering of citizens, the police deprived V. Đ., A. R., and Z. Đ. and S. Đ. These persons are suspected of having committed the criminal offense of failure to comply with health regulations for the suppression of a dangerous infectious disease," the police announced at the time.
The Neanderthals also froze
About ten days before he requested that the Đurišićs be detained, Vuković complained to Medenica about the actions of the prosecutors in the case against the family.
"President, pay attention to this embarrassment. The prosecutor urges us to act on the lawsuit of the sleazy Vanja Đurišić. And three months ago, conditions were met for him to go to prison for non-payment of fines, and no one is responding. I will call Ivica tomorrow. What the Basic Prosecutor's Office and the Misdemeanor Court are doing is a shame for the state," he wrote to Medenica on March 12 of that year.
He gets the answer from her that she is there for everything he needs:
"I can't tell you anything about the prosecutor's office, but I can tell you about the misdemeanor court." Just send me the details. This prosecutor is not normal, that's what the judges tell me. I'm here for anything you need"...
In mid-September 2020, Vuković asks Medenica to "look into" the case of the Parking service, noting that the court responded to one of the two requests for revision...
Medenica forwards him the message she received from her colleague from the Supreme Court, Judge Nataša Božović, who informed her that the subject of the Parkig service is with her, and that it is not realistic to finish it by mid-October...
"I have the subject of Parking service in the works. Just before I left for Belgrade, I took him to the council meeting, which was also the first meeting held after the annual vacation. However, as there were some dilemmas regarding the proposed disputed legal issue, the decision was not made at that session, so it will be done after my return to Podgorica", he wrote in the message forwarded to him by Medenica.
In exchanging messages and asking for favors, Vuković at one point complains to Medenica about her colleagues:
"President, look at what your colleagues are doing with the new building at the Old Airport. The inspection sends me pictures from the field. This is a scandal. Please respond to these Neanderthals".
He gets the answer from her that they do their job without holding back:
“What is this, dear brother. Do your job to the end without holding back. Fools"...
Vuković did not respond to "Vijesti" questions about communication with Medenica, sent to the email address from their official website.
"Agenda"
Medenica, from the position of president of the Supreme Court, and even after she left office, communicated with numerous judges, prosecutors and state officials...
On the "agenda" there were often issues of court or prosecutorial cases, but she was also interested in which prosecutor was acting on the reports she was interested in, she requested postponement of the execution of the sentence, "ordered" detention... She also asked some judges what decision to make regardless of the state of the files...
All this is shown by the correspondence found in her phone, confiscated after Medenica was arrested on suspicion of abusing her official position and being part of her son's criminal group...
In a separate proceeding, the Special State Prosecutor's Office is checking whether there are criminal offenses in the messages it exchanged with judges, prosecutors, state officials, the current and former director of the Agency for the Prevention of Corruption...
SDT accusations
Vesna Medenica is accused of being part of a criminal organization formed by her son Miloš Medenica.
The Special State Prosecutor's Office charges that multi-member group with numerous criminal offenses - creation of a criminal organization, smuggling, giving and receiving bribes, illegal influence, abuse of official position, drug smuggling...
In that prosecutor's document, among other things, it is written that Medenica accepted bribes in order to influence court verdicts, but also pressured her colleagues to make decisions in favor of those she urges, regardless of the state of the files...
