The Police Directorate (UP) announced that in the period from 2019 to 2023, it registered 1.710 juvenile offenders in Montenegro.

They explained that the largest number of crimes committed by minors is in the area of property crime - more than 50% of the total number.

"Officials of the Police Administration continuously monitor and analyze the state of criminal activity at all levels, with the aim of creating a favorable security environment," said the police.

They explained that one of the important social challenges, which, as they say, is the primary focus of law enforcement and general prevention, is the problem of juvenile delinquency, especially considering, as they said, that this is a vulnerable group - juveniles and children.

"In 2023, 313 offenders were registered, in 2022, 306, in 2021, 354, in 2020, 346, and in 2019, 391 offenders. On average, over 340 juveniles per year commit one of the criminal acts," the UP added. -a.

They emphasized that in the age structure it was recorded that in more than 50% of the cases, the perpetrators are older minors (from 16 to 18 years old), and the gender structure indicates that in more than 90% of the cases, the perpetrators of the crimes are men.

The police explained that many factors influence the development of juvenile delinquency, such as, as they stated, emotional characteristics, dysfunctional family, deficiencies in the educational system, various social factors, and more recently the negative influence of social networks, etc.

"Prevention of juvenile delinquency is aimed at timely recognition of risk factors for criminality, which requires a multidisciplinary approach, including family, school, competent professional services, media, non-governmental sector, sports teams, and other associations and entities," said the police.

They explained that UP officials in relation to this category of persons, respecting, as they say, their old age and vulnerability, continuously undertake preventive activities aimed at eliminating the causes or reducing their effects.

"For years, the police administration has been carrying out a large number of preventive and planning activities, continuous actions, such as the "Youth" action, with an emphasis on suppressing peer violence, preventing the commission of criminal acts, preventing vagrancy and begging," they added.

They pointed out that through the implementation of these activities, controls and tours of catering establishments and other places where minors most often gather are carried out.

"Tribunes and lectures are organized in educational institutions on the topic of drug addiction, gambling, alcoholism, internet violence, traffic safety, and the like, in order to recognize the negative effects and consequences of deviant behavior," they concluded in the announcement.
