The head of the Kavac clan, Radoje Zvicer, stated in December 2020 that their team, together with the former president of the state and the former chief special prosecutor, could comfortably manage the country, but that they would first have to remove the "traitors" who are investigating them from the security services.
He said this in correspondence with the then police officers Petar Lazović and Ljubo Milović, which is part of the evidence of the Special State Prosecutor's Office in several cases against organized criminal groups.
"Your father, Milo, Katnić, Tigar and all of us can lead Switzerland, not Montenegro. As far as we're concerned, we don't need any tenders or anything, just so we don't burden ourselves with other people's works. Don't wave other people's flags and everything is fine with us", he sent in a group chat with those two policemen.
"That's right, you couldn't have said it more humanely and honestly! I think the same, without both Zorans!" Lazović replied.
In the protected Sky communication, that trio often mentions former state president Milo Đukanović, former chief special prosecutor Milivoj Katnić, his then close associate Zoran Lazović, and businessman Ranko Ubović. The owner of the Bemax company is called the Tiger.
Before stating that they could lead Switzerland, let alone Montenegro, Zvicer asks Lazović to "remove" traitors from the police, i.e. those who are investigating them, and who, judging by the conversation, were not on the payroll of that clan .
In this context, they mention the then director of the Police Directorate, Veselin Veljović, but also Dragan Radonjić, who at that time was the head of the Special Police Department.
They then accuse him in messages of working for an opposing criminal clan, but also of being in collusion with Vijesti journalists.
Because of this, Milović explains to Lazović that he "put Radonjić in the groove a bit", while Zvicer asks that the policeman's father, the then assistant director of the Police Directorate, ask his colleague - "if he has anything to do with the clans"...
"I influence and help as much as I can, but there are many traitors," Petar Lazović complains to them.
The now fugitive Milović then criticizes Katnić for not choosing a side two years earlier, adding that the government would survive that way, but they would also defeat the opposing criminal group:
"If Kata had taken a stand two years ago and supported us, today it would be just us. And the hair would remain. Daka would be sent to heaven. Everyone happy and satisfied", he writes.
The alleged leader of the organized criminal group the Kavac clan then again complains to his associates about Radonjić, claiming that Katnić himself persecuted the Kavac clan through that policeman.
Lazović tries to defend him against Katnić, and blames Radonjić for the "persecution" of criminals.
Then he tells the head of the bar that he is completely honest with him and the officer (Milović):
"...And without foiling and it hurts me that they are targeting me and barking behind my back. There is no authority that can change my opinion towards my comrades. At that time, until the officer came and introduced the Committee, no one mentioned it, but everyone said that the Kavčani were working against us, and they were pushing the skalkarka... Well, when it comes to you, it's so different, but we can't do it ourselves either, we can't avoid it "Tiger and a couple of comrades rely on 10 people to serve," he writes to Zvicer.
The leader of the barracks then complains that his team and the team of the late Jovan Vukotić are treated unequally by the prosecution, claiming that certain cases are being framed against the barracks, that his soldier Mario Milošević is being tried without any evidence, and that despite this it is said that the state protects them.
"Well, I don't know what I asked to be fair... They acquitted Klemp for shooting at my wife and child, shot at Stupar and Radonjić, every grandmother knows that and lets go, I just don't know why they are talking about us the state protects", sends Switzerland.
After that, Lazović starts justifying to him that "that one group" wanted to break everyone - from his father to Milović, which is why they are forced to fight on both sides - the skaljakars and the police.
"You fought poorly," the Kotorani tells him, and the policeman writes that they did as much as they could.
"Our heads are on our shoulders and no one has humiliated us. At least you don't have these domestic traitors, and as friends", the policeman answers him.
Zvicer states that he has too, but that they know how to deal with traitors, and then states that the team around the elder Lazović is afraid of Veselin Veljović.
"They're not afraid, dad, Tigar and Kata, I guarantee you that with my life! But he calls them the devil," claims that policeman.
Lazović was arrested on July 18, 2022, on the charge that, as an employee of the Police Directorate, he worked for a mafia organization managed by Zvicer.
The Special State Prosecutor's Office charges him in several cases, and he denied guilt at the hearing.
That prosecution filed several indictments against Zvicer, Milović and the former secret agent.
"News is the biggest enemy in the country"
During his correspondence with Peter Lazović and Milović, the head of the coffee shop spoke out against Vijesti and journalist Jelena Jovanović several times.
He did this by asking Lazović for an explanation as to why his father Zoran and Katnić did not remove Dragan Radonjić from the Special Police Department.
"Do the skalars love your father and Kata?", he asks rhetorically and gets the answer that he himself knows that it is not so...
"How does he hold Radonjic? As he does not see the combination of Radonjić and J.J. Because they don't see Vijesti as the greatest enemy of the state," writes Zvicer.
Mlađi Lazović replies that they see all that, but that Radonjić is "operatively holding J.J."...
"See, the boss didn't want to accept a meeting with them. And Z asked not to do that. He did not follow Duško Marković's proposal. Did Veljović want to help Kan and them, he asked the boss, but the boss didn't approve because Z was talking", Lazović justified himself...
