The Basic State Prosecutor's Office (ODT) in Podgorica has been investigating for four years the case related to the behavior of employees of the Podgorica Emergency Service according to Hurishi Emini the day before and on the day of her death, in October 2019.
"In this prosecutor's office, on the occasion of the death of an HE person, a case was established against an unknown perpetrator. Acting state prosecutor undertakes all measures and actions provided for by law, witness hearings in this case are underway," said the head of the Podgorica prosecutor's office. Dusko Milanović.
Huriša Emini, an oncology patient, died on October 19, 2019, the day after, according to her family, the doctors of the Podgorica Emergency Room "due to the unpleasant smell of the room" refused to provide her with care and therapy.
Husband Nejat, then the ODT in Podgorica, with the support of the Right of Montenegro, filed a criminal complaint.

In the meantime, as the family of the deceased told the newsroom, they were informed that in connection with the case of October 19, 2019, a disciplinary procedure was initiated against one doctor XX (name known to the newsroom), then employed in the Podgorica Emergency Room, for a serious breach of duty and that she was fined disciplined.
"Against the then employee Dr. XX, a doctor in the Emergency Medical Assistance team in Podgorica, the Institute for Emergency Medical Assistance initiated a procedure to determine liability for a serious violation of work obligations from Article 37 paragraph 1 of the General Collective Agreement 'non-performance or negligent untimely or negligent performance of work obligations, i.e. if the employee unjustifiably refuses to perform the obligations stipulated in the employment contract'. After the disciplinary procedure, the employee was declared liable based on Decision no. 7214 of June 12, 06, and a disciplinary measure of a fine of 2020 percent of the monthly salary for three months was imposed," it is written in the reply submitted to the Protector of Human Rights and Freedoms by the director of the ZHMP in October last year Vuk Niković.
In the same reply, it is added that in connection with the actions of another doctor XY (name known to the editors), for whom the Institute sent letters to the Ministry of Health and the Medical Chamber, no answers were submitted to the Institute.
"The failure to submit a report on the actions taken to implement the given recommendations was a legal obligation of the management from 2020, which did not submit the requested documents," says the reply of the director of ZHMP, which was submitted to the Ombudsman on October 23, 2023.
In the spring of last year, the family of Huriša Emini turned to the Podgorica prosecutor's office, with a request to inform them about the status of the case in relation to the application they submitted with the support of the Law of Montenegro.
"The day before the death of my wife Huriša Emini, on October 18, 10, the emergency workers did not even want to enter the room where my sick wife was, in order to provide her with medical help," stated, among other things, the deceased's husband in to that address and added that the allegations can be seen on the video.
The video was published by a part of the media, and the video was submitted to the authorities, among others, and the Protector of Human Rights and Freedoms.
The deceased Huriša, as the family previously told, was suffering from cancer and was in pain, which is why they often called an ambulance to give her the necessary therapy.
"On October 19, 10... my wife passed away, so together with my family I called the emergency services, so that in accordance with the law they would come to the scene and determine the death of the patient... When the emergency team arrived at apartment, which is also clearly visible on the video, the nurse just went to the door of the room where my dead wife was lying and without approaching, from the door, she confirmed the death, while the other nurse walked around the apartment with her hands in her pockets," he added. is Nejat Emini in his request to ODT last year.
