About 600 convicts threatened to go on strike, if the representatives of the executive power do not fulfill the pre-election promises they made to them, and if the Parliament does not pass the amnesty law in the shortest possible time, and that is the one in the broadest scope, according to which the sentence would be shortened for those convicted for all criminal acts.
This is written in a statement delivered by lawyer Damir Lekić, who explains that in November last year, as a representative of more than 600 convicts serving prison terms in the Administration for the Execution of Criminal Sanctions, he submitted several written initiatives.
"And primarily with the Prime Minister Milojko Spajić, the President of the Assembly Andrija Mandić, the President of the State Jakov Milatović, the Minister of Justice Andrej Milović and in other places, that in accordance with their pre-election promises which they as politicians, as well as their party colleagues, in the previous communicated to the prisoners during the period, take all the actions within their competence in order to obtain the conditions as soon as possible for the Assembly to include it in its agenda, and possibly pass the Law on Amnesty, and preferably the one in the widest scope, which would include a favorable position for all criminal acts," the announcement reads.
Lekić explains that he submitted the initiatives because he believes that the adoption of that law, in the scope mentioned, would have a favorable effect on the position and treatment of prisoners and their prison sentences:
"And especially since the Parliament has not passed an amnesty for a long period of time, i.e. no law on amnesty has been passed, and especially not the one in the scope in which it is now requested, all in order to protect the rights of prisoners"...
Lekić adds that in the period preceding the initiative to adopt the law on amnesty, other institutes prescribed by law, which would have improved the position and treatment of convicted persons while serving their sentence, did not function either:
"Such as the request for an extraordinary reduction of the sentence, pardon, and almost conditional release, which due to the recently declared unconstitutional institute of the Police Administration's 'security assessment', was in most cases inapplicable, since in the majority of cases negative , and the security assessments, which were declared unconstitutional and were not supported and explained by anything, rejected applications for release on parole submitted to the court randomly as unfounded. The situation is similar with other institutes, which treat the position of prisoners during the serving of the sentence, and after the legally concluded proceedings. that since the date of submission of these written initiatives, none of the representatives of the competent state bodies has spoken out in any way regarding the requested Amnesty Law, which also refers to the politicians who made such pre-election promises to the prisoners during their visits to the Directorate for the Execution of Criminal Sanctions Above, some of whom are currently in the highest state positions, and who are concerned with this issue, the prisoners request that they declare themselves as soon as possible and determine themselves according to these written initiatives, and that they clearly and publicly communicate their position which refers to the passing of the Law on amnesty in the broadest or other scope, because the prisoners in the remand, since there is the highest degree of agreement with them, will be forced to apply more drastic measures such as going on strike," wrote Lekić.
