Radovan Marković (29) from Baran was killed while he was trying to commit a serious crime against one or more members of the Kavački clan, a criminal organization opposed to them, together with Haris Kočan (29) and the citizen of Bosnia and Herzegovina VB (32), who was also arrested.
The alleged member of the Skaljar criminal clan, Marković, was killed yesterday, shortly after 18 pm, in Meterizi, and the police claim that the direct perpetrator of that crime is Kočan.
Acting Assistant Director of the Police Administration, Lazar Šćepanović, announced that officers of the Department for Combating Crime with colleagues from the Regional Security Center "Centar", with the coordination of the Higher State Prosecutor's Office in Podgorica, revealed the crime.
"During the intelligence measures and actions undertaken, an extensive blockade of the region from Cetinje to Bar was established in order to search for the perpetrators of this criminal act, as well as a search of the ground in order to find objects and traces related to its execution. The investigation was led by the senior state prosecutor from Podgorica, while all the capacities of the intelligence and security sector in the form of human resources, technical support, equipment were made available on the spot and in operational activities, where a helicopter unit was used for a certain period in order to locate and detain the perpetrators of the criminal act. In a relatively short period of time, after three hours of reconnaissance operations, the person, the direct perpetrator of the criminal offense of murder to the detriment of RM, was identified, the person HK (29) from Beran. Through comprehensive investigative actions, it was established that, now fatally, with the suspect HK and a third person, he planned to commit a serious criminal offense to the detriment one or more members of an opposing criminal group in a certain locality near the crime scene," Šćepanović said.
He explained that during the implementation of the criminal plan and realization of the serious crime, Kočan took the life of his friend Marković.
"While a third person set fire to the vehicle that was used in this criminal offense and which was intended for the commission of another serious criminal offense. The third co-perpetrator destroyed the means of execution (firearms) of the planned serious criminal offense by setting the fire. The vehicle that was used in the execution of this criminal act, as well as the planned one, is also the subject of another criminal act - it was alienated in a country in the region, which was confirmed in the international exchange of intelligence data during this investigation," Šćepanović explained.
He pointed out that today, in the continuation of the investigation, the policemen located and arrested a citizen of Bosnia and Herzegovina, VB
"Who is suspected of being connected to these criminal activities, and with whom a firearm was found - a 9mm glock pistol".
"The immediate perpetrator of this criminal act - HK was brought to the prosecutor's office in the Higher State Prosecutor's Office in Podgorica with a criminal complaint on suspicion of having committed the criminal offense of murder, as well as the criminal offense of illegal possession and carrying of weapons and explosive substances from Article 403 paragraph 3 of the Criminal Code of Montenegro ", Scepanovic said.
He also added that during the investigation of Marković's murder, officers of the SBPK and RCB "Centar" shed light on the criminal offense of aggravated attempted murder committed on November 20, 2023, in Cetinje, when Igor Mašanović and Nikola Drecun, members of the Cetinje cell of the Kavac clan, were attacked with a knife.
The police suspect that Kočan fired a grenade that night from a hand-held rocket launcher in the direction of the car in which Mašanović and Drecun were.
"In relation to the immediate perpetrator, we have data that he was employed in the Army of Montenegro in the previous period and underwent training in the handling of various types of firearms and training in the handling of a hand-held rocket launcher," announced the assistant director of the UP.
He said that, regardless of the crimes committed, the officers of the SBPK will give an adequate response to criminal groups:
"And continue intensive and decisive activities with a priority focus on neutralizing their actions and persons connected with them, and what reactions of the law enforcement authorities will be manifested by locating and prosecuting all responsible persons who contributed in any way to the commission of several criminal acts in in relation to criminal groups in order to create a favorable security environment".
