The President of Prava Montenegro, Marko Milačić, today submitted a criminal complaint to the Special State Prosecutor's Office (SDT) against the special prosecutor Sanja Jovićević.
In the press release of that party, it is stated that Milačič submitted the report "due to the well-founded suspicion that she was and is a member of a criminal organization, which, according to the latest allegations of the SDT, was created by Zoran Lazović, in which he was assisted by Milivoje Katnić, and in which Jovićević played a role to protect the perpetrators of criminal acts within this criminal organization from criminal prosecution by failing to fulfill their legal duty and unlawfully using their official position or authority, thereby creating the existence of criminal offenses - Creation of a criminal organization, Article 401a paragraph 2 of the Criminal Code of Montenegro, as well as the existence of a criminal offense Abuse of official position, Article 416 paragraph 1 of the Criminal Code of Montenegro."
"Prosecutor Jovićević, without a single substantial and legally valid reason, rejected as unfounded Milačić's criminal complaint against Zoran Lazović, which he filed on September 17.09.2021, XNUMX due to the well-founded suspicion that Lazović committed the criminal offense of creating a criminal organization in connection with the entry into Montenegro of Serbian citizens Veljko Belivuk and Marko Miljković," the announcement states.
In the criminal complaint filed today, Milačić proposed that the SDT expand the investigation against special prosecutor Sanja Jovićević and "other state prosecutors for whom there is a basis that, through their role in the criminal organization formed by Zoran Lazović and Milivoje Katnić, they committed or assisted in the commission of criminal acts for which a criminal organization is charged, and to which it contributed to judicial protection and failure to perform official duties in accordance with the law, and to take all criminal procedural measures and actions according to it, including deprivation of liberty, in order to prevent the influence of that prosecutor on the proceedings against the criminal organization and discovering other members of it in the justice system."
After submitting the criminal complaint, Milačić stated:
"In order to carry out monstrous murders on the territory of Montenegro by Serbian citizens Veljko Belivuk and Marko Miljković, three components were necessary: that someone allow them entry, i.e. lift the ban on entry into Montenegro, then have someone physically carry out the liquidations and finally have someone protect the perpetrators of these crimes from prosecution. According to everything, this third, among others, was in charge of special prosecutor Sanja Jovićević, whose signature is on the decision to reject my criminal complaint against Zoran Lazović, due to his participation in this criminal organization, which I submitted in September 2021 in at the time when Mrs. Jovićević's direct superior was Chief Special Prosecutor Milivoje Katnić."
"Thus, with her signature, further actions against Zoran Lazović, as well as certain officers of the Police Administration who were the subject of another criminal complaint, which prosecutor Jovićević combined with mine, and then rejected all together, were terminated. This is not the first time that Ms. Jovićević has in crisis situations, she rejects criminal charges based on the law, so in October 2009 she passed a decision by which she dismissed the criminal charge against Miomir Mugoša for the criminal offense of violent behavior, when he and his son physically attacked journalist and editor Mihail Jovović it wasn't enough, so believe it or not, she also filed an indictment against Mihail Jovović himself. Marko Miljković must be held accountable," Milacic said.
Prava Montenegro also submitted the entire content of the criminal report:
We transmit the criminal complaint in its entirety:
"Based on Article 256 of the Criminal Procedure Code, I am filing a criminal complaint against Sanja Jovićević, the special prosecutor in the Special State Prosecutor's Office. Reasoning:
"On September 17.09.2021, 401, I submitted a criminal complaint to the Special State Prosecutor's Office (SST) against Zoran Lazović, the former assistant director of the Police Administration (UP) for the Sector for Combating Organized Crime and Corruption due to the well-founded suspicion that he committed the criminal offense of creating a criminal organization on the occasion entry into Montenegro of Serbian citizens Veljko Belivuk and Marko Miljković, thereby committing the criminal offense of creating a criminal organization under Article 175a of the Criminal Code, as a member of a criminal organization that enabled the execution of criminal acts of this organization on the territory of Montenegro, and I proposed that the prosecution deprive Lazović of freedom due to the said criminal offense, orders him to be detained on the basis of detention from Article 1, paragraph 2, points 3 and XNUMX of the Criminal Procedure Code, and based on these detention grounds, proposes to the judge for investigation that he be ordered to be detained.
"The acting special prosecutor Sanja Jovićević, without a single essentially and legally valid reason, rejected my criminal complaint as unfounded, and since her direct superior at that time was Chief Special Prosecutor Milivoje Katnić, after new circumstances and a change in the leadership of the Special of the State Prosecutor's Office, and numerous new facts about the criminal activities of certain prosecutors and police inspectors, on March 30.03.2023, XNUMX, submitted an identical criminal complaint against Zoran Lazović for, as I stated in the report, his participation in the lifting of the ban on entry to Montenegro Veljka Belivuk and Marko Miljković, which directly resulted in the murder of several people.
"In the light of the latest events in which Zoran Lazović was arrested precisely because of the well-founded suspicion of committing this criminal act, and the fact that Milivoje Katnić was also arrested with him, who helped him in this, and bearing in mind that it was Katnić who was the direct superior of the acting to the special prosecutor Sanja Jovićević at the moment when, in my opinion, she unfoundedly rejected my criminal complaint against Zoran Lazović,
"I have a reasonable doubt that the acting prosecutor Sanja Jovićević was and is a member of this criminal organization in which she had the role of protecting the perpetrators of criminal acts within this criminal organization from criminal prosecution by failing to fulfill her legal duty and illegally using her official position or authority there will be criminal offenses: Creation of a criminal organization, Article 401a paragraph 2 of the Criminal Code of Montenegro, as well as the criminal offense Abuse of official position, Article 416 paragraph 1 of the Criminal Code of Montenegro.
"On the basis of the above, I propose that the Special State Prosecutor's Office expand the investigation against the special prosecutor Sanja Jovićević and other state prosecutors for whom there is reason to believe that, through their role in the criminal organization formed by Zoran Lazović and Milivoje Katnić, they committed or assisted in the commission of criminal acts for which charged by a criminal organization, and to which it contributed to judicial protection and non-performance of official duty in accordance with the law, and to undertake all criminal-procedural measures and actions according to it, including deprivation of liberty, in order to prevent the influence of that prosecutor on the proceedings against the criminal organization and revealing other of its members in the judicial system," Milacic stated in the application.
