After helping them enter Montenegro legally, the former agent Petar Lazovic he socialized, celebrated and hatched criminal plans with the Belgrade "brothers" Veljko Belivuk i Marko Miljković, and then sent them off with messages of gratitude - with the promise that they are safe in Montenegro.
"You are safe, you can travel. This is a safe country. Thank you for traveling with SBPOK (Sector for the fight against organized crime)", Lazović sends via Sky on January 22, 2021, a little after six in the morning.
He does this in order to report to his colleagues from the Kavaka clan at the break of dawn by phone about the arrest of scumbags who were planning to liquidate the mercenaries at the Tivat airport. Radoja Zvicer from Belgrade...
Belivuk and Miljković were on the blacklist of the Montenegrin security services, and then the ban was lifted from their names. For this reason, among other things, the former assistant director of the Police Administration and the father of Petar Lazović were deprived of their liberty the day before yesterday - Zoran Lazovic and former Chief Special Prosecutor Milivoje Katnic...
Lazović is accused of having formed a criminal organization and of recruiting Katnić, who then worked under his instructions.
According to the SDT, Katnić then gave orders to the previously arrested prosecutor To Saša Čađenović how to act in certain cases..
At the end of January of that year, the elder Lazović and Katnić informed the journalists that Belivuk and Miljković were under day-and-night surveillance by the services and that they and their family members were immediately taken to the Kotor police for an informative interview upon their arrival in the country, where they asked for the reasons for their arrival. ..
While those leaders of the police and prosecutor's office assured the citizens that they had nothing to worry about, Petar Lazović and several of his colleagues from the police made friends with the leaders of the Kavački clan and their colleagues from Serbia...
That's when they come up with a plan to lure a rival criminal team to launch an armed attack on those Belgraders, deliberately spreading information about their arrival in Montenegro.
The team agrees on how to make it clear to the scammers the plan of movement of Belivuk and Miljković, so they pass this information on to the policeman whom they suspect of working for them, but also through a mole in that criminal group...
From the communication with the Sky application, it follows that their main target is the absolute leader of the Skaljar criminal clan. Jovan Vukotic, which they are trying to "get rid of" in any way - liquidation or imprisonment.
"We are doing all this to knock on the door of Klemp (Vukotić). I swear to you in both Z's that I smelled two destinies for him - one is creation, the other is goodbye Bosnia", writes Lazović in a group with Belgraders, Zvicer and Milović.
Zoran Lazović, however, claims on January 28, 2021 that he will thwart any possible criminal activity of theirs.
"If they are not enemies of Montenegro, there is no need for us to be afraid of anyone when they come... They will be under the surveillance of members of the Sector for the fight against organized crime 24 hours a day, and of course we will, in every attempt, part of them to engage in some criminal activity , thwart", said the elder Lazović in front of the journalists.
He warns the representatives of the seventh power not to "make criminals out of criminals", but to devote more space to culture, scientists, athletes...
A few days before that, his son Petar - then informal leader of the Special Operational Support Team, and police officers Ljubo Milović i Nebojša Bulgarian, they are hugging in Grahovo with the leader of the Kavac clan, Radoj Zvicer, and his mercenaries from Belgrade, and they recorded that socializing in a photo, which they share on the Sky group with other members of the clan...
Move, so he doesn't run out
According to correspondence from the encrypted phone application, the people of Kavka then try to provoke Vukotić to leave the house in order to kill him.
On January 21, 2021, the escaped policeman Ljubo Milović, hidden behind the nickname Evil Lieutenant, asks: "Did you play a little Vukotić", after which Miljković, who was hiding behind the nickname Kratos New, replies that he hopes he heard them.
"Move so he doesn't run away," writes the younger Lazović, who used the nickname Junior on the once protected application.
After Miljković states that it would be good if they were "chased by luck" if the skaljarac runs out, he receives a reply from Lazović: "They will run out, my feeling is not deceiving me. We need to make a plan to skin the earthworm. I would roast him, what Komita (Switzerland) would say. He recruits everyone. And these. Now he pushes all that".
Belivuk was then included in the correspondence, who was then using a temporary Sky account, with the temporary nickname Soprano. That Belgrader tells Lazović that everyone should go to bed, because they have to get on the plane early, and the policeman informs him that he has to wait "down here" - a police action that is trying to arrest the scumbags who are ready to liquidate two Belgraders.
Belivuk then offers him to wait with him, and Miljković adds: "How would they beat them, their mother Skaljarska"...
"Hahah, tomorrow Junior will move their kidneys", he writes, and Lazović replies that there is no one because "they are all collaborators".
That night they exchange several more messages, and then the next morning Lazović wakes them up at dawn with a message: "Morning, brothers have been arrested."
"The other shooter is Mile Jovanović, the one from NK that I played last Sunday. You are safe, you can travel. This is a safe country. Thank you for traveling by SBPOK", the younger Lazović woke up the people of Belgrade with a message...
Katnić refused to take food?
Last night, Lazović and Katnić were questioned by the investigating judge Goran Scepanovic in the Podgorica High Court, in order to decide on the request of the Special State Prosecutor's Office, which requested that the former leaders of the police and prosecutor's office be detained.
The hearing was originally scheduled for 18 p.m., but it started a few hours later because one of Lazović's defense attorneys, a lawyer Zoran Piperović requested the exemption of that judge in the proceedings, which was not granted.
Lazović and Katnić were remanded in custody for up to 30 days, due to the risk of escape and possible influence on witnesses, Marija Raković, advisor for public relations of the Podgorica High Court, told "Vijesta".
According to the newspaper's unofficial sources, Katnić refused to take food after his arrest.
They are accused of having committed the criminal acts of creating a criminal organization and abuse of office.
Among other things, they are accused of having acted illegally in several prosecution cases, thereby directly helping high-ranking members of the Kavaka clan to avoid criminal prosecution.
It is also suspected that they enabled blacklisted criminals to enter the country...
Former prosecutor Mira Samardžić heard in the investigation against Katnić
Former special state prosecutor Mira Samardzic, was heard yesterday in the SDT investigation against Katnić, "Vijesti" learns.
According to that information, Katnić mentioned her during the investigation into alleged illegalities in several cases of the prosecution that he managed.
The newspaper's source claims that it is not only about cases against alleged members of the Kavačac criminal clan, but also about actions taken on some international subpoenas...
Links and target drawing
The former head of ODT Podgorica, Nikola Boričić, said at one time in the Parliament of Montenegro that the head of the Higher State Prosecutor's Office, Lepa Medenica, called him three times and demanded that the arrested police officers be released in case of lifting the ban on entering Montenegro.
Boričić claimed that he did not even know how Medenica found out about the case on the night of October 13, 2021, at the same time accusing her of doing everything on the orders of former Acting Supreme State Prosecutor Dražen Burić...
During that period, then Prime Minister Dritan Abazović stated that the "ventilation" within the prosecutor's office should be checked, especially after the prosecutors' messages in the legislative chamber.
"If the case continues to be given to these prosecutors, the same fate awaits us as with Belivuk and Miljković... Let Lepa Medenica tell what kind of relationship she has with Zoran Lazović and everything will be clear to you," said Abazović.
After that, Medenica announced that Abazović "made a target" for her with such a performance.
A verbally transmitted "decision" to remove from the blacklist
Enis Baković allegedly repeated before special prosecutor Miloš Šoškić that there were no clearly prescribed procedures for adding and removing people from the list of those who are prohibited from entering Montenegro.
One of the sources told "Vijesta" that, adding that Baković repeated the statement he made earlier before the special prosecutor Sanja Jovićević.
Another interlocutor of the newspaper claims that Baković repeated that the management of the Police Directorate never made a decision to remove Belivuk and Miljković from the blacklist, but that it was most likely done verbally...
In October 2021, the former assistant director of the Police Administration for the Police Criminal Investigation Sector was questioned in that investigation, after the arrest and release of police officers Aleksandar Bošković and Saša Đurović, due to suspicion that they abused their official position and the ban was lifted entry to the members of Belivuk's group.
The Prosecutor's Office formed the case after the criminal complaint filed by the then State Secretary in the Ministry of Internal Affairs, Rade Milošević.
The lifting of the ban on entry into the country by Belgrade criminals was discussed a year ago at the Parliamentary Committee for Security and Defense.
It was then that it was learned that the Maltene case was stolen from the Basic State Prosecutor's Office in Podgorica, that is, the acting prosecutor at the time, Vukas Radonjić.
Radonjić then explained that in October 2021, while on duty, he was informed about the report against the employee for whom Milosevic had collected evidence.
He said that he found it interesting that at that time the police officers asked him for written warrants, which was unusual and which slowed down the proceedings.
"I was surprised... All the treatment lasted the whole day", he said.
Radonjić said that his plan was to interrogate the police officers who gave their statements to their colleagues as suspects and assess whether it was under the jurisdiction of that or the SDT.
"Because they could present a different defense to the prosecutor... I gave the police a verbal order to detain those persons, for fear that they could influence the proceedings. They did not want to act on a verbal order, and they told me that they were doing it on the order of their boss. I personally issued a written order at 23 p.m. to arrest two UP officers and told them to inform me when they were arrested. No one called me, except around midnight the head of the Higher State Prosecutor's Office (Lepa Medenica) who asked me to let the policemen go and said that I was acting illegally. I refused that. "After that, the then Acting Supreme State Prosecutor's Office (Dražen Burić) called me and told me to submit the case to the SDT," said Radonjić.
He said that, after arriving at the SDT, he found out that the case was closed with the dismissal of the criminal charges.
Prosecutor Sanja Jovićević defended herself that it is not true that she did nothing, but that she collected certain data and evidence, interviewed several people and only then made a legal decision.
She pointed out that in December 2021, she passed a decision on rejection, and that the decision on rejection is not a holy book.
