Yesterday, the trial of the former president of the Municipality of Ulcinj was postponed in the Podgorica High Court Ljora Nrekić and his former associates, who are accused of illegally employing 14 people.
According to unofficial information from Vijesti, Nrekić submitted medical documentation to the court, explaining that due to his health condition, he cannot attend the scheduled main hearing.
Before a special panel presided over by a judge Vesna Kovačević, in mid-June last year, the defendant Nrekić and the former president of the Ulcinj Municipal Assembly gave their defense Ilir Chapuni.
Both defendants denied having committed a crime.
As presented in the indictment, Nrekić is charged that from January 31 to November 30, 2020, in Ulcinj, as an official and public functionary, the President of the Municipality, by exceeding the limits of his official authority, obtained benefits for others and seriously violated the rights of others.
"In a way that is contrary to Articles 109, 113 and 115 of the Law on Local Self-Government, Article 5 para. 2 of the Agreement on the reprogramming of the tax debt of the Municipality of Ulcinj from 5.5.2015/6/4. and Article 4.12.2015 para. 200 of the Agreement on the regulation of mutual relations based on the realization of the rehabilitation plan of the Municipality of Ulcinj with credit indebtedness with a state guarantee from 14 December XNUMX. without publishing an advertisement for the implementation of the procedure for filling job positions and without obtaining a positive opinion and consent of the Ministry of Finance for new employment, and contrary to Article XNUMX of the Labor Law, he concluded contracts for the performance of temporary and occasional jobs with XNUMX persons for the purpose of performing certain jobs," the indictment reads.
The indictment also included the former president of the Ulcinj Municipality Assembly Ilir Čapuni, secretary of the Secretariat for Finances of the Municipality of Ulcinj Sead Osmanovic, former secretary of the Secretariat for Communal Activities and Environmental Protection Mustafa Goran, former director of the Protection and Rescue Service Saubih Mehmeti and secretary of the Communal Police Milazim Mustafa.
