This is just one of the messages exchanged through the once protected Sky application, in which the head of the boxer from Cetinje who was killed yesterday was sought. Dragan Roganović.

He was killed in the explosion of an improvised device placed on a tree in front of the Sports Center in the capital, and then activated around 9 hours and 5 minutes, when he was with a fellow citizen Peter Kaluđerović, Tas Jovanović i Mihajlo Borozan entered that facility.

Kaluđerović was also killed in the explosion, while Borozan and Jovanović, whose doctors fought for his life yesterday, were seriously injured.

From the top of the Police Administration, "Vijesti" was unofficially told that all four were members of the criminal criminal group Skaljar clan.

"Vijesti" has no information in which directions the investigation is going, but it is clear that yesterday's double murder is a continuation of the war between the Montenegrin drug cartels - Kavački and Škaljar.

In that conflict, a bystander was also injured yesterday - an elderly woman from Cetinje who was walking down the street at the time of the explosion.

An hour after an explosive device was activated in the capital in which two people lost their lives and three were seriously injured, the Police Administration announced that in coordination with the Higher State Prosecutor's Office in Podgorica, they are undertaking intensive reconnaissance measures and actions, the course and outcome of which will be the public be informed in a timely manner.

The Clinical Center of Montenegro announced that three people injured in the explosion in Cetinje were admitted to that institution.

"Patients were admitted with severe injuries to the lower extremities, stomach, neck, chest and pelvis. All patients are under the watchful attention of the KCCG teams. In accordance with the Law on the Rights of Patients, we cannot disclose more details," the announcement states.

The doctor of the "Danilo I" Hospital in Cetinje, Predrag Milošević, told reporters earlier yesterday that Jovanović was seriously injured and that the doctors were fighting for his life.

He explained that six people were injured in the explosion, three of whom were brought to the Cetinje hospital for surgery.

He pointed out that they tried to resuscitate Roganović:

"We tried to bring him back to life, but we failed."

Acting Director of the Police Administration Aleksandar Radovic announced that an explosive device with a directed effect of great destructive power was activated in Cetinje.

He said that the entire course of events casts a shadow over the good results that, as he claims, the police had in the previous period, during which they delivered concrete results, but that yesterday they saw that those results must be even better and more efficient.

He pointed out that he ordered the engagement of the entire composition of the UP.

"We understand the anxiety of citizens, especially in situations where we have accidental victims, this is a red line, Montenegro cannot afford any accidental victims. We are obliged to oppose every form of violence and crime, in every place, in every city, in every street, in all of Montenegro. Fighting crime must be a priority. It will not be an easy fight, but the state will win, not crime," said Radović.

He confirmed that the victims were members of an organized criminal group and called on all decision-makers, the Government and all deputies in the Parliament of Montenegro, to give the maximum contribution to the fight against crime.

"This day must never happen again," said Radović.

Acting senior state prosecutor Danka Ivanović Djerić she said that she hoped that the incident would soon be shed light on.

"Numerous traces were excluded, which will be the subject of an expert examination. An autopsy was ordered on the persons who lost their lives in this event. I expect the police to work together to find the perpetrators of this crime as soon as possible," she said.

The Assistant Director of the Police Directorate for the Sector for Fighting Crime, Lazar Šćepanović, said that the perpetrators of the double murder, for a certain period, monitored the habits of the victims.

"...That they used an advantage over their special vehicles - the blinds they used, how they tried to protect themselves from the actions of opposing criminal groups, and that they fixed an improvised explosive device with a pointed weapon on a tree at a height of seven meters by the effect of action and for which there is reasonable suspicion that it was activated from a certain distance by a remote control, aimed in the direction of four persons who were entering the Sports Center. Among these people was a random passer-by who was injured," said Šćepanović.

He pointed out that in the previous period they had information that the security situation in Cetinje was becoming more complicated, and that in that period they prosecuted 23 members of organized criminal groups and persons associated with them in the capital.

He said that the investigation is collecting information from the citizens of Cetinje and the citizens of the coastal municipalities and the territory of the Regional Center West, and pointed out that searches are underway, and that they hope to shed light on this criminal act.

Radović, responding to journalists, said that the police had intelligence that there could be a crackdown on criminal groups...

"The set of intelligence data has been saying for a long time that the reckoning of criminal groups is in progress, the two crimes that were previously solved were also a conflict between organized criminal groups, so - we had intelligence data that this could happen. Unfortunately, it came true," said Radović.

For months, the police feared that the showdown of criminal groups could take place in Cetinje, since a large number of members of criminal clans have been free for the last six months.

Most of them were released from custody because the court did not even issue a first-instance verdict three years after their detention. The largest number of people, whom the police misled as members of the OKG, are in the capital.

Pista talked about injuring boxers

The murdered Dragan Roganović (36) was identified in security circles as the closest associate of the Cetinje slagsmith Vladan Radomana.

That former professional boxer was wounded in December 2017 in Cetinje.

The protected witness of the Special State Prosecution, Bajram Pista, told everything about his wounding two years later.

At the end of 2019, he claimed before the special prosecutor Nataša Bošković that members of the Kavaka clan in the Spuška prison told him for which murders, attempts and planting explosives they were responsible for, but also that they planned the murder of Ivan Vukotić from Cetinje, Biljana Mančić from Belgrade, and unsuccessfully organized an escape Mario Milošević from the Kosovo prison, set fire to Ranko Radulović's cottage, killed a man in prison, wounded Dragan Roganović, to have the support of the Roganović (Duška) family.

His friend who died on the spot yesterday, Petar Kaluđerović (20) and the wounded Mihajlo Borozan (29) were arrested in early April on suspicion of having committed criminal acts - illegal possession and carrying of weapons and explosive materials. After a month spent behind bars, the court lifted their detention.

Taso Jovanović (46) was the actor of firefights in the capital several times - in 2013 he was a target, a year later his car was set on fire, and in 2015 he fired shots at fellow citizen Neđeljko Perović.

Perović and Aleksandar Saša Jabučanin were also his targets in 2018, when he seriously wounded them.
