Vesna Medenica told Predrag Nenezić, a former official of the Democratic Party of Socialists (DPS), that she would stir up the sea and possibly drown someone, because they are trying to portray her as a criminal.
She did this at the beginning of June 2020 as the president of the Supreme Court, on the eve of the demolition of the illegally erected wall in Krašići around the luxury villas, whose investors are her son Miloš and godfather, businessman Rado Gago Arsić from Tivat.
"I don't know if you're up to date, and you certainly are." Tomorrow at dawn at 7 Inspector Lakušić with the assistance of 10 policemen goes to demolish the wall. During the correspondence that "Vijesti" had access to, Medenica is looking for those responsible for targeting her and Miloš, stressing that there are much worse cases that are kept silent.
While Nenezić explains to her that because of this, he will be blamed through the media, to whom he will give lists of wild builders, even with "our names", she points her finger at the then mayor of Tivat, Sinuša Kusovac, marking him as the main culprit.
The Special State Prosecutor's Office investigated the construction of these controversial buildings, which dates back to 2011 and was issued to Medenica and Arsić by the then DPS-SDP government of Tivat with Mayor Dragan Kankaraš (DPS) at the helm.
"It seems that Siniša is not at all as guilty in this particular case as we thought... except that he swears on children that his calls to Podgorica were not aimed at removing responsibility from himself and the local communal inspection, I carefully checked in To the Ministry... it seems that he is not lying", writes Nenezić
The buildings "on the foam of the sea" were built exceeding the dimensions of the building permit, and according to the findings of the Network for the Affirmation of the Non-Governmental Sector (MANS), they also partially usurped nearby plots of land owned by the state, i.e., the Municipality of Tivat.
Then they also built two fence walls made of concrete blocks on state land and thus cut off the new promenade, which is why MANS filed a criminal complaint against Medenica and Arsić.
The correspondence between Nenezić and Medenica on this occasion begins on April 28, 2020, when Medenica writes to the former Minister of Tourism:
"There was so much fanfare because of the little wall. And now I'm going to work and I'm going to give many people... a mother for activism and blindness".
"But of course. We had agreed on everything and it could have gone smoothly. But the cattle will not protest for 1000 much worse examples of the devastation of space... this too will pass and it will be OK. And many people should be given peppers... pee, the cattle are nasty", Nenezić answers her.
He then explains that on this occasion he will meet with the then mayor of Tivat, Siniša Kusovac, in order to determine "how much time can be gained".
Nenezić writes that the godfather told him part of the story and that, in fact, all three will meet:
"Shame on him. Slime. Pi...", replies Medenica.
An hour before midnight, a member of the Main Board of DPS reported that they talked in his office from 17 to 22.30:XNUMX p.m.: "Our friend left, and I continued with Sinisa a little longer."
Medenica asks him why they are wasting time, he replies that he thinks it was important to apologize: “Our mutual friend has made a huge contribution to political victories in the last few years. And that must be appreciated... He helped Siniša a lot and we stood behind him together when he assumed this position. Recently there was a breakdown in good communication between them, unexpectedly for me, so tonight we resolved many misunderstandings and I hope things will improve... we are fully aware of all Sinisha's limits, as well as his administration. But we have to try to get the most out of it. We have no other choice”.
It seems that Siniša is not sinful
Nenezić then comes to Kusovč's protection, stating that in this particular case, "it seems that Siniša is not as guilty as we thought"... At the same time, he reprimands the director of the Directorate for Inspection Affairs of the Municipality of Tivat, Jovica Stojković, because he "proved to be the wrong choice".
"Tomorrow I will write in more detail... apart from the fact that he swears to the children that his calls to Podgorica were not aimed at removing responsibility from himself and the local communal inspection, I carefully checked with the Ministry... it seems that he is not lying... we will certainly to solve this, we agreed on how... but also to request that the entire belt from Krašić to Solil be examined"...
He explains that it does not occur to him to defend anyone, but he calls the intention of the inspection to demolish an illegally built building a shameful move.
"Because this is a shame. The municipal and state building inspection would have to work for a year just to list all the unauthorized construction. Jovica Stojković proved to be a wrong choice, a bad man, he rebelled. However, the utility actually did not have jurisdiction in the Morski Dobr zone. Which does not absolve them from their obligation in the specific case, where they could have bent their backs a little out of respect and obligation".
Medenica, however, claims that the Ministry of Sustainable Development and Tourism (MORT) said that this is the responsibility of the utility company, "but Kusovac said that he cannot do that."
"It could have been finished locally. It's hard to get out now. But the winds beat me forever past anyone. Kusovac is lying to you".
She then says that it is futile to say anything now.
"The promenade started from us and 30 stopped. No one can convince me that there was no intention. There is the essence and not in the consequence, which is multiple and affects me. But it hit me harder and more painful, so even this will pass. I will endure or others will feel it too, I swear," said Medenica.
She thanks Nenezić and tells him not to worry about the case anymore.
He replies that he won't let it go so easily and announces the opening of new hotspots: "Ah, no, no... I'm not letting this go... I have a plan." We're going to open up new hotspots in a lot of other places... I'll handle that. So we'll see who protects who and keeps quiet about the incomparably greater usurpation of space. So we'll divert attention from this... believe me, I didn't know about many wild ventures either, it's not my business either. But now it will be. You don't know how persistent I am when I'm busy".
He then sends her a list with the names of wild builders and usurpers of state property, and she states that it is a substantial document.
"I didn't really expect this much. Now we're going to open up the media story a bit. Let's just look carefully and not to trigger one of our own... or fire a burst. I'm not smart”.
"I'm nobody's look," replied the head of the judiciary at the time.
"Now you really made me laugh. Hahahahaa... that's exactly how it turns out. The horror”.
There are elections, be patient
At the beginning of June of the same year, Nenezić informed Medenica that he did not post anything from that report to the media, justifying it with possible local elections in Tivat.
"I have not released anything from this report to the media, because there is a possibility that the election will be televised on July 5. That would harm us. If a way is found to merge the local with the parliamentary, then all this will immediately go to the public. Better sooner than later. And that then draws attention to all the other rude wild constructions".
Medenica, however, scolds him:
"You didn't send the first one either. I gave it to the Prime Minister. There is not a single 'name' here that should not be touched, and I know them.
It broke on me and Gaga because Kusovac wanted it. Shame on him. What did the Prime Minister say, that the promenade did not start from the beginning but from the end. Now this has already taken the form of a parliamentary question and Miloš is suffering neither to my fault nor to his fault. He had no idea about all this and became a victim. I'm beside myself. But I will consolidate and it will hurt someone."
"I don't care about everything anymore. I have been working for the state and with him for 40 years, and a wall that can be knocked down with a foot should compromise me. Someone has to pay for that. Trust me".
Nenezić excuses himself that he can "release" the list immediately, but "we have been deliberating about the election day for 15 days".
"I swear to you, Kusovac is a nit, but he didn't cheat in this case. From fear”.
"Why did he start walking from our houses?????????", writes Medenica.
"I don't know that"....
A few days later, Medenica informs him that the demolition excavators are moving...

Later, she sends that "Miloš moj" has hired heavily and that he has noticed that there is no one from Krtol on the list.
"All the spitters of the state from DF, URE, owners of opposition papers and many others you will not and must not. He took pictures of everything and now I will start posting tomorrow to protect him, because he is very vulnerable. Me and Gago will survive this as well as many other things, but he suffered neither to his fault nor to his fault".
A criminal report and a broken wall
MANS filed a criminal complaint against Medenica and Arsić, accusing them of having committed criminal acts - illegal occupation of land and construction of a building without registration and documentation for construction, but this did not result in the prosecution of the son of the then President of the Supreme Court and her godfather, the DPS of the nearby Tivat businessman.
At the beginning of June 2020, the urban planning and construction inspection of the then Ministry of Sustainable Development and Tourism (MORT) demolished the illegally built walls on the route of the public promenade.
MORT, which was then headed by Prime Minister Duško Marković (DPS), previously rejected a request for free access to information from MANS, which in June 2020 requested for inspection all inspection decisions related to illegal construction on the seashore in Krašići, on state plots in front of villas Medenica and Arsić.
MORT stated in the decision on the rejection of MANS's request that "the disclosure of the requested information would significantly jeopardize the interest of the official duties of this Ministry, and therefore the further planning and performance of inspection supervision".
Play the list or I'll send it to the media
Nenezić has been "spinning" Medenica for days about publishing a list of wild builders in the media, and she threatens him that she will do it, if he doesn't already...
"Gago tells me that there are a lot of our people on this list. But I would release everything to the public. What do you think", asks Nenezić.
Medenica says that she has, but tells him to give it to the media and suggests which ones.
Nenezić replies that he already gave it to a daily newspaper, but that the story stopped because of possible elections...
"Everything should be released, if you don't want to, I'll do it with the pictures," says Medenica.
"Unimportant. I'm under a million pressure because of this insolence, and you're under a billion. Shall we play this as a set now? It arrived for me an hour ago... And only the three of us know about it. You, Gago and I... and I know how I'll do it... maybe it's not so bad for the elections either. We certainly killed each other, we entered every house. And they would have won an absolute majority again if the elections were held on April 5, although no one except the President believed me".
"Let go or I will," says Medenica.
"I told you back then that it was the best way. That report was incomplete, they were afraid to do everything, they were ashamed. So I waited for a refill. And the local elections were also problematic for me, because we don't have a date yet... agreed. Give me two days max. to organize"...
“Just keep me safe, please. They are ready for anything, and I am here with my family. I have already had two physical confrontations in the past year in this Tivat cave, which is starting to resemble Budva. And I'm 50 years old, and it's a shame that I'm at the throat of 25-30-year-old children. Horror", writes Nenezić.
"Do not worry. I didn't mention you until now, so I won't do it anymore," Medenica replies.
