The Special State Prosecutor's Office questioned the former assistant secretary for property protection of the Municipality of Budva Đorđe Zenović and gathered all the information from him about the case of the construction of two towers of 15 and 16 floors each in front of the halls of the Adriatic Fair. This continued the investigation of all actors involved in the project, which has been causing controversy in the public for several years.

Investigators of the prosecutor's office headed by him Vladimir Novović everyone is interested - from the "real" owners of the project, how the prosecution acted earlier, as well as why the urban construction inspection did not block the construction site in February, when the consent was rejected, but only at the beginning of June.
As "Vijesti" learns, the prosecutors previously questioned the building inspectors and their managers.
In mid-March, the then Assistant Secretary for Property Protection Đorđe Zenović (Democrat) submitted a criminal complaint to the Special State Prosecutor's Office against unknown persons from the Directorate for Inspection Supervision and Licensing of the Ministry of Spatial Planning, Urbanism and State Property, due to suspicion of abuse of official position.
At the time, he claimed that the construction application to the company "Mia investment" was not cancelled, although their consent to the preliminary design of the future complex was canceled by the relevant ministry. Zenović, who for years waged a legal battle contesting construction on that, the only undeveloped location by the sea. In his report to the prosecutor's office, he emphasized that the inspectors did not prohibit the performance of works. The "Mia investment" case was also questioned by the Minister of Defense, the former president of the municipality Dragan Krapović, who earlier reported the entire case to the Special State Prosecutor's Office, and in March supplemented the criminal complaint.
In April 2022, Krapović submitted a criminal complaint, in which the then Acting Supreme State Prosecutor Maje Jovanovic, chief special prosecutor Vladimir Novović and then director of the Police Administration Zoran Brđanina requested that they investigate the origin of the money for the construction of the towers, but also the connections of Montenegrin politicians in that project, from Milo Đukanović i Branimir Gvozdenović, mentioned by the businessman Dusko Knezevic, and all the mortgages that were registered on the land from Piraeus Bank, up to the registered mortgages of the company "Carinvest RS" of the family of the former President of the Municipality Marko Tsarević.
He asked to investigate all the circumstances of who was involved in that project. At the end of April, Krapović also warned the Ministry of Spatial Planning, Urbanism and State Property, which he heads Janko Odović because it did not respond to his public appearance in which he asked that it was highly indicative that the urban planning inspector who was at the construction site did not seal it, despite the fact that the consent to the preliminary design, which is an integral part of the construction application, was rejected.
At the beginning of June, the Directorate for the implementation of state guidelines in the field of architecture of the Ministry of Spatial Planning, Urbanism and State Property, in a new procedure, issued a decision approving the conceptual design of the five-star hotel "Riviera Montenegro Hotel & Residences", two towers of 15 and 16 floors each on the lot in front of the Adriatic Fair hall.
At the beginning of February, the directorate informed the Administrative Court that it acted according to the Law on Administrative Procedure in connection with an administrative dispute following a lawsuit filed by the Secretariat for Property Protection of the Municipality of Budva and issued a decision annulling the decision of the Ministry of Ecology, Spatial Planning and Urbanism of March 18, 2022, which consent was issued to the company "Mia Investments" for the conceptual design of a hotel with apartments.
The disputed project, which was approved by the Directorate of the Chief State Architect two and a half years ago, and which he managed at the time Mirko Žižić, the construction of a five-star hotel was planned, with 144 standard hotel rooms and 208 apartments for sale.
The construction of the tower is being realized on a plot of 8.500 square meters owned by the company "Safiro beach", which concluded a joint construction contract with the Turkish company. The Secretariat for Property Protection has insisted from the beginning that a congress center must be built on that plot of land, as stipulated in the planning documents.
