"A lover of Montenegro", as the businessman from Kosovo Naser Ramaj described himself, when applying for honorary Montenegrin citizenship, is suspected of having damaged the state of Montenegro for at least two million euros.
The criminal complaint against Ramaj, who is currently unavailable to the police, the owner of the company "Alart centar Budva - Montenegro", was submitted to the Basic State Prosecutor's Office in Kotor on suspicion of having committed the crime of tax and contribution evasion.
On August 1, officers of the Department for the fight against crime, the Department for the fight against corruption, economic crime and the implementation of financial investigations arrested the executive director of the company "Alart Centar Budva - Montenegro" Valentina Grubović ( 46), which, along with the criminal complaint, was brought to the competent prosecutor for questioning within the legal term.
After giving her statement, Golubović was released, and the prosecution did not order her detention.
The criminal complaint also includes the company "Alart Centar Budva - Montenegro", due to the suspicion that they committed criminal acts of tax and contribution evasion in the period from 2016 to 2023.
"The named persons committed the criminal acts that are charged against them in such a way that the person of NR, as one of the owners of the company doo 'Alart Centar Budva - Montenegro', in the period of the business year 2016 - 2023, gave verbal orders to the executive director of VG , that one part of the notarial records on the sale of residential and commercial units in the 'Porto Budva' complex is not shown in the bookkeeping of the company doo 'Alart Centar Budva – CG', as well as that the other part of the income is generated by the sale of residential and commercial units, which were paid by customers, also not shown in accounting and business documentation, all with the aim of partial or complete avoidance of tax payments, concealing data on legally acquired income, in order to obtain illegal property benefits, which caused material damage to the Budget of Montenegro in the total amount of 2.044.008,64 .€XNUMX", states the Police Directorate.
On October 27 last year, pursuant to Article 12 of the Law on Montenegrin Citizenship, Ramaj received a Montenegrin passport, and in his explanation, he stated, among other things, that he is a great lover of Montenegro, that he "considers it his country" and that he wants to invest at least 80 million euros.
According to Article 12, admission to Montenegrin citizenship can only be obtained by a person of special importance for the state, scientific, economic, cultural, economic, sports and other interests of Montenegro...
Data on the honorary citizenship of Ramaj was published last year by the Center for Civic Education (CGO), which has been monitoring the approval of economic and honorary citizenships for years, and they wondered whose interest it was in the Kosovo businessman getting a Montenegrin passport.
CGO also delivered to the media a document from the Ministry of Internal Affairs, which was signed by former minister Filip Adžić before the end of his mandate, and which states that Ramaj was admitted to Montenegrin citizenship.
Ramaj submitted a request to the Government of Montenegro on August 28, 2023, to consider the possibility of acquiring Montenegrin citizenship by admission in the sense of Article 12 of the Law on Montenegrin Citizenship, and in the application he stated that he wants to invest in the large project "Porto Budva" in Budba, worth around 80 million euros.
His request was completed in two months, which is not very common practice. A large number of applicants, who have passed international checks, for months and some even years, are waiting for a positive check from the National Security Agency and the green light from the current Minister of the Interior, Danilo Saranović, to get a Montenegrin passport.
The police administration also noted that, pursuant to Article 12 of the Law on Montenegrin Citizenship, Ramaj was granted Montenegrin citizenship as an investor in the large project "Porto Budva" in Budva, worth around 80 million euros.
"The aforementioned project was the subject of control by officials of the Department for the fight against corruption, economic crime and the implementation of financial investigations, which determined that the applicants had committed criminal acts of tax and contribution evasion, damaging the Budget of Montenegro in the amount of €2.044." , the police said.
CGO announced last year that according to data from the Central Bank of Montenegro and the Revenue and Customs Administration, the two companies that Ramaj has in Montenegro "are not at such a price as his feelings".
Ramajev's company "Alart centar CG" is on the black list of tax debtors, and "Nova gradnja", where he is the owner and executive director, has been blocked since June 2021 due to a debt of 531.485,89 euros.
The "Porto Budva" complex was built in Mediteranska street in Budva, and the hotel-apartment building covers an area of 45.000 m², on the first line from the sea, not far from the walls of the Old Town.

Ramaj: I am not on the run nor am I being sought
Naser Ramaj told the News that he is not on the run nor is he being sought. That he is on vacation outside Montenegro and that he only now found out from the media that he is allegedly being searched for.
He pointed out that he immediately called the police and that he would come to Montenegro tomorrow and give a statement and be available to all state authorities, because he had not committed any criminal act.
In a statement, the Police Directorate stated that the officers of the Department for the fight against crime, the Department for the fight against corruption, economic crime and the implementation of financial investigations are taking measures and actions to locate Ramaj, who has been unavailable to the competent authorities since August 1.
