This is the right thing to do when you go into action - wrote the head of the criminal Kavački clan Radoje Switzerland at the end of January 2021 to the then policeman Petar Lazovic after presenting him with gifts - a case that allows a standard pistol to be mounted inside it, turning it into a carbine platform with the option of adding tactical accessories such as optical sights, lights and front grips.
He gave those cases to Lazović, his father and the then assistant director of the Police Directorate Zoran Lazović and a friend of the elder Lazović, Ranko Ubović, whom he addresses as Tiger.
From the messages exchanged through the encrypted Sky application, it follows that he gave them a RONI (Reinforced Optics and Navigation Interface) case for a "glock".
After correspondence about certain collaborators of that criminal clan, Kotoran writes to the policeman on January 29 of that year:
"Great you, father and Tigar, you have something from me. Do you want to come down to get it?", he asked Lazović via the once protected Sky application.
He receives an express reply from the policeman, who calls the head of the clan to the kačamak:
"I will, brother, listen, whatever. Do we want to make an agreement somewhere and go to ŽB, there is a cannon there, or somewhere kačamak?"
Zvicer writes to him that night that he can do it whenever he wants, but also warns: "... Let's just take care, mostly for your sake".
At that time, the informal leader of the police team for special operational support, which operated in the Sector for the fight against organized crime and corruption, however, explains to Zviceru that it does not worry him too much.
"...Brother, I'm dying for me, believe me, now and for my whole life because of dad... I was anxious to meet you, to experience you as I wanted, personally to confirm my assessments, and for you, who I am to him, I don't care. And we will, we will be careful, we will find ways", he sends him.
"Let's get the country back, everything will be easier after that"
The leader of the Kavački clan, the fugitive Radoje Zvicer, warns him that they must be smart and says - "There is still as much fighting as you want", after which the policeman replies:
"I know, that's why we have to protect ourselves, regain the country, everything will be easier afterwards".
Zviter asks him again a day later when he will come for the gifts.
"Now you're a real commando," the Kotoran sent him before with a photo of the RONI attachment for the "glock".
He also tells him to tell his father and Ubović that he sent it to them.
"No need, here's one for me, Lieutenant one, the king wears HK and the Tiger boys wear CZ. And I have this official Glock," Lazović replied.
The nickname Evil Lieutenant was used by a fugitive police officer on the once protected application Ljubo Milović, and the younger Lazović addresses his father, Zoran Lazović, with the nickname the king.
Kotoran explains to the policeman that he intended the three allowances for him, his father and Ubović and says:
"So you explain to them that it's for the commandos. This is right when you go into action".
"This is a top, there's nothing wrong with it," states Lazović junior.
It follows from the correspondence that the policeman went to Kotor on the last day of January 2021.
On that day, he sends a message to Zvicer and asks him how he is doing with his obligations, and if he wants to come then, and after receiving the answer he writes:
"I'm going down Brajiće"...
He contacted the head of the criminal Kavački clan when Jaz passed by, after which he asked him in which car he was coming and got the answer:
"A6 black".
As soon as he started back towards Podgorica, Lazović sent a photo from the car that he had assembled the gun and the accessory, and then suggested that Zvicer take one to Milović anyway.
"Brother, let me tell the lieutenant that you sent one for him, I will give it to the king from you, so I will take it from the king, and I will give mine to the lieutenant, I say that you sent it for me... Because it will not be useful, I will take it from him, and to give mine to the Lieutenant", writes Lazović.
Zvicer resents it and sends Lazović that he will give Milovć something else:
"No, brother, I'll give him something else. It's not blind, but I want to give them something. Since you give it to them from me, do what you want," he says.
The policeman, however, insists that he will give Milović one more addition: "And say that you sent for me, because he likes it."
“You can bro. Let them only use it for self-defense," Zviter wrote to him.
"Bruka if they let them approach them like that," says the policeman.
A day later, he informs the head of the bar that he gave the lieutenant "the one for the Glock", but also that he received the rifle:
"The rifle that you bought me the exhaust for has arrived, so I came to customs to take it"...
Accusations
Several criminal proceedings are being conducted against Petar Lazović and Zvicer, in which the Special State Prosecutor's Office (SDT) charges them with committing the most serious crimes, and the dominant case related to cocaine smuggling.
Zoran Lazović was arrested on April 14, 2024, together with the former chief special prosecutor Milivoj Katnić.
The prosecutors claim that the two of them only formally took actions against the leaders of the Kavačka clan, they hid international information about the head of that criminal organization, Zvicer, and protected him from arrest, and then deceived the public with statements that Petar Lazović was not a member of that criminal group, but a secret agent of task and that criminal proceedings against him were initiated with the aim of destabilizing Montenegro.
Petar Lazović was arrested in July 2022, and is included in several cases of the Special State Prosecutor's Office.
Transcripts from the once-protected Sky application, which were provided to Montenegrin investigators by Europol, show that he subordinated the service to the kavak clan, and he bragged to the head of that organized criminal group that he was torturing the arrested, who they assumed were members of the organized criminal group Skaljar clan, and extorting statements from them. .
The messages also show that he was carrying out Zvicer's orders - beating the skals, arresting them, kidnapping them, but also that he was informing him about the punishments that were allegedly being negotiated with the SDT.
The same correspondence, however, shows that he used to torture members of the Kavaka clan "on his own", for which he was harshly criticized by his colleague at the time, now accused Ljubo Milović.
Zvicer and Milović are on the run.
RONI for better precision
According to the available data, the Reinforced Optics and Navigation Interface - RONI is a case that allows a standard pistol to be mounted in it, turning it into a carbine platform with the possibility of adding tactical accessories such as optical sights, lights and front grips.
This case provides additional stability, accuracy and control over the weapon when shooting.
The RONI has several functional accessories such as a tactical handle, a mount for an optical sight or other accessories, as well as a telescopic stock.
With this addition, the gun becomes more effective at longer distances, as it provides a firmer support and better recoil control, making it similar to a small automatic or carbine.
The main purpose of the RONI system is to increase the effectiveness of the standard pistol in tactical situations, especially in close combat (CQB) scenarios or when greater accuracy is required at medium ranges. It is used by military, police and special teams.
